नागपूर: ‘करोनाच्या दहशतीमुळे गेल्या दहा दिवसांपासून प्रवासीच मिळत नाहीत. गाड्या बुक करण्याचे प्रमाण प्रचंड घसरले आहे. प्रवासी वाहतुकीचा व्यवसाय ठप्प पडला आहे. आम्ही आमची वाहने कर्ज घेऊन विकत घेतली आहेत. आता मासिक हप्त्यांसाठी बँका तगादा लावतील. त्यामुळे पुढील दोन महिने तरी बँकांनी मासिक हप्त्यांमध्ये सवलत द्यावी’, अशी मागणी ओला-उबेरचालकांनी केली आहे.
करोनामुळे सर्व व्यवसाय ठप्प झालेले आहेत. प्रवाशांची ये-जा मोठ्या प्रमाणात कमी झाली आहे. खबदरारीचा उपाय म्हणून लोक घराबाहेर पडत नाहीत. त्यामुळे ओला, उबेर आदी प्रवासी वाहतुकीला मोठा फटका बसला आहे. नागपूर शहरातील ओलाचालक दीपक साने यांनी दिलेल्या माहितीनुसार, प्रवाशांची ने-आण करणे ही आमची एकप्रकारे सेवाच आहे. पंतप्रधान नरेंद्र मोदी यांनी या दिवसांत कोणत्याही कर्मचाऱ्यांच्या पगारात कपात करू नये, असे आवाहन केले आहे. हाच नियम आम्हालाही लागू होतो. दहा ते बारा तास वाट पाहून प्रवासीच मिळत नाहीत. एका दिवसाच्या कमाईत घट होऊन केवळ शंभर रुपयांपर्यंत कमाई होते. एवढ्यात खाणार काय आणि बँकांचे हप्ते देणार काय? हीच परिस्थिती पुढील अनेक दिवस असेल. त्यामुळे परिस्थिती निवळेपर्यंत आणि जनजीवन सुरळीत होईपर्यंत बँकांनी मार्च-एप्रिल या दोन महिन्यांचे ईएमआय वसूल करू नयेत, त्यावर व्याजही आकारू नये तसेच कर्जफेडीच्या एकूण कालावधीत पुढे दोन महिने जोडावे, अशी मागणी करण्यात येत आहे.

नागपुर:भूजल एक अदृश्य संसाधन, जिसने मानव सभ्यता का भूगोल ही बदल दिया, किसी समय नदियों के किनारे विकसित होने वाली मानव सभ्यताओं ने भूजल के अस्तित्व को पहचानते ही अपने पैर पसारने शुरू कर दिए और शीघ्र ही समस्त भूमंडल पर छा गए। उनकी आवश्यकता का पानी की आपूर्ति छोटे-छोटे कुआं से पूरी होने लगी।
भूजल स्वतंत्र भारत में हरित क्रांति हो या श्वेत क्रांति की सफलता का प्रमुख कारक रहा है इसका अनुमान आप इन्हीं आंकड़ों से लगा सकते हैं, जहां सन 1984 के पहले लगभग 58 लाख 75 हज़ार कूप और नलकूप थे, वे सन 2013-14 के आते-आते दो करोड़ 5 लाख से भी ज्यादा हो गए। हम इन्हीं कूपों और नलकूपों से सिंचाई की बदौलत देश की खाद्य सुरक्षा में सक्षम हुए हैं। आज भी देश की 85% से अधिक ग्रामीण पेयजल आपूर्ति एवं 60% से अधिक सिंचाई का प्रमुख एवं अकेला स्रोत भूजल है। अलावा, देश के लगभग सभी महानगरों, नगरों तथा औद्योगिक क्षेत्रों की लगभग 50% पूरक जलापूर्ति का भी स्रोत भूजल है। इसका अनुमान आप विश्व बैंक की इन्हीं आंकड़ों से लगा सकते हैं कि विश्व में जितना भी भूजल का दोहन होता है उसका 25% केवल भारत में होता है। जबकि, हमारे पास दुनिया के कुल भौगोलिक क्षेत्र का केवल 2.4% हिस्सा है तथा उपयोग हेतु जल का लगभग 4% हिस्सा है और हमारी दुनिया की कुल आबादी में हिस्सेदारी 17% से अधिक है।
भारत एक विकासशील देश है, बढ़ती हुई जनसंख्या, औद्योगिक करण तथा जीवन शैली के बदलाव ने आज पानी की मांग को अनेक गुना बढ़ा दिया है। स्वतंत्रता के बाद सन 1947 में भारत में जहां प्रति व्यक्ति पानी की उपलब्धता 6000 घन मीटर से ज्यादा थी आज बढ़ती जनसंख्या के साथ घटकर 2011 के आते-आते 15,00 घन मीटर से कुछ ज्यादा रह गई है। ये आकड़े तो पूरे देश पानी की औसत उपलब्धता के हैं। जबकि भारत एक भौगोलिक, भूवैज्ञानिक, जलवायु, मौसम, संस्कृति आदि इत्यादि विविधताओं से भरा देश है, जहां देश के पूर्वी हिस्से में 10,000 मिली मीटर से भी ज्यादा बारिश होती है, तो दूसरी ओर पश्चिमी कोने में 100 मिलीमीटर से कम बारिश। इसी एक तरफ उत्तर में गंगा ब्रह्मपुत्र यमुना की तराई हिस्सों जलोढ़(Alluvial) जलभृतों (Aquifers) में अत्यधिक भूजल की उपलब्धता है, वहीं दक्षिणी प्रायद्वीप के पठारों एवं अन्य हिस्सों