Vidarbha Taxpayers Association(VTA) held its Executive Body Meeting chaired by its president Shrawan Kumar Malu recently; wherein the Criminal Procedure (Identification) Bill, 2022 was discussed in length and it was unanimously resolved that VTA should welcome such step initiated by the Union Government in order to curb crime by improving our conviction rate, which will also save judicial time.
Accordingly, VTA dispatched a letter of gratitude and support to Narendra Modi – Prime Minister, Amit Shah – Union Home Minister and Kiren Rijiju – Union Minister for Law & Justice, New Delhi in favour of the Criminal Procedure (Identification) Bill, 2022.
Shrawan Kumar Malu – president of VTA said, even the United Nations Office on Drug and Crime (UNODC) recommends that it is important to engage in data collection. And this new legislation will give powers to the police and prison authorities to legally collect samples such as fingerprints, palm-prints, foot-prints, iris and retina scans, and other physical and biological samples, photographs, signatures, and handwriting samples from convicted and arrested persons. Earlier on Saturday, Home Minister Dilip Walse-Patil had ruled out removing loudspeakers from religious places amid controversy over MNS leader Raj Thackeray’s ultimatum. PM Narendra Modi said “India cannot afford to remain stagnant today…We cannot continue to remain where we are. The global situation is such that the entire world is thinking on how to become ‘aatmanirbhar’.”
Ahmedabad: India cannot afford to remain stagnant at this juncture and it has to become self-reliant, Prime Minister Narendra Modi said today.
He was speaking after unveiling a 108-feet tall statue of Lord Hanuman in Gujarat’s Morbi via video link on the occasion of Hanuman Jayanti.
India cannot afford to remain stagnant today…We cannot continue to remain where we are. The global situation is such that the entire world is thinking on how to become ‘aatmanirbhar’,” PM Modi said.
“I would request the saints of the country to teach people to buy local products only. Vocal for local is the in thing. In our homes, we should only use things made by our people. Imagine, the high number of people who will get employment due to this,” he added.
Foreign-made things may make us feel good, but it won’t have the feel of the hard work of our people, the scent of our mother earth, he said.
“In the next 25 years, if we just use local products, there won’t be unemployment for our people,” the Prime Minister said.
Nagpur: Internal fight between two factions of Bharatiya Janata Party has led to destruction of iconic Martyr Darodkar Smarak at Darodkar Square in the midnight of April 1 in Nagpur city. The square was named after Waman Gopalrao Darodkar who became martyr in police firing during Vidarbha Mukti Andolan in 1972. The Shahid Darodkar Stambh was erected to honour his martyrdom.
The destruction of the Shahid Darodkar Stambh has sparked a political storm in Nagpur. One of the factions in BJP led by former Mayor Dayashankar Tiwari allegedly supervised the demolition of the Smarak with the help of NMC squad. A video of the demolition in the midnight showed Tiwari directing the NMC squad, equipped with a JCB machine. The destruction of the Smarak left the other faction of BJP furious. About 50-60 workers had rushed to the spot but the demolition had already taken place. The workers alleged that Tiwari took lead in destruction of Shahid Darodkar Stambh to favour a particular community. They also claimed that this particular community wants to erect a memorial of someone from their own community.
Meanwhile, the Secretary of Nagpur City District Congress Committee Snehal Dahikar has also taken up the issue of Smarak demolition. In memorandums submitted to Commissioner of Police, Municipal Commissioner, Police Inspector, Lakadganj Police Station and Executive Engineer of NMC’s Gandhibagh Zone, Dahikar has demanded thorough investigation into the demolition of Shahid Darodkar Stambh by some ‘anti-social elements’ at the behest of former Mayor Dayashankar Tiwari. “The exact reason behind destruction of the memorial is under wraps. It is beyond imagination as to why the Shahid Darodkar Stambh was smashed that too with the help of NMC squad,” the Congress leader said in her memorandums.
“It is a criminal act to damage a government property (Smarak). It is a serious offence. If such anti-social elements are not curbed , they would indulge in more criminal acts and thus create law and order situation in the city,” the Congress leader said.
War Rooms set up at Nagpur and Wardha to keep an eye power consumption and take on-spot decisions
Nagpur: In a good news to tormented Nagpurians, the Maharashtra’s Energy Department has secured a lifeline as it got 800 MW additional power on Thursday enabling it to drop plans for load-shedding during the peak morning hours, according media reports.
