The Maharashtra government told the Aurangabad bench of the Bombay High Court on Monday that fungal ailment mucormycosis was now covered under the Mahatma Jyotiba Phule Jan Aarogya Yojana and the Pradhan Mantri Jan Arogya Yojana. Citizens will receive free treatment for mucormycosis at pre-identified hospitals and nursing homes across Maharashtra under the above schemes, the state said.
The Maharashtra government told a bench of Justices R V Ghuge and B U Debadwar that it had identified 130 hospitals across the state for treating anti-fungal ailments and citizens, even those who did not hold cards for the insurance schemes mentioned above, could avail the treatment for mucormycosis at these facilities free of cost.
The state said 1,000 more hospitals would be empanelled for treating mucormycosis under the above two schemes soon. The government said anti-fungal medicines required for treating mucormycosis will be provided free of cost to patients admitted in these hospitals and private hospitals will also be restrained from “raising astronomical bills”.
The government said it was also working on capping the cost of the treatment for mucormycosis at private hospitals in the state. A Government Resolution (GR) issued on May 18 this year notified the above submissions, the state said. The bench accepted the state’s submissions and directed it to publicise the GR.
“It is thus, apparent that the state of Maharashtra has come up with a specific policy to treat mucormycosis. Private hospitals too will be restrained from raising astronomical bills. We therefore, expect the state government to accord wide publicity to this policy so that the poorest of poor, the illiterate and semi literate and persons in remote and tribal areas become aware of the same,” the HC said.
“Needless to state that the list of hospitals identified for such treatment and through which medicines will be made available also be given wide publicity so that patients do not land at wrong hospitals for availing the treatment for mucormycosis,” it said. The court directed such hospitals to display instructions for the public about the availability of beds and medicines.

The daily figure in the city was between 8,000 and 10,000, but the number has come down drastically to 2500. The situation of the villagers is worse. Earlier there were between 6,000 and 8,000 vaccinations daily, now the figure has reduced. On Monday, only 88 people have vaccinated in rural areas.
The reason is being told that the number has come down after the State Government has suspended the vaccination of 18+ age group. The second is that the second dose of Covishield is now to be applied between 12 and 16 weeks, to companionate vaccines shortage.

Dr. Randeep Guleria Director, AIIMS in a media briefing by the Ministry of Health and Family Welfare on the current COVID-19 situation in the country said that “There is no indications that the third wave of COVID-19 will infect children severely”.
Recently Indian Academy of Pediatrics (IAP) said that “There is a possibility of a third wave, but it is difficult to predict its timing and severity”.
“In the first wave, the severe disease occurred primarily in the elderly and individuals with co-morbidities. In the current (second) wave, large number of younger age group (30-45 years) individual have developed severe disease as also those without co-morbidities. After the second wave is over, If we do not continue following Covid appropriate behavior, the third wave, if occurs, is likely to infect the remaining non-immune individuals – that may include children also” IAP said.
After black and white fungus third type of fungus ‘Yellow fungus’ has been detected to which Dr Guleria informed that “Labeling the same fungus with names of different colors can create confusion. Mucormycosis is not a communicable disease, unlike COVID-19. 90-95% of patients getting infected are found to have been either diabetic and/or taking steroids”.
Dr Guleria also addressed other issues pertaining with COVID-19 “Some of the common symptoms of Mucormycosis, One-sided facial swelling, Headache, Nasal or sinus congestion, Black lesions on nasal bridge or upper inside of mouth that quickly become more severe, Fever.

Congress member and Leader of the Opposition Adhir Ranjan Chowdhury, who was part of a committee meeting to select the next CBI chief, raised objections over the “casual approach” in shortlisting the candidates for the top post.
New Delhi: A meeting to select the next chief of the CBI was attended by Chief Justice of India NV Ramana and Leader of the Opposition Adhir Ranjan Chowdhury at Prime Minister Narendra Modi’s house on Monday with the powerful panel shortlisting three candidates.
However, Mr Chowdhury, in a dissent note, soon raised objections over the selection process and said the department of personnel and training had followed a “casual approach” in choosing the names of the candidates for the post of Central Bureau of Investigation (CBI) chief.