में पाए जाने वाले कठोर पत्थर में भूजल की अति अल्प उपलब्धता है। यह कहा जाए तो देश में कुल उपलब्ध भूजल का भी समान वितरण नहीं है, जिससे देश के अधिकांश हिस्सों में सतत जलापूर्ति एक चुनौती बनती जा रही है। आधुनिक तंत्रज्ञान तथा अल्प ज्ञान और खुदगर्जी ने इस समस्या को विकराल रूप दे दिया है, परिणाम स्वरूप, आज भारत के अनेक हिस्सों में भूजल के अति दोहन के गंभीर परिणाम दिखने लगे हैं। और गर्मी तो दूर जनवरी-फरवरी के अंत तक देश के अनेक हिस्सों में कुएं नलकूपों का सूखना देखा जा रहा है। खेती तो दूर पीने के पानी की आपूर्ति भी सरकार के लिए एक चुनौती बन जाती है
संपूर्ण देश में सतत जलापूर्ति के उद्देश्य से भारत सरकार ने 12वीं पंचवर्षीय योजना से “जलभृत प्रबंधन पर राष्ट्रीय परियोजना” (National Programme on Aquifer Management) की शुरुआत की जो 13वीं पंचवर्षीय योजना के अंत तक पूरी होनी है। इस परियोजना के कार्यान्वयन की जिम्मेदारी भारत सरकार के “जल शक्ति मंत्रालय” के आधीन “जल संसाधन, नदी विकास और गंगा संरक्षण विभाग” में स्थित “केंद्रीय भूजल बोर्ड” को दी गई है। एस परियोजना मे आज तक देश में केंद्रीय भूजल बोर्ड द्वारा एवं देश के अन्य सरकारी एवं गैर सरकारी विभागों द्वारा भूजल सर्वेक्षण, आवर्धन (Augmentation) एवं प्रबंधन के लिए किए गए कार्यो के आंकड़ों को एकीकृत कर डाटा गैप विश्लेषण कर तथा आवश्यक गैप में डाटा जनरेशन कर एक ऐसी रिपोर्ट और नक्शे तैयार करना जिससे भूजल प्रबंधन का एक विस्तृत रोड मैप बनाया जा सके। आज देश के अधिकांश तालुकाओ का विशेषतः उन तालुकाओ का जहां सतत जलापूर्ति का दबाव ज्यादा है और अति दोहन की वजह से पिछले दशकों में जलस्तर तेजी से नीचे गया है कि रिपोर्ट तैयार की जा चुकी है। ये रेपोर्ट्स सरकार द्वारा चलाए गए “जल शक्ति अभियान” में जल प्रबंधन के उपाय बताने में मील का पत्थर साबित हो रही है। इन रेपोर्ट्स में कठोर पत्थर वाले क्षेत्रों में 200 मीटर की गहराई तथा मुलायम पत्थर वाले क्षेत्रों में 300 मीटर की गहराई तक मिलने वाले विभिन्न जलभृतों (Aquifers) का आकलन, उनमे पानी की उपलब्धता, उससे निकाले जाने वाले पानी की मात्रा तथा उनके प्राकृतिक रूप से होने वाले पुनर्भरण तथा विभिन्न स्रोतों से होने वाले पुनर्भरण का सही आकलन प्रस्तुत किया गया है। क्षेत्र में पानी के अति दोहन का परिणाम स्वरूप भूजल स्तर की निरंतर गिरावट से निपटने की उपाय योजना भी बताई गई है। इन उपाय योजनाओ मे जलापूर्ति को कैसे आवर्धित(Augment) करना साथ साथ किस तरह पानी की मांग में कमी लाकर भूजल प्रबंधन किया जा सकता है का सम्पूर्ण विवरण प्रस्तुत किया गया है। इसके आलावा, उच्च शोषित तालुकाओं में भूजल के दोहन को कैसे नियंत्रित किया जाये के भी उपाय सुझाए गए हैं। इन योजनाओं को बनाते वक्त उस क्षेत्र की भौगोलिक भूवैज्ञानिक तथा जलवायु परिस्थितियो आदि का वैज्ञानिक अध्ययन कर ही भूजल प्रबंधन योजना सुझाव गई है। जैसे कि भूजल आवर्धन (Augmentation) हेतु वास्तव में कितने पानी की जरूरत है, उस क्षेत्र के लिए कौनसी पुनर्भरण संरचना उपेरयुक्त होगी, उसकी की दक्षता क्या है आदि इत्यादि को ध्यान रखकर उस क्षेत्र के लिए उपाय योजना समझाई गई है। इसी प्रकार सिंचाई हेतु पानी की मांग को कैसे कम किया जाए के लिए उस क्षेत्र की वर्तमान फसल पद्धति तथा उसमें लगने वाली सिंचाई हेतु पानी का आकलन वैज्ञानिक पद्धति से कर विभिन्न उपाय सुझाए गए है। अगर, अधिक पानी की मांग वाली फसल की जगह उतनी ही आमदनी देने वाली कम पानी की मांग वाली फसल को लगाना या आज के समय में आधुनिक तंत्रज्ञान का उपयोग कर ड्रिप या स्प्रिंकलर तकनीकी का उपयोग कर कैसे पानी मांग को कम कर पानी की बचत करना आदि उपाय सुझाए गए हैं.
