PM Modi is likely to meet Jinping on the sidelines of the event. This comes after India and China reportedly withdrew their forces at Doklam following a standoff. Meanwhile, Jinping yesterday underscored that the BRICS must uphold the value of diplomacy to resolve “hotspot issues” as the leaders of the grouping, including PM Modi, arrived here for the Summit, which has started this morning.

Nagpur-Mumbai Duronto Express – Railways rewards drivers who saved lives using presence of mind

The Railways on Saturday felicitated two drivers of the Nagpur-Mumbai Duronto Express for their alertness and exemplary dedication to duty in hours of crisis which helped save many lives. The engine and nine coaches of the train had derailed between Vasind and Asangaon stations in on August 29 following a landslide, the fourth derailment in 10 days.

Acknowledging their presence of mind and the services rendered on the day of the accident, Railway Board chairman Ashwani Lohani said, “They displayed sincerity, dedication and performed like true railwaymen. And, we therefore recognise their services.”

Loco pilot Virendra Singh (52) and assistant loco pilot Abhay Kumar Pal (32), both employed with the Central Railway, were felicitated by Mr. Lohani in the presence of various senior officials and engineers of the national transporter. The drivers showed exemplary dedication to duty and displayed alertness and presence of mind. resulting in saving of hundreds of passengers by controlling the speed of the train, read the appreciation letter handed over to the drivers.

“Despite the sighting distance being very less due to sharp curvature and heavy rain on approach, they immediately applied the emergency brakes. Due to a quick response, impact of the locomotive hitting the mud was considerably reduced. Though the incident resulted in derailment of locomotive and nine coaches in the Igatpuri-Kalyan section, it did not result in injury to any of the passengers, as the speed was considerably reduced due to quick and prompt action by the staff,” it said.

Despite being affected themselves by the accident, the drivers “gained composure and alerted the control room about the gravity of the situation leading to immediate switching off of the OHE (overhead electricity) supply of both the lines (Up and Down) by the control, thereby avoiding a serious situation”.

An award of ₹10,000 was also given by to Mr. Singh and ₹5,000 to Mr. Pal as tokens of appreciation, officials said.

Track laying completed as Nagpur Metro begins internal trial run

Nagpur: Nagpur Metro begins internal trial run for Metro operations on the 5.8 km at grade stretch from Mihan depot to south of airport. A team from Research Designs and Standards Organization (RDSO), Lucknow, will come to the city to review the preparations around September 10. A larger team will then reach here to conduct the trial run itself.
A source in Mahametro said that track laying on the at grade stretch had been completed. “Track testing will be started soon to meet RDSO’s norms. All the electrical masts for supplying power to the trains have been installed. Currently, testing of the power traction system is being done,” he added.

Nagpur Metro begins internal trial run

The source further said that Mahametro had sought seven approvals from RDSO. “We have received five of them—schedule of dimensions, design basis report (stations), design basis report (viaduct), track fastening system and signalling and telecommunication. The ones for track and traction are expected soon. In spite of being lengthy processes, the approvals were obtained very fast and now 75% of our documentation work is complete,” he added.
A formal function will be held here to mark the internal trial run. It will be attended by chief minister Devendra Fadnavis, union transport minister Nitin Gadkari and SBI chairperson-cum-managing director (CMD) Arundhati Bhattacharya. The common mobility card (CMC) of Mahametro will be released at the hands of these guests during the trial run function. Mahametro is trying to get a common date from the three.

The source further said that Mahametro managing director Brijesh Dixit had set a goal of starting commercial operations in November. “Total of 70% work of the stations is over. Work on signalling and telecommunications is progressing fast. After RDSO clears the Metro operations, we will apply to commissioner of Metro rail safety (CMRS) for approval for commercial operations. CMRS team will again check each and every thing and then clear the project,” he added.