“The way the procedure was followed, it was in conflict of the mandate of the committee. On May 11, I was given 109 names… and today by 1 pm, 10 names were shortlisted while by 4 pm, six names were shortlisted. This casual approach of the department of personnel and training is highly objectionable,” the Congress leader said.
The committee headed by PM Modi is considering Indian Police Service (IPS) officers from four senior-most batches (1984-87) to be the next CBI chief.
Maharashtra Director General Of Police Subodh Kumar, Director General of Sashastra Seema Bal (SSB) KR Chandra and Special Secretary (Internal Security) at home affairs ministry VSK Kaumudi were shortlisted for the post in the meeting on Monday.
The meeting of the top panel, which lasted for more than 90 minutes, finally took place after being delayed for nearly four months.
In total, over 100 officers from the 1984-87 batches were considered by the committee.
The law says the committee will select the CBI director “on the basis of seniority, integrity and experience in the investigation of anti-corruption cases” from a list of IPS officers drawn from the four senior-most batches.

As we know, due to the pandemic, the schools in the state are struggling to bear the teachers and staff salaries and other expenses, on the other hand the Maharashtra Government reduced the reimbursement fees of students enrolled under the Right To Education (RTE) Act by 50 per cent. Parents are also urging schools to reduce fees in the coming academic year due to continuation of on-line classes. Amid this crisis situation, the new Government Resolution (GR) of fees cut becomes a blow for the students.
As per information, schools, both private and aided, have to reserve 25 per cent seats for students (between ages 6 and 14) based on economic status or caste-based reservations. The fee is reimbursed by the state. The admission process under RTE is completely on online basis. For the academic year 2020- 21, the fees for RTE students have been fixed at Rs 8,000, and earlier it was Rs 17,670. Members of city based RTE Foundation; representing 3,000 English medium schools are also demanding their pending fees for the year 2017-18. They urged State Government to release the fund of Rs 800 crore which is pending. Amid this situation, the reimbursement fees cut by 50 per cent will raise the burden. RTE Foundation stated these fees cut an atrocity over the schools who are struggling for their survival amid this crisis period. As per the RTE Act, Central Government has to release 60 per cent and State Government has to release 40 per cent fund to schools under the RTE. But the govt is not releasing the required fund really creating trouble for the schools.

People in Bengaluru witnessed a rare phenomenon on Monday morning as a rainbow circled the sun creating a halo around the star.
The halo seen across Bengaluru, owing to clear skies, was visible for over an hour as the striking colours appeared covering the Sun. The rare occurrence takes place due to the dispersion of light.
Social media went abuzz with the pictures of the Sun’s halo as people took to Twitter to share pictures of the event over Bengaluru skies.
What is Sun’s halo?
The halo that appeared around the Sun is a 22-degree ring that appears due to the dispersion of light as white light passes through ice crystals found in upper-level cirrus clouds, causing the halo to have colours. According to the University of Illinois, “The halo is a ring of light 22-degrees from the Sun or Moon and is the most common type of halo observed and formed by hexagonal ice crystals.”
The clouds contain millions of tiny ice crystals, which refract, split and even reflect the light to give an impression of a circular rainbow ring. The crystals have to be oriented and positioned just so with respect to your eye, in order for the halo to appear.
Light undergoes two refractions as it passes through the ice crystals and the bending that occurs depends on the ice crystal’s diameter. In a 22-degree halo, the kind seen in Bengaluru, light enters from one side of the ice crystal and exits through another, being refracted on both entry and exit. The two refractions bend the light by 22-degrees from its original point, producing a ring of light around the Sun or the Moon.
Seen around the Moon, lunar halos are mostly colourless as moonlight is not very bright. However, in the case of the Sun, these colours are more noticeable and appear as bright as a rainbow.
The phenomenon seen in Bengaluru was witnessed last year as well, while another such ring was seen in Tamil Nadu’s Rameswaram.
The only infectious disease to have been entirely eliminated till date, according to the World Health Organisation (WHO), is smallpox. It took nearly 200 years after a vaccine was developed to prevent smallpox, caused by a virus.
Covid-19 is a one-and-a-half-year-old disease. Now, scientists are noticing that “immunological characteristics” that “govern the transition of Covid-19” are indicating an “endemicity” of the coronavirus infection.