अगर जब प्रवाही सिंचन पद्धती को छोड़ कर ठिबक (Drip) सिंचन तकनीकी को अपनाते हैं तो ना केवल हम सिंचाई में लगने वाले पानी की मात्रा का 44% से 58% तक बचत करते हैं बल्कि हमारे उत्पन्न में भी 12% से 25% तक की वृद्धि पाते हैं। इस प्रकार हम 100 वर्ग किलोमीटर के क्षेत्र की केवल गन्ने की फसल मे ठिबक (Drip) सिंचन तकनीकी अपनाने के बाद लगभग 100 दस लक्ष्य घन मीटर पानी बचाया जा सकता है। इसके अलावा 25% उत्पन्न में भी बढ़ोतरी होगी वह अलग। इस प्रकार अनेक फसलों मेकर ठिबक (Drip) सिंचन तकनीकी को अपनाकर करोड़ो लिटर पानी बचाया जा सकता है। इसका प्रत्क्ष्य उदारहण भुसावल (जलगांव जिला) महाराष्ट्र का केला उत्पादन क्षेत्र जहां आज शत-प्रतिशत ठिबक सिंचन का उपयोग कर न केवल उच्च दर्जे का रिकॉर्ड केला उत्पादन किया जा रहा है, बल्कि भूजल के गिरते स्तर पर भी आज काबू पाया जा रहा है
क्योंकि भूजल एक कॉमन पूल संसाधन है “जन सहयोग” से कैसे प्रबंधन किया जाए इस तथ्य पर सरकार का इस परियोजना के माध्यम से प्रमुख जोर है। इस परियोजना के कार्यान्वयन के दौरान केंद्रीय भूजल बोर्ड द्वारा जन जागरूकता, प्रशिक्षण कार्यक्रमों का भी समय-समय पर गांव, तालुका एवं जिला स्तर पर आयोजन किया जाता है। जिसके परिणाम बड़े ही उत्साहवर्धक रहे है। लोगो मे जागरूकता का निर्माण हो रहा है, इसका उदाहरण “हिवरे बाजार” हो या “रालेगांव सिद्धि” या वर्धा जिले का “तामसवाड़ा” गांव जहां कभी पानी की कमी से ‘कृषि’ जीवन यापन के प्रमुख कारण होने का अधिकार खो चुका था। ग्रामीण रोजी-रोटी की तलाश में गांव छोड़कर मजदूरी करने पर विवश थे, वहां आज, वह भूजल प्रबंधन से आज ग्रामीण न केवल ‘कृषि’ से अपना परिवार चला रहे हैं बल्कि अन्य चार परिवारों को भी अपने यहां मजदूरी का कार्य देकर उनके परिवारों का भी भरण पोषण कर रहे हैं। देश मे ऐसे कई गांव है जहां ग्रामीणों ने “जनसहयोग” के माध्यम से एक कुशल नेतृत्व मे अपने गाँव के भूजल को संरक्षित तथा उचित प्रबंधन कर एक ऐसा मुकाम हासिल किया कि आज वे अन्य के लिए आदर्श बन गए और यह सब संभव हुआ भूजल के “जन सहयोग से प्रबंधन” द्वारा
अगर आप हिवरेबाजार अहमदनगर महाराष्ट्र परएक नज़र डालें तो आपको विश्वास नहीं होगा कि यह वही अकाल पीड़ित, बंजर हिवरे बाजार गांव हैं जो स्वयं कभी अपने अस्तित्व को नहीं बचा पा रहा था। आज एक कुशल नेतृत्व में जन सहयोग के माध्यम से किए गए जल संरक्षण के कार्यों से ना केवल आत्मनिर्भर है बल्कि अन्य को रोजगार देने में भी सक्षम है। जहां कभी केवल ज्वार बाजरा की खेती होती थी वहां आज अनाज के अलावा फल सब्जी और फूल की खेती है। एक सामी जहां दुग्ध उत्पादन गांव की मांग को पूरा करने में असक्षम था वहां आज दुग्ध व्यवसाय दैनिक आय का प्रमुख साधन बन गया है। और यह बात प्राय सभी मीडिया में प्रचारित है कि इस गांव में 70% से अधिक परिवार करोड़पति हैं, तथा जो नहीं है वह शीघ्र ही करोड़पति क्लब में शामिल होने की कगार पर है।
इसी प्रकार महाराष्ट्र के वर्धा जिले सेलु तालुका का अत्यंत दुर्गम आदिवशी गाँव तामसवाड़ा जो ऊंचाई (Ridge) पर स्थित होने के कारण सरकार द्वारा प्रदत सिंचन सुविधाओं से वंचित रहा। यहां पानी की कमी से कृषि कभी रोजी रोटी का प्रमुख साधन नहीं रहा, इस गांव में भी कुशल नेतृत्व में जल संवर्धन के कार्यों के साथ नाले के उद्गम से गहराई करण और चौड़ाई करण के कार्यों से गांव का कायाकल्प हो गया। जो कुए कभी फरवरी के अंत तक सूख जाया करते थे, उनमें आज वर्ष भर पानी रहता है। जहां कभी केवल 190 हेक्टेयर में खरीफ फसल ही होती थी वहां न केवल खरीफ के क्षेत्र में इजाफा होकर 305 हेक्टेयर हो गया बल्कि आज रवि फसल में 15 हेक्टेयर का क्षेत्र भी आ गया है। इसके साथ आज सीमित फसल वाले इस गांव में 16 हेक्टेयर में गन्ना 6 हेक्टेयर में बागवानी और 6 हेक्टेयर में फलों की भी फसल ली जा रही है। इसके अलावा सबसे दिलचस्प जहां कभी 24 हेक्टेयर भूमि बरसात में बाढ़ की वजह से खेती के लिए उपलब्ध नहीं थी, वह भी आज जल संवर्धन के कार्यों से खेती योग्य हो गई तथा आज गांव की प्रति परिवार मासिक आय में 3 गुना इजाफा दर्ज किया गया है, वह भी केवल 5 वर्ष के समय में। आज यह गांव एकीकृत कृषि कार्यों जो केवल पानी की उपलब्धता बढ़ने से संभव हो पाया है के कारण आर्थिक और सामाजिक विकास की ओर अग्रसर है.