The reports said that War Rooms have been opened at Nagpur and Wardha by Maharashtra State Electricity Distribution Company Limited (MSEDCL) to keep watch on power consumption and take on-spot decisions. The War Room is headed by an officer of the rank of Superintendent Engineer. Additional 700 to 800 MW of power was sourced by MSEDCL helping it tide over the severe shortage that forced it to think about starting rotational load-shedding. The addition of a new source enabled it to efficiently manage the morning peak time from 7.30 am to 10 am.
In a further respite for MSEDCL, 550 MW of additional power would be supplied from National Thermal Power Corporation (NTPC) Mouda plant from Friday onwards. MSEDCL has already tied up with Tata’s Mundra plant for 750 MW of additional power to help it tide over the peak summer season. The daily addition of power is enabling MSEDCL to meet the gap of 2,500 MW in the demand-supply position thereby providing respite to masses from prickly heat by avoiding load-shedding.
The power demand is heading upward due to severe heat and reached 22,500 MW on Thursday, but MSEDCL effectively managed the show without any need for load shedding. Also, on April 14, several programmes were organised throughout the State to mark the 131st birth anniversary of Dr Babasaheb Ambedkar and the State-run power utility ensured that no interruption occurred in the festivities.
After many years, Maharashtra was staring at compulsory power cuts as demand was higher than supply, pegging the shortages at over 2,500 MW. The “load shedding”, which entails compulsory power cuts in select areas, was to be carried out both in urban and rural areas. The growing demand for power and shortages of coal had resulted in a deficit of 2,500-3,000 MW in power. To bridge the same, MSEDCL was resorting to load shedding as per the guidelines set by Maharashtra Electricity Regulatory Commission.

Speaking on the occasion, Gadkari shared an anecdote from the time when he was a Minister in the Shiv Sena-BJP Government in Maharashtra. “A hospital named after late RSS chief K B Hedgewar was being inaugurated in Aurangabad. He then contacted Ratan Tata and persuaded him to inaugurate the hospital citing Tata Cancer Hospital’s contribution in providing cancer care to the poor in the country, he said.
“Upon reaching the hospital, Tata asked if the hospital is only for people from the Hindu community. I asked him ‘why do you think so’. He immediately replied, ‘because it belongs to the RSS’. “I told him that the hospital is for all communities, and no such thing (discrimination on the basis of religion) happens in the RSS,” the Union Minister said. He then explained several things to Tata and the latter “became very happy”, Gadkari added.
“In the education and health sector, the facilities are not available as required in the country. If the urban area has the facilities, the situation in the rural areas is not good, especially the situation of education. But the facilities are improving,” he said.

“Birds of various species flock to our place. They used to be worn out so we started keeping water and food for the birds with an aim to save them for our environment”- Tendulkar
He also said his mini-bird sanctuary is a 1,200 square feet green paradise in the “concrete jungle” of Nagpur city.
“I wake up at 6 am to finish my own work and then take care of my guests. I have designed bowls from bamboo and coconuts for them. I fill them with water and food including Bajri, Kanki, and Rala (seeds of grass). These are hung on different trees at specific heights as per the convenience of various species of birds” -Tendulkar added.
A flock of about 40-45 Indian silverbills (White-throated munia) is the first to reach the sanctuary for food. They are soon followed by a variety of birds including House sparrows, Magpie Robbin, Green bee-eater, Coppersmith Barbet, and Red-vented Bulbul.
Tendulkar added that squirrels and butterflies can also be seen in large numbers. Interestingly, there are many beehives in the garden, which has helped cross-pollination in the entire area.
“The birds prefer good quality food and they need special care especially during the rainy season as they don’t eat wet food. I cover the utensils so as to serve them dry food. Nagpur: The Central Bureau of Investigation (CBI) and Vigilance Department of Employees’ Provident Fund Organisation on Tuesday jointly raided the two offices of EPFO in Nagpur. The searches were conducted following complaints that some EPFO officials were giving favours to private firms, according to reports.
The Anti-Corruption Branch (ACB) of CBI Nagpur and EPFO Vigilance team from Mumbai started the searches at EPFO’s Tukdoji Square office and Umred Road office from the morning hours. According to sources the CBI officials had prohibited exit of EPFO officials from the office during the searches. A vast number of files and entries of Provident Funds (PF) were checked by the joint team during the searches.