The researchers examining the current Covid-19 pandemic trend and comparing it with past pandemics are of the view that the coronavirus infection may become endemic, and end as a seasonal illness.
They have developed a model to predict the outcome of the Covid-19 pandemic. The success of the model depends a lot on how efficiently vaccination drives are undertaken worldwide and also on the behavioural containment practices adopted by the public and government agencies.
“Our analysis of immunological and epidemiological data on endemic human coronaviruses (HCoVs) shows that infection-blocking immunity wanes rapidly but that disease-reducing immunity is long-lived,” the researchers said.
“Our model, incorporating these components of immunity, recapitulates both the current severity of SARS-CoV-2 infection and the benign nature of HCoVs, suggesting that once the endemic phase is reached and primary exposure is in childhood, SARS-CoV-2 may be no more virulent than the common cold,” the scientists said.
This prediction of Covid-19 reducing in effect to an illness like common cold is based on the evidence of past pandemics. The 1918 Spanish Flu pandemic that is often compared with the current Covid-19 pandemic had become endemic after two years.
The H2N2 pandemic of 1952, the H3N2 pandemic of 1968 and the H1N1 pandemic of 2009 too saw transitions to endemic stages. Interestingly, none of these pandemics needed rollout of vaccines for them to come to an end.
Also, none of these pandemics attained herd immunity — that has been so much talked about during Covid-19 — before turning endemic. This gives hope that Covid-19 pandemic too would become less infectious and troublesome with time, and body’s immune system would learn to fight off pathogens either through natural infection or vaccination.
However, there is one contrasting fact that sets Covid-19 pandemic apart from the previous pandemics. Past pandemics — Spanish Flu, H2N2 pandemic, the H3N2 pandemic and the H1N1 pandemic — were caused by the influenza viruses. Covid-19 is the first pandemic caused by a coronavirus.

Nagpur: Amid the second wave of Covid-19, healthcare personnel in India have been trying to do their best under trying circumstances. The number of corona patients in Maharashtra has been declining over the past few days. In the month of April, more than 70,000 patients were being registered in the state every day.
Now the number of covid cases have come down to 30,000. As a result, the stress on the health system in the state has eased slightly. State Health Minister Rajesh Tope has also given important information about the lockdown while talking to media on Sunday. The number of corona patients in Mumbai, Thane, Pune, Nagpur and Nashik has come down significantly in the last few days. Corona patient growth rate has slowed.
This has provided great relief to these cities. But in rural areas, covid is spreading rapidly. This has increased the stress on the health system. Speaking on this background, the Health Minister said that restrictions in the state will be gradually relaxed from June 1. Restrictions in districts where the number of corona patients is under control will be gradually lifted, said Rajesh Tope.
The Maharashtra government has imposed lockdown in the state till June 1 to curb the spread of the COVID-19 pandemic. As per the guidelines only pharmaceutical shops and essential services are allowed to function from 7 am to 11 am during the lockdown. The lockdown effect has been witnessed at many places. The restrictions have helped in containing the spread of the virus. The situation in the MMR region, including Mumbai, is under control. The situation in Nashik and Nagpur is also not worrisome. Therefore, restrictions in this area will be gradually relaxed from June 1. Restrictions will be lifted gradually, rather than suddenly. Such decisions will be taken for the districts where the number of corona patients has decreased, said Rajesh Tope.
According to a Marathi news channel, the state government will start the unlock process in 4 phases. Shops will be opened in first and second phases. The closure of shops in the last few days has caused huge losses to traders in the state. As a result, the government is likely to focus on starting all these transactions in the first phase. In the third phase, hotels, restaurants and bars will be started. After that, in the fourth phase, local services and religious places will be started by the government. It is said that the decision on when to lift ban on inter-district travel will be taken based on the situation.

The Central Board of Secondary Education (CBSE) is expected to hold class 12 board exams from July 15 to August 26. The exact date sheet for the same will be released on June 1 after the board holds a review meeting to access the feasibility of holding exams. The board exams will be held in offline mode. A section of students has been protesting on social media platforms seeking the cancelation of class 12 offline exams.
The CBSE has proposed conducting exams between July 15 and August 26 and the result to be declared in September, according to sources. The final decision will be out on June 1.