भूजल प्रकृति द्वारा प्रदत्त एक ऐसा संसाधन है जिसको सीमाओं में बांधना असंभव है। यह एक कामन पूल संसाधन है जिसका नियोजन केवल जनसहयोग के माध्यम से सप्लाई साइड और डिमांड साइड मैनेजमेंट यानी आपूर्ति में कृत्रिम पुनर्भरण द्वारा वृद्धि तथा पानी की मांगों को कम करके किया जा सकता है। अगर हीवरे बाज़ार, रालेगांव सिद्धि और तामसबाड़ा या अन्य इसी तरह के गांवो को आदर्श मानकर इनके जैसे प्रयास देश के सभी गांव में करें तो वह दिन दूर नहीं जब हम संपूर्ण देश में सतत जलापूर्ति में आत्मनिर्भर होंगे तथा भविष्य में आने वाली मांग को भी पूरा करने में सक्षम होंगे। इसी लक्ष्य को ध्यान मे रख कर देश के इस (भूजल) सबसे बड़े संसाधन की सुरक्षा, संवर्धन एवं प्रबंधन हेतु सरकार द्वारा “जलशकती अभियान” एवं अटल भूजल योजना” जैसी महत्वपूर्ण योजनाये चलायी जा रही है, जिसके परिणाम जल प्रबंधन की दिशा मे एक मील का पत्थर साबित होंगे।

नागपूर, ता. १८ : ‘नागपूरकरांनो, नमस्कार! मी मनपा आयुक्त तुकाराम मुंढे बोलतोय. सुरक्षितता हाच कोरोनापासून बचावाचा उपाय आहे. कोरोनाला घाबरू नका, सतर्क राहा. हस्तांदोलन टाळा, सार्वजनिक ठिकाणी थुंकू नका, वारंवार साबण व स्वच्छ पाण्याने हात धुवा….’ हे शब्द आता नागपूरकरांना घनकचरा संकलन गाड्यांवरून ऐकायला येणार आहेत.
नागपुरात झालेला कोरोनाचा प्रादुर्भाव आणि त्यावर जिल्हा प्रशासन, महानगरपालिका प्रशासन आणि आरोग्य विभागातर्फे करण्यात येणाऱ्या उपाययोजना यासंदर्भात शासनाच्या दिशानिर्देशानुसार कार्य सुरू आहे. कोरोनाचा संसर्ग होऊ नये यासाठी काळजी घ्या, हा संदेश गेल्या काही दिवसांपासून निरनिराळ्या माध्यमातून लोकांपर्यंत पोहचविण्याचा प्रयत्न सुरू आहे. जिल्हाधिकारी आणि मनपा आयुक्तांच्या वतीनेही माध्यमे, सोशल मीडिया आदींच्या माध्यमातून नागरिकांना सतर्क करण्याची मोहीम सुरू आहे.
दरम्यान, दररोज सकाळी आणि दिवसभर नागपूरकरांच्या घरासमोर मनपाची घनकचरा संकलन गाडी येते. ‘गाडीवाला आया घरसे कचरा निकाल…’ हे गाणे सध्या प्रत्येक नागपूरकरांच्या ओठांवर आहे. हे गाणे घराघरांत पोहचविण्यात मनपाच्या स्वच्छतादूतांची अर्थात घनकचरा संकलन गाड्यांची भूमिका महत्त्वाची ठरली आहे. जनजागृतीचे प्रभावी माध्यम म्हणूनही या स्वच्छतादूतांकडे बघितले जात आहे. ही बाब लक्षात घेता, कोरोनाबाबत नागरिकांना प्रभावी संदेश द्यायचा असेल तर घनकचरा संकलन गाडी हे उत्तम माध्यम ठरेल, हे आयुक्त तुकाराम मुंढे यांच्या लक्षात आले. त्यांनी वेळ न घालवता स्वत: ‘कोरोना’ जनजागृती संदेशाचे रेकॉर्डिंग केले असून ‘मी मनपा आयुक्त तुकाराम मुंढे…’ ही सुरुवात आणि त्यांचा संदेश शुक्रवार २० मार्चपासून नागपूर शहरात पोहचणार आहे. तसेच नागपूर स्मार्ट सिटी अंतर्गत शहरातील निरनिराळया भागात प्रमुख ५१ चौकाच्या ठिकाणी असलेल्या सार्वजनिक उदघोषणा यंत्रणे मार्फत (PAS) देखील आयुक्तांचा संदेश प्रसारित करण्यात येणार आहे. नागरिकांनी हा संदेश ऐकावा, त्यावर अंमल करावा आणि इतरांनाही संदेशाचा भावार्थ सांगावा, असे आवाहन मनपाच्या आरोग्य विभागातर्फे करण्यात आले आहे.
नागपूर, ता. १९ : नागपूर महानगरपालिकेच्या ‘आपली बस’ मध्ये बसमध्ये जेवढी आसन क्षमता आहे तेवढेच प्रवासी बसविण्यात यावेत. आसन क्षमतेपेक्षा एकही अतिरिक्त प्रवासी बसमध्ये घेण्यात येउ नये, असे सक्त निर्देश परिवहन समिती सभापती नरेंद्र (बाल्या) बोरकर यांनी दिले.