According to reports, several documents were seized during the searches. Filing of PF is compulsory for a company with more than 20 employees. Some of the officials of Nagpur EPFO office had issued notices to schools and private companies for filing of PF in the past as the firms were having more than 20 employees. However, after receiving the notices the cases were allegedly resolved ‘amicably’.
The joint teams officials were shocked to find that despite issuance of many such notices no action was taken against the firms. The officials are suspecting that the matters were settled and the firm owner managed to convince the EPFO officials that the firm was operating with just 18 employees. The notices were issued by EPFO officials for the firms with more than 40 to 50 employees, sources claimed.
The joint team officials are investigating the reasons for closing of files without proper inquiry by the EPFO officials. The CBI also questioned the EPFO officials about the reasons for closing the files. Sources said that the searches were going on till late Tuesday night and the joint team of officials were likely to call some EPFO officials for inquiry in the coming days. The searches were conducted under the guidance of CBI SP Salim Khan.

Nagpur: The rising freight cost due to spiralling fuel prices could be brought down using waterways, which would also help in reducing the pollution, said Union minister Nitin Gadkari. He was addressing a virtual seminar on Prime Minister Gati Shakti Scheme.

“The future is to increase the nation’s freight capacity. The country also needs to increase freight traffic by water and to save the cost. The development of water transport is very important for the country. Adding that development of shipping and the use of biofuels in all types of vehicles will be a game changer in the future, he said it was equally important to save freight cost.

Transgender people can apply for police constable’s job: Maharashtra govt to HC
Nagpur: Following a hammering by Nagpur Bench of Bombay High Court over the menace of unauthorised constructions in Nagpur district, top revenue officials have woken up and constituted a Joint Supervisory Committee to take corrective action.
The committee met at Nagpur Municipal Corporation, and included among others the Municipal Commissioner Radhakrishnan B, District Collector R Vimala, Chairman, Nagpur Improvement Trust and Commissioner, NMRDA, Manoj Kumar Suryawanshi, along with other officials on April 1.
During the hearing of a PIL about inaction on the part of authorities against unauthorised constructions in Nagpur city and metropolitan area, the Division Bench at the High Court had directed officials to hold a joint meeting and prepare an action plan which would be submitted to the court. The meeting finalized a plan to form a Joint Supervisory Committee consisting of Additional Municipal Commissioner (City), NMC, General Manager, NIT, Addl. Commissioner, NMRDA, and Deputy Collector (Nazul). They are tasked with supervising and directing authorities of NMC, NIT, NMRDA and Collectorate to crackdown on ever increasing unauthorised constructions in their respective jurisdiction.
After going through the High Court order, the committee also decided to categorise the unauthorised construction in four categories — A B C D — and found that there are about 10,753 cases of violations of building norms in the city and in the metropolitan area. As to action, only in minuscule cases respective authorities have acted, while most cases are either locked-up in civil suits or at Mantralaya level in appeals.
As to Category A constructions that are identified as violations, the officers decided to go ahead promptly with their demolition to comply with the court’s order. These are unauthorised structures to whom notices are already served under any of the Act and no legal impediment exists in their removal. For Category B-these are unauthorised structures wherein owners have filed appeals before State Government under Section 47 of MRTP Act, in Category C-unauthorised structures where court stay exists and in Category D are those unauthorised structures whose cases are pending with the Town Planning Department for revision of maps.
The Committee directed all the agencies to bifurcate the list of unauthorised structures under their jurisdiction as per above formula and submit the same to the Joint Supervisory Committee. The top officials also decided to request the State Government to adjudicate appeals from Category B unauthorised structures at the earliest with a suggestion to reject them as they are direct appeals under Section 47 of MRTP Act. Such appeals are a violation of law as there is provision of appeal under Section 44 of MRTP Act. For Category C appeals, the respective Law Department would take necessary steps to request concerned Courts to adjudicate cases pending before it to curb the menace of unauthorised construction to some extent. Similarly for Category D unauthorised structures, the respective Town Planning Departments were directed to dispose of applications within a period of 30 days from date of receipt of the application. Similarly, these departments are also directed to dispose of all pending applications within a period of three months.