The exams, however, will not be held as per the regular protocol. CBSE had suggested either holding exams only or a few subjects or holding exams for 1.5 hours instead of three hours. Most of the states in the meeting held yesterday between high-profile ministers and state education secretaries have drifted towards the latter option. Some ministers, however, had demanded a mix of both the possibilities.
If plan B is accepted, then the exam pattern will also be changed. For a 1.5 hours exam, there will only be MCQs and very short type questions in the exam to allow students to complete the exam in the given time.
“The exams will be of 90 minutes duration instead of three hours and will be conducted in same schools where students are enrolled. The questions will be objective and very short answer type. Students will have to appear in one language and three elective subjects,” a source informed news agency PTI. The tentative timeline for this option is the first phase of exams from July 15 to August 1 and the second phase from August 8-26. Exams are proposed to be conducted on Sundays also, it added.
CBSE in its proposal had also suggested that in plan B, students can be given an option of appearing for exams in a later stage too which will mean that if a student misses an exam due to COVID-19 related issue, they can appear for the boards about 15 days later, however, if this facility will be offered or not will be known on June 1.
Further, the exams will be held under strict precautions. Social distancing will be followed while making students sit for the exams. In 2020 too the CBSE board exams were held amid precautions, however, the exams had to be canceled mid-way.
While parents and students had raised concerns that regarding the health and the worry of the third wave of COVID-19 pandemic, Education Minister Ramesh Pokhriyal said, “Both students’ and teachers’ safety, security, and future are supremely important to us.”
While the minister said that there was a consensus, states including Maharashtra and Delhi have openly disagreed with the move. Pokhriyal has given sates, especially those in disagreement, time till May 25 to submit their detailed proposals.
Delhi deputy chief minister Manish Sisodia who also holds the education portfolio said, “The stubbornness to organize exams by playing with the safety of the children will prove to be a big mistake and a failure,” said Sisodia. He also demanded that class 12 students should be vaccinated before appearing for the exams. He suggested that either Pfizer (whose vaccine of kids has been accepted by several countries) should be consulted or should give our own vaccine to kids after consulting with experts considering they are 17.5 years old and only months away from 18. People who have attained the age of 18 and above are eligible to get vaccinated in India.
Maharashtra too had suggested a non-exam route for assessing class 12 students. Maharashtra State School Education Minister Varsha Gaikwad said, “Health and mental well-being of children, their families must be our priority. Students, parents have been sharing their concerns regarding sitting for exams amid the pandemic…Since most professional courses hold entrance exams for admissions, many experts are of the view that it is possible to evaluate the performance of a class 12th student based on a retroactive assessment model.”

Indore: The Indore police have detained two sisters from the Mhow cantonment on suspicion of espionage after they were allegedly found to be in touch with two Pakistani nationals suspected to be operatives of that country’s spy agency, the Inter-Service Intelligence (ISI).
The police and Military Intelligence are probing the matter. The women are now being questioning and the credentials of their Pakistani contacts are being verified, sources close to the investigation said. The sisters, aged 32 and 28, are school teachers based in Dr Ambedkar Nagar, better known as Mhow, near Indore city.
They have allegedly been in touch with the men from Pakistan for over a year over social media platforms through fake identities, the police allege. Their cell phones and other electronic equipment have been seized, sources privy to the probe disclosed.
Indore Inspector General Hari Narayan Chari Mishra said the local police and intelligence agencies are jointly working on the matter.
“The two women were detained from Gawli Palasia in Mhow. They are suspected of sending important information from Mhow to other countries,” told Mr. Mishra.
The two of them have been on the police’s and the Military Intelligence’s radar following specific inputs about their online activities involving the Pakistani nationals, sources said. Their contacts are suspected ISI operatives and possibly retired or serving army and navy officers of Pakistan, they said.
Their Pakistani contacts have been identified as Mohsin Khan and Dilawar, among others.
Dogs can be trained to detect more than 90 percent of Covid-19 infections even when patients are asymptomatic, according to research published Monday, which authors hope could help replace the need to quarantine new arrivals.
Using their remarkable sense of smell which can pick up the equivalent of half a teaspoon of sugar in an olympic-sized swimming pool dogs have already shown that they can sniff out maladies such as cancer, malaria and epilepsy.
Several previous studies have shown proof-of-concept that dogs can detect SARS-CoV-2.