गुरूवारी (ता.१९) परिवहन समिती सभापती नरेंद्र (बाल्या) बोरकर यांनी मोरभवन येथील बसस्थानकाला आकस्मिक भेट दिली. यावेळी मनपाचे परिवहन विभागाचे प्रशासकीय अधिकारी रवींद्र पागे, श्रम अधिकारी अरुण पिपरुडे, यांत्रिकी अभियंता योगेश लुंगे, लेखा अधिकारी विनय भारद्वाज, निरीक्षक शुक्ला यांच्यासह डिम्ट्सचे अधिकारी व कर्मचारी उपस्थित होते.
याप्रसंगी परिवहन समिती सभापती नरेंद्र (बाल्या) बोरकर यांनी ‘आपली बस’च्या वाहक चालकांशी संवाद साधला. ‘कोरोना’च्या संरक्षणाच्या दृष्टीने विशेष खबरदारी घेण्यात यावी. ‘कोरोना’च्या दृष्टीने प्रतिबंधात्मक उपाययोजना करण्यात याव्यात. बसमध्ये गर्दी होणार नाही याची विशेष खबरदारी घेत अतिरिक्त प्रवासी टाळावेत. आसन क्षमतेव्यतिरिक्त कोणताही प्रवाशी उभ्याने प्रवास करणार नाही, याकडे कटाक्षाने लक्ष द्यावे, असेही त्यांनी निर्देशित केले.
याशिवाय वाहक व चालकांनी नियमीत मास्क लावावे, सॅनिटायझरचा वापर करावा. स्वत:सह इतरांची काळजी घ्यावी, असे आवाहनही परिवहन समिती सभापती नरेंद्र (बाल्या) बोरकर यांनी केले.
नागपूर, ता. १९ : नागपूर महानगरपालिकेची २० मार्च रोजी महाल येथील श्रीमंत राजे रघुजी भोसले नगर भवन येथे आयोजित सर्वसाधारण सभा ‘कोरोना’ मुळे पुढे ढकलण्यात आली आहे. मनपातील सर्वपक्षीय नेत्यांच्या बैठकीत हा निर्णय घेण्यात आला.
महापौर संदीप जोशी यांच्या अध्यक्षतेखाली गुरुवारी (ता. १९) आयोजित सर्वपक्षीय नेत्यांची बैठक आयोजित करण्यात आली होती. बैठकीला उपमहापौर मनीषा कोठे, स्थायी समिती सभापती विजय (पिंटू) झलके, सत्तापक्ष नेते संदीप जाधव, विरोधी पक्ष नेते तानाजी वनवे, माजी महापौर तथा ज्येष्ठ नगरसेवक प्रवीण दटके, दयाशंकर तिवारी, सुनील अग्रवाल, काँग्रेसचे ज्येष्ठ नगरसेवक प्रफुल्ल गुडधे, राष्ट्रवादी काँग्रेसचे गटनेते दुनेश्वर पेठे, शिवसेनेचे गटनेते किशोर कुमेरिया, बसपाच्या गटनेत्या वैशाली नारनवरे, ज्येष्ठ नगरसेविका आभा पांडे यांची उपस्थिती होती.
नागपूर शहरात कोरोना विषाणूचा प्रादुर्भावर रोखण्यासाठी विविध स्तरावर प्रतिबंधात्मक उपाययोजना करण्यात येत आहेत. शहरात कलम १४४ लागू करण्यात आले असल्याने पाच व्यक्तींच्या वर एकत्र जमाव करता येत नाही. शहरातील मॉल, जिम, बिअर बार, वाईन शॉप, हॉटेल आणि रेस्टॉरंट ३१ मार्चपर्यंत बंद ठेवण्याचे आदेश जिल्हाधिकाऱ्यांनी काढले.
दरम्यान, २० मार्च रोजी नागपूर महानगरपालिकेच्या सर्वसाधारण सभेचे आयोजन करण्यात आले होते. नागपूर महानगरपालिकेची सर्वसाधारण सभा झाली तर तेथे पदाधिकारी, नगरसेवक, अधिकाऱ्यांसह शेकडो व्यक्ती एकत्र येणार होते. तसे झाल्यास कोरोना संसर्गाची शक्यताही बळावू शकते. यासाठी मनपा आयुक्त तुकाराम मुंढे यांनी महापौर संदीप जोशी यांना एक पत्र देऊन सभा पुढे ढकलण्याची विनंती केली होती. याच पार्श्वभूमीवर महापौर संदीप जोशी यांनी सर्वपक्षीय नेत्यांची बैठक बोलावून सर्वसंमतीने शुक्रवार २० मार्च रोजीची सर्वसाधारण सभा पुढे ढकलण्याचा निर्णय घेतला. सर्व निर्बंध उठल्यानंतर सभेची पुढील तारीख लवकरच घोषित करण्यात येईल, असेही महापौर संदीप जोशी यांनी सांगितले.
नागपूर, ता. १९ : ‘कोरोना’च्या पार्श्वभूमीवर शहरात स्वच्छता राहावी, यासाठी सर्वस्तरावर जनजागृती होत असताना काही नागरिक मात्र आपल्या सवयी सोडण्यास तयार नाहीत. अशा नागरिकांच्या सवयीवर वचक बसविण्यासाठी नागपूर महानगरपालिकेच्या उपद्रव शोध पथकाने संविधान चौकात विशेष मोहीम चालवित काही तासांतच २७ जणांवर कारवाई करीत पाच हजार रुपयांचा दंड वसूल केला आणि यापुढे असे कृत्य करु नये, या शब्दात बजावले.