Taking cue from the directions of HC, the committee also put in place a mechanism wherein regular checks would be done to prevent coming up of unauthorised constructions. Assistant Commissioners of 10 Zones of NMC, four Executive Engineers of NIT and four Divisions of NMRDA were directed to conduct weekly review and submit a report of action taken to the Joint Supervisory Committee. The JSC will collate and take monthly review and submit status reports to Municipal Commissioner, District Collector, Chairman, NIT, and Commissioner, NMRDA, respectively.
The committee is also tasked with formulating a Standard Operating Procedure to ensure that in future unauthorised constructions do not come-up. Also the field officers are directed to scrupulously follow the SoP and submit the report on a weekly basis.
The High Court’s direction came on a PIL filed by Ajay Tiwari regarding mushrooming of unauthorised constructions in city and rural parts of the district. The division bench had directed all top officials to hold joint parleys and resolve the issue.
People coming from Delhi spreading Covid-19 in Nagpur,” Dr Nitin Raut
The load shedding in Vidarbha, Marathwada and Khandesh is inevitable, as the power generating and distributing companies are facing acute shortage of coal. Defaulters in timely payment of electric bills have made the issue more critical. This was stated by Energy Minister Dr Nitin Raut.
Dr Raut stated that as an urgent step a War Room has been created to detect and control power thefts. The difficult in power generation and shortage in supply are likely to be more severe during the summer, as the demand increases. The power generation company Mahagenco is facing deficit of about 3000 MW per day. The demand during the season is likely to increase upto bout 30,000 MW, Dr Raut stated, which is about 28,000 MW at present.
This is the situation even when extra power is being purchased by MSEDCL.
Dr Raut said that the areas, where power thefts are more will have to face the severe power cuts.
Talks with the Union Government are in progress about the support to overcome the problems. Dr Raut also spoke about efforts to get long term loan to meet the crisis. The State has storage of power which would last for about 17 days only.
Besides load shedding, hike is tariff is thus inevitable.
RTMNU declares 16 more results of Summer 2022 examinations
When examinations of Standard XII can be conducted in off-line mode, why cannot the University examinations?
The confusing signals are being made on the mode of summer examinations of the universities in Maharashtra.
Director of Examinations and Evaluation Prof Prafulla Sable said that Rashtarsant Tukadoji Maharaj Nagpur University is firm on conducting the examinations in off-line mode. There is no direction of the Higher Education Department to conduct the examinations in on-line mode. The University can take decision only after consulting various other academic bodies.
Only the autonomous universities and colleges can take decision on the mode of examinations, on their own.
The demand for conducting on-line examinations are being raised by some students’ organisations. Conducting off-line examinations is for the better future of the students, Prof Sable stated. The demand for on-line examinations is raised because the results are very high. Besides this demand of conducting on-line examinations, issues pertaining to availability of network in remote areas are also being raised. The University takes care of students who could not write the examinations due to network failure, he stated.
The University is still firm on conducting examinations in off-line mode, although it is fully prepared for using the other mode, if such a direction is issued by the Higher Education Department.
Nagpur: Taking note of sizzling heat due to early onset of summer, Nagpur Municipal Corporation (NMC) has scaled down the timing of schools of Maharashtra State Board for Secondary and Higher Secondary Education, till 10.30 am.
In a notification issued by Municipal Commissioner Radhakrishnan B on Monday, the schedule for schools in city limits has been fixed from 7 to 10.30 am. The decision stems from concern about children and to prevent chances of heat stroke as rising temperature becomes unbearable.
Earlier, sticking to the State Government’s directives, the civic body had issued a notification fixing school timings till 12 noon. The decision was in pipeline since April 1 as schools were in the last leg of the current academic session, with annual exams being conducted for students. At 12 noon when the session is over, the weather outside, at present, is too hot to handle. Also in many schools reports of children fainting during assembly and while writing papers also appeared sweating. By the time children reached home the temperature was too unfavourable. Hence to spare trouble for children and their parents, NMC has decided to further trim the school timings till the end of the session, that is April end.
Though high temperature during summer is a common feature in Vidarbha and Nagpur in particular, this year the scorch, however, proved to be very troublesome. Mercury is hovering constantly above 40 degrees Celsius in the month of April itself and the Meteorological Department is constantly issuing warnings of heatwaves. The decision of NMC to cut down school timings has been welcomed by citizens who termed it as a timely call.

Process of work and resolving complaints will become fast as everything will come directly to him. Some major development projects facing hurdles will be cleared as soon as possible. Proper utilization of abandoned NMC land for development of the city and services to the people will be done, he said.