Researchers from the London School of Tropical Medicine wanted to see if dogs could detect a distinctive odour given off from chemical compounds associated with someone who is Covid positive but doesn’t show symptoms.
They gathered samples of clothing and face masks from people who had tested positive for mild or symptomatic SARS-CoV-2.
Samples of the socks of 200 Covid-19 cases were collected and arranged in lab tests for six dogs that had been trained to indicate either a presence or absence of the chemical compound.
The dogs needed to be trained not to identify “false positives” in a bid to hack their reward system and obtain treats even if there were no Covid-19 samples in a given test.
“This means that the dog fully understands and gets a reward for a correct negative as well as a correct positive,” said Claire Guest, from the school’s Faculty of Infectious and Tropical Diseases.
Overall, the dogs were successfully able to identify between 94 and 82 percent of SARS-CoV-2 samples.
The researchers then modelled how effectively these success rates, combined with traditional PCR tests, could help detect mild or asymptomatic Covid-19 cases.
They found that using dogs to screen arrivals at terminuses such as airports could detect 91 percent of cases, resulting in a 2.24 times lower rate of transmission than with PCR tests alone.
– ‘Important start’ –
Authors of the research, which has yet to be peer-reviewed, said they hoped it could eventually replace the need for travellers to quarantine which necessarily disrupts every arrival even though the vast majority are not Covid positive.
“The key thing is that dogs are significantly quicker than other tests,” said co-author James Logan.
“What we’re suggesting is that dogs would give the first initial screening, and then those (arrivals) that were indicated as positive would then receive a complimentary PCR test.”
The team said that out of a plane full of arrivals around 300 people less than one percent were statistically likely to be carrying SARS-CoV-2.
Under current quarantine regulations employed by some countries, all 300 would need to isolate, causing significant inconvenience.
But given the sensitivity of trained dogs, a maximum of 35 people on board would be indicated as positive, the paper said.
Of these, only around 3 would be expected to return a positive PCR test.
“This is a really important start and could lead to a useful, usable system,” said Mick Bailey, professor of Comparative Immunology at the University of Bristol, who was not involved in the research.
“But there’s a lot more validation needs to be done before we could be confident that the dogs can reliably and specifically detect asymptomatic SARS-CoV-2 infection in people in airports and train stations.”
PUNE: Maharashtra education minister Varsha Gaikwad on Sunday said that the no exam route for CBSE Std XII students is being actively examined and a final call will follow in a day or two.
“I have given our initial feedback but have conveyed that we will hold further deliberations with the chief minister and legal experts on both CBSE and our own board exams,” she said adding that she had raised points regarding Std XII CBSE exams in the light of the projection that students would be vulnerable to new strains of the coronavirus.
Admissions to most professional courses are based on entrance exams and many experts have given their views that it was possible to evaluate the performance of Std XII students based on a retroactive assessment model and a uniform assessment policy, Gaikwad told TOI after attending a video-conference of education ministers from all the states with Union minister of education Ramesh Pokhriyal on Sunday.
“Most of the states are of the same opinion and are considering the no exam route. We will examine the legalities before a final call,” she said.
For now, the focus would be on evolving a uniform assessment policy, vaccination of all teachers and eligible students and safe resumption of schools, colleges campuses for the next academic year, she added.
Gaikwad said, “The health and mental well-being of children and their families must be our priority. Students, parents have been sharing their concerns regarding taking exams amid the pandemic. Students have been studying in Std XII for over 14 months. Personally, I believe that we should remove the uncertainty regarding exams and make a decision that is in the students’ interest.”

Nagpur: Vidarbha Hospitals Association (VHA), a unit of Hospitals Association, Nagpur has been repeatedly highlighting the imposition of audits on private hospitals who have been forced to reserve beds and work within capped charges without any compensation bypassing National Health Authority guidelines. The matters of audits and capping are presently subjudiced. Alleging harassment from all quarters, VHA and Indian Medical Association (IMA) have expressed their wish to stop treating COVID-19 patients.
The recent sustained firing of notifications has dented the determination of private hospitals to continue serving Covid-19 patients.
Recently, a delegation of Nagpur IMA and VHA office bearers met Radhakrishnan B, Nagpur Municipal Commissioner and Jalaj Sharma, Additional Municipal Commissioner and expressed their desire to stop undertaking Covid-19 duties.