नागपूर महानगरपालिकेचे आयुक्त तुकाराम मेंढे यांच्या मार्गदर्शनात उपद्रव शोध पथकाचे प्रमुख वीरसेन तांबे यांच्या नेतृत्वात धरमपेठ आणि मंगळवारी झोनच्या उपद्रव शोध पथकाच्या चमूने ही कारवाई केली. शहरातील रस्त्यांवर थुंकल्याने संसर्गजन्य रोगाचा प्रसार अधिक होतो. त्यातच सध्या कोरोना विषाणूचा प्रादुर्भाव असल्याने शहरातील प्रशासकीय यंत्रणा याबाबत अधिक सतर्क आहे. थुंकणाऱ्या व्यक्तींवर कारवाईचा बडगा उगारण्यासाठी मनपाच्या उपद्रव शोध पथकाने कंबर कसली आहे. याअंतर्गत गुरुवारी (ता. १९) संविधान चौकात कारवाई करण्यात आली.
मध्यप्रदेश परिवहन मंडळाच्या बसमधील प्रवासी, स्टार बसमधील प्रवासी, ऑटो चालक, कार चालक, ट्रकचालक अशा विविध २४ व्यक्तींनी रस्त्यावर थुंकल्यामुळे त्यांच्यावर कारवाई करीत प्रति व्यक्ती २०० याप्रमाणे ४६०० रुपयांचा दंड वसूल करण्यात आला. गाडीतूनच रस्त्यावर कचरा टाकणाऱ्या चार व्यक्तींवरही पथकाने कारवाई केली. प्रति व्यक्ती १०० रुपये प्रमाणे त्यांच्याकडून ४०० रुपयांचा दंड वसूल करण्यात आला. दोन्ही कारवाईतून एकूण पाच हजार रुपये उपद्रव शोध पथकाने वसूल केले असून १ मार्च ते १८ मार्चपर्यंत सुमारे २०४ थुंकणाऱ्या व्यक्तींवर कारवाई करण्यात आली आहे. वसूल केलेल्या दंडाची रक्कम ४०,२०० रुपये इतकी आहे.

नागपूर, ता.१८:शहरातील ‘कोरोना’च्या संसर्गावर आळा घालण्यासाठी तसेच नागरिकांची होणारी गर्दी टाळण्यासाठी मनपा हद्दीतील सर्व मंगल कार्यालय, सभागृह, बँक्वेट हॉल, क्लब याठिकाणी होणारे लग्न कार्य व इतर कौटुंबीक कार्य इत्यादी शक्यतो रद्द करावे किंवा पुढे ढकलावे जर असे लग्न कार्य अनिवार्य असल्यास शक्यतोवर ५० पेक्षा जास्त लोकांची गर्दी होणार नाही याची खबरदारी घ्यावी असे आवाहन म.न.पा. आयुक्त तुकाराम मुंढे यांनी केले.
जगभर थैमान घालणा-या ‘कोरोना’पासून बचावासाठी शासन आणि प्रशासनातर्फे सर्व प्रयत्न केले जात आहेत. नागपुरातही ‘कोरोना’ रुग्ण आढळल्याने विशेष खबरदारी घेतली जात आहे. कोणत्याही भागात नागरिकांची गर्दी होउ नये याची विशेष काळजी घेतली जात आहे. या व्यक्तीरिक्त उदयानात येणा-या नागरिकांना एकमेकांपासून कोरोना विषाणूचा संसर्ग होवू नये यास्तव नागपूर महानगरपालिकेचे सर्व उदयाने हे नागरिकांसाठी पुढील आदेश होईपर्यंत पूर्णवेळ बंद राहील असे आदेश मनपा आयुक्त तुकाराम मुंढे यांनी दिले आहेत. शाळा, महाविद्यालये, सिनेमागृह, जिम ३१ मार्चपर्यंत बंद ठेवण्याच्या आदेशाची यापूर्वीच अंमलबजावणी करण्यात आली आहे.
कोरोना विषाणूचा प्रादुर्भाव रोखन्यासाठी नागरीकांची एका ठिकाणी होणारी गर्दी टाळण्यासाठी नागपूर शहरातील सर्व शॉपींग मॉल मधील सर्व दुकाने व आस्थापना (अत्यावश्यक किराणा सामान, दुध व भाजीपाला व अन्य जिवनाश्यक वस्तू व औषधालय वगळून) दिनांक ३१ मार्च,२०२० पर्यंत बंद ठेवण्यात यावे, असे आदेश नुकतेच मनपा आयुक्तांनी निर्गमीत केले आहेत.
नागरिकांनीही ‘कोरोना’विषयी कोणतिही भीती न बाळगता सजग राहावे. ताप, घसादुखी, घशाला खवखव, खोकला, श्वास घेण्यास अडथळा, अंगदुखी, डोकेदुखी, सांधेदुखी अशी लक्षणे आढळल्यास त्वरीत आपल्या नजीकच्या शासकीय रुग्णालयात जाउन उपचार करावा, असे आवाहनही आयुक्तांनी केले.
नागपुरात आवश्यक ती सर्व खबरदारी : आयुक्त
नागपुरात ‘कोरोना’ संसर्ग वाढू नये यासाठी आवश्यक ती सर्व खबरदारी घेतली जात आहे. शासनाने निर्देश दिल्याप्रमाणे कोरोना बाधीत १० देशांमधून आलेल्या सर्व प्रवाशांची स्क्रिनींग होत असून त्यातील २७ जणांना आमदार निवासात १४ दिवस देखरेखीत ठेवण्यात आले आहे. त्यांची चाचणी करण्यात येत आहे. त्यानंतर आवश्यक ते सर्व उपचार देण्यात येत आहे. कोरोनाशी लढण्यासाठी संपूर्ण प्रशासकीय यंत्रणा सज्ज आहे, अशी माहिती आयुक्त तुकाराम मुंढे यांनी दिली.
ते म्हणाले, नागपुरात सध्या जे चार रुग्ण आढळले आहेत, त्यांच्यावर उपचार सुरू असून त्यांच्या प्रकृतीत सुधार होत आहे. त्यांच्या संपर्कात आलेल्या सर्व लोकांशी संपर्क साधला जात आहे. नागपूर महानगरपालिकेत नियंत्रण कक्ष स्थापन करण्यात आला असून नागरिक तेथे संपर्क करीत आहेत. त्यांच्या शंकांचे समाधान करण्यात येत आहे. नागरिकांनी शक्यतो घराच्या बाहेर पडू नये. गर्दीच्या ठिकाणी जाऊ नये. खूपच आवश्यक काम असेल तर घराबाहेर पडावे. जेणेकरून आपल्याला आणि आपल्यामुळे कोणाला संसर्ग होणार नाही. किमान ३१ मार्चपर्यंत ही काळजी घ्यायची असल्याचे त्यांनी सांगितले. कोरोनाचा प्रादुर्भाव रोखण्यासाठी मनपा आणि जिल्हा प्रशासनाची यंत्रणा सज्ज असली तरी यासाठी नागरिकांचे सहकार्य आवश्यक असल्याचे त्यांनी सांगितले. ही आपल्या सर्वांची वैयक्तिक, सामूहिक आणि सामाजिक जबाबदारी आहे. कुणाशी हात मिळवू नका, खोकताना, शिंकताना रुमालाचा वापर करा, असे आवाहन त्यांनी यावेळी केले.
नागपूर, ता. १८ : जगातील इतर देशांच्या तुलनेत भारतात आज तिसऱ्या आठवड्यात कोरोना संपर्कात आलेल्या व्यक्तींची संख्या तुलनेने फार कमी आहे. केंद्र आणि राज्य शासन तसेच स्थानिक यंत्रणांनी वेळीच प्रतिबंधात्मक उपाय केले म्हणून ‘कोरोना’वर बऱ्याच अंशी नियंत्रणात आहे. मात्र, पुढील काही आठवडे काळजी घेणे महत्त्वाचे आहे. यासाठी शासनाच्या निर्देशानुसार स्थानिक यंत्रणेने आदेश काढलेले आहेत. तरीही यामध्ये लोकांचे सहकार्य गरजेचे आहे. गर्दी करु नका, अफवा पसरवू नका आणि काळजी घ्या, असे आवाहन करीत तसे नाही केले तर जनहितासाठी काही कठोर निर्णय घ्यावे लागतील, असे प्रतिपादन महापौर संदीप जोशी यांनी केले.
‘कोरोना’ विषाणूच्या प्रादुर्भावावर आळा घालण्यासाठी स्थानिक यंत्रणेतर्फे आजवर केलेल्या कार्यवाहीची आणि करण्यात येणाऱ्या उपाययोजनांचा आढावा घेण्यासाठी महापौर संदीप जोशी यांच्या अध्यक्षतेखाली मनपा मुख्यालयातील डॉ. पंजाबराव देशमुख स्मृती सभागृहात बुधवारी (ता. १८) बैठकीचे आयोजन करण्यात आले होते. बैठकीला जिल्हाधिकारी रवींद्र ठाकरे, उपमहापौर मनीषा कोठे, स्थायी समिती सभापती विजय (पिंटू) झलके, सत्तापक्ष नेते संदीप जाधव, विरोधी पक्ष नेते तानाजी वनवे, आरोग्य सभापती वीरेंद्र कुकरेजा, ज्येष्ठ नगरसेवक दयाशंकर तिवारी, सुनील अग्रवाल, नगरसेवक निशांत गांधी, अतिरिक्त आयुक्त राम जोशी, उपायुक्त निर्भय जैन, राजेश मोहिते, आरोग्य उपसंचालक तथा आरोग्य अधिकारी डॉ. भावना सोनकुसळे, अतिरिक्त सहायक आरोग्य अधिकारी डॉ. विजय जोशी, वैद्यकीय अधिकारी नरेंद्र बहिरवार, मुख्य अग्निशमन अधिकारी राजेंद्र उचके, डॉ. अविनाश गावंडे, इंदिरा गांधी वैद्यकीय महाविद्यालयाचे अधिष्ठाता डॉ. अजय केवलिया, आय.एम.ए.चे अध्यक्ष डॉ. कुश झुनझुनवाला, सचिव डॉ. मंजुषा गिरी, आयएमएच्या डॉ. अर्चना कोठारी, एन.डी.सी.डी.ए.चे उपाध्यक्ष वीरभान केवलरामानी, सहसचिव धनंजय जोशी, श्रीकांत मुंडे आदी उपस्थित होते.