The office bearers highlighted that since last one and a half years, private healthcare sector has attended to thousands of COVID patients and Nagpur was brought on National map by becoming one of the cities with maximum ventilators/ ICU/ Oxygenated Covid beds in view of the investments done on their own by private hospitals. Almost 3/4th of Covid patients were treated by Nagpur private hospitals even with their objections on capping and audits.
Dr Sanjay Deotale- Nagpur IMA President stated, “Leave aside a word of appreciation, now doctors are being threatened with penal actions and multiple authorities are flooding them with orders to send varied reports, formats, details, data through emails, hard copies and WhatsApp groups.”
Dr. Ashok Arbat- VHA President said, “This administrative overload has overwhelmed the private hospitals and now they seek to excuse themselves with the Covid service. The hospitals were not worried about Covid care rendition but are harassed by the administrative interference seeking confidential data in various formats. The already taxed hospital personnel are hassled not by clinical duties but by these paperwork.”
Dr. Anil Laddhad, Maharashtra Medical Council Member added, “Rather than face the overwhelming thankless task of compiling voluminous data in various formats, the private hospitals now wish to withdraw themselves from Covid duties and continue with non Covid routine work. One should check the cost incurred on each Covid patients per day in Government establishments before pointing fingers at private hospitals which have forced to run in capped charges for 80% beds.”
Dr. Anup Marar- VHA Convener pointed out, “No compensation was ever given for establishing Covid hospitals and making infrastructural changes or equipment additions. No support came from Government in form of any assistance, subsidies or grants. Rather NMC hospital registration and biomedical waste disposal charges was increased multi-fold. The hospitals are directed to serve within capped charges and pay from their own pockets for increasing oxygen charges.”
Dr. Alok Umre- VHA Secretary made it clear, “Hospital personnel feel insecure with the threats and mob vandalism by social activists. Arrests as per 2010 act were never undertaken on those who vandalized the hospitals to set an example. Even High Court had directed that no videography be permitted in Covid hospitals. Still all social activists blatantly took videos and maligned the image of many hospitals on social media.”
Dr. Sachin Gathe- IMA Secretary concluded, “It is difficult to serve in such a tough conditions. Government has not been able to protect the interests of private hospitals. Hence we are being forced to take such a decision as hospital personnel now need some rest time rather than facing insults from all corners.”
Renowned doctors of city including Dr. Archana Kothari, Dr. Anand Sancheti, Dr. Tushar Gawad, Dr. Shishir Kolhe, Dr. Abhiram Paranjape, Dr. Shishir Shrivastava, Dr. Deepak Jeswani, Dr. Pravin Lad, Dr. Sandip Mogre, Dr. Dilip Rathi, Dr. Nilesh Agarwal, Dr. Mahesh Sarda, Dr. Rajesh Mundhada, and many others accompanied IMA and VHA delegation to convey this inclination.

After the Go Corona Go slogan by Union Minister Ramdas Athawale last year became an internet sensation, we may have now found the next pandemic anthem. In a recent viral video, a priest is seen performing a yagna to ward off Covid-19 while chanting ‘Om Corona Bhag Swaha.’
In the video, the priest is emphatically chanting, “Om Corona Corona Corona Corona Bhag Bhag Bhag Bhag Bhag, Swaha,” and then put the ahutis (offerings) in the fire. The priest raises his pitch with every word to drive away from the evil virus in his own style.
This viral antic was shared on Instagram by photographer Varinder Chawla who perfectly captioned the video as Go Corona Go Version 2.0.
Users were also quick to pick on the video and left some hilarious comments. “Corona left,” one user said sarcastically, while another topped it by joking, “Le Corona: izzat hee nahi hai.”
Such funny but bizarre instances are the result of people keeping faith above science. Similarly, during the start of the pandemic in India last March, a group of women were seen chanting, “Corona Bhag Ja.” The slogan had become an instant hit with the netizens. This year, a lot of people are also organising havans at their homes to kill the deadly virus.
While such videos provide much-needed comic relief amid the pandemic, they also indicate the disregard towards medical science which has given us not just one but multiple vaccines to effectively eliminate the coronavirus.