यावेळी आरोग्य उपसंचालक डॉ. भावना सोनकुसळे यांनी ‘कोरोना’संदर्भात नागपूरशी संबंधित माहिती दिली. नागपुरात चार रुग्ण कोरोना बाधीत असल्याचे आढळले. त्यांच्याशी संपर्कात आलेल्या ८३ जणांवर आरोग्य यंत्रणा लक्ष ठेवून आहे. राज्यात मुंबई, पुणे आणि नागपुरातील मेयो रुग्णालयात चाचणीची व्यवस्था आहे. परदेशातून येणाऱ्यांसाठी आमदार निवास येथे २४० खाटांची व्यवस्था असून त्यांना टूथब्रश, जेवण, वर्तमानपत्रापासून सर्व सोयी पुरविण्यात येत आहे. तेथील कर्मचाऱ्यांनाही पूर्ण साहित्य पुरविण्यात आले आहे. ज्यांची-ज्यांची रोगप्रतिकारशक्ती कमी आहे, अशांना या विषाणूचा संसर्ग होण्याची शक्यता असल्याचे त्यांनी सांगितले.
जिल्हाधिकारी रवींद्र ठाकरे यांनीही नागरिकांनी घाबरण्याचे कारण नसल्याचे सांगितले. जिल्हा प्रशासन आणि आरोग्य यंत्रणेकडून सर्वच खबरदारी घेण्यात येत असल्याचे त्यांनी सांगितले. कोरोनाचा प्रादुर्भाव झाल्यानंतर आता तिसरा आठवडा सुरू झाला आहे. नागरिकांनी आता अधिक काळजी घेणे महत्त्वाचे आहे. वेळ पडली तर अत्यावश्यक सेवांव्यतिरिक्त सर्व आस्थापना बंद करण्याचे आदेश काढण्यात येतील, असेही ते म्हणाले.
महापौर संदीप जोशी म्हणाले, कोरोनाचा वापर करून अत्यावश्यक वस्तूंचा काळाबाजार करणाऱ्या सर्व लोकांवर कारवाई करण्यात येईल. मेडिकल असोशिएशनच्या पदाधिकाऱ्यांनी याबाबत प्रसिद्धी करून ज्या मेडिकल स्टोअर्समधून मास्क, सॅनिटायझरसारख्या वस्तूंचा काळाबाजार होत असेल त्यांची माहिती नागरिकांकडूनच मागवावी. अशा दुकानदारांवर कडक कारवाई करावी, असे निर्देश दिले. लग्न समारंभ किंवा अन्य सार्वजनिक कार्यक्रम तातडीने रद्द करावे. सभागृह मालकांनीही यात सहकार्य करण्याचे आवाहन त्यांनी केले. सर्वांनी एकत्रित येऊन कोरोनाला लढा देऊ, असेही ते म्हणाले.

वापरलेल्या मास्कची योग्य विल्हेवाट लावा

राज्य शासनाने कोरोना विषाणूचा प्रादुर्भाव रोखण्यासाठी राज्यात साथरोग प्रतिबंधक कायदा १८९७ लागू करून खंड २,३ व ४ मधील तरतुदीनुसार अधिसूचना निर्गमित केली आहे. प्रतिबंधात्मक उपाय म्हणून नागरिकांची एका ठिकाणी होणारी गर्दी टाळण्यासाठी नागपूर शहरात सी.आर.पी.सी.च्या कलम १४४ (निषेधाज्ञा) लागू करण्यात आली आहे. याअन्वये एका ठिकाणी पाच पेक्षा जास्त व्यक्ती एकत्र येण्यास प्रतिबंध आहे. तसेच सामाजिक, सांस्कृतिक, राजकीय, धार्मिक, प्रदर्शनी शिबिर, सभा, संमेलने, धरणे, रॅली आदी पुढील आदेशापर्यंत प्रतिबंधित राहणार आहे.

करोनाची लागण होऊ नये, यासाठी नागपूर पोलिसांनीही विशेष काळजी घेतली आहे. लग्नसमारंभ किंवा अंत्यविधी व त्यानंतर होणाऱ्या विधीसाठी हा आदेश लागू होणार नाही. यापूर्वी मॉल, जिम व चित्रपटगृहे बंद ठेवण्यात आली आहेत. सोमवारी सकाळपासूनच पोलिसांनी चित्रपटगृहे, जिम, मॉल बंद आहेत किंवा नाही, याची झाडाझडती घेतली. याशिवाय लॉज व हॉटेल्सनाही विशेष काळजी घेण्याचे निर्देश पोलिसांनी दिले आहेत. करोनाची लागण रोखण्यासाठी प्रभावी उपाययोजना म्हणून तसेच मानवी जीवितास निर्माण झालेली भीती, सार्वजनिक आरोग्याच्या सुरक्षेसाठी व सार्वजनिक शांतता व सुव्यवस्था अबाधित ठेवण्याकरिता नागरिकांची एकाच ठिकाणी होणारी गर्दी टाळण्यासाठी प्रभावी उपाययोजना आवश्यक असल्याने हे आदेश काढण्यात आले.
जमावबंदी आदेश लागू झाला असला तरी फूटपाथवरील चहाठेले, पानठेले व दुकानांमधील गर्दीमुळे धोका होऊ शकतो. मात्र, ही प्रतिष्ठाने बंद करणे किंवा दुकानदारांविरुद्ध कारवाई करण्याचा अधिकार महापालिकेला आहे. शहरात जमावबंदी आदेश लागू झाल्यानंतर आता महापालिका कोणती भूमिका घेते, याकडे लक्ष लागले आहे.

जिल्हा प्रशासनानेही अधिक खबरदारीचा उपाय म्हणून शहरातील धार्मिक स्थळेही बंद करण्याचा निर्णय घेतला आहे. सोमवारी रात्री १२ वाजतापासून पुढील आदेशापर्यंत मंदिरे व अन्य धार्मिक स्थळे बंद करण्याचे आदेश देण्यात आले आहे.