Meanwhile, work on other stretches of the Metro is also going on at a rapid pace. The commercial operation of airport to Sitabuldi section is proposed in middle of next year. Work on construction of the viaduct is going on day and night. Once it is complete, Mahametro will begin track laying and installation of electrical masts and signalling equipment.

A separate trial run will be held for this section and only after it is cleared by RDSO and CMRS will Mahametro be able to start commercial operations.

Nagpur becomes first city with electric mass

Nagpur earned the distinction of becoming the country’s first city with electric fleet of 200 electric vehicles, including taxis, buses, e-rickshaw and autos.

“Promoting electric vehicles is our priority. We want electric buses, autorickshaws and other vehicles to ply in the country. We are engaged in initial talks with SoftBank for loans at low interest rate for a green project. We want to introduce 2 lakh electric buses for public transport,” Road Transport and Highways Minister Nitin Gadkari said today.

He was addressing the media here before the launch of a pilot project for 200 electric vehicles, including 100 of Mahindra’s new e20 plus.

The Union minister, along with Maharashtra Chief Minister Devendra Fadnavis, inaugurated India’s first multi-modal electric vehicle project at the Nagpur Airport Complex here.

With this, Maharashtra has become the first state to provide various incentives to e-taxis.

“Electric mass mobility ecosystem in Nagpur will bring about a transformational change in the automotive and transportation landscape in the country,” Gadkari said after the launch.

Speaking at the event, Fadnavis said, “To promote electric fleet, we have waived  road tax, and registration for all electric vehicles in the state, and we look forward to building Maharashtra as a model state for others to emulate in future.”

The pilot project here will commence with a 200-strong fleet, including 100 of Mahindra’s new e2o Plus vehicles. The rest will consist of vehicles sourced from other OEMs, including Tata Motors, Kinetic, BYD and TVS, among others.

Taxi aggregator Ola has already invested upwards of Rs 50 crore towards EVs and charging infrastructure, starting with 50 plus charging points across four strategic locations in Nagpur.

Gadkari said the target is to reduce the ticket fare of public transport by 50 percent in the country and charging these vehicles will not be an issue as charging stations are being set up.

The size of the automobile industry, which is at Rs 4.5 lakh crore, is estimated to grow to Rs 25 lakh crore and stress should be laid on promoting environment-friendly vehicles that causes minimum pollution, he suggested.

The state government will gradually ramp up the operations of electric taxis in all major cities of Maharashtra.

Pawan Goenka, MD, Mahindra and Mahindra, said the company will lead this charge in India with the government. Bhavish Aggarwal, co-founder and CEO, Ola, stressed that electric mobility in a multi-modal format will be the key towards realising the company’s mission of building mobility for a billion Indians.

With an eye on promoting eco-friendly transport, the government will be ready with its electric vehicle policy by December.

Accelerated adoption of electric and shared vehicles could save $60 billion in diesel and petrol cost while cutting down as much as 1 gigatonne (GT) of carbon emission for India by 2030, government think-tank Niti Aayog said in a joint report with Rock Mountain Institute earlier this month.

A group of ministers, constituted to prepare the draft plan for the electric vehicle policy, has submitted recommendations to the Cabinet secretary and is now preparing the draft plan.

A number of Indian companies have also shown interest in investing in electric vehicles and the related infrastructure.

The policy will include both light and heavy weight electric vehicles like cars and buses.

Dispelling concerns on lack of infrastructure for charging such vehicles, the minister said a charging station is being set up.

Gadkari also said he will soon be meeting Finance Minister Arun Jaitley to request for a lower tax slab for vehicles run on ethanol, bio diesel and bio CNG.

“I will also request him to reduce tax rate on hybrid vehicles in order to tackle air pollution in the long run,” he said.

The NITI Aayog report estimates that India can conservatively save up to 64 percent of anticipated passenger mobility-related energy demand and 37 percent of carbon emissions by 2030. At current oil prices, this will imply a net fuel cost saving of approximately Rs 3.9 lakh crore by 2030, the report said.

According to Gadkari, there are big plans to develop low-cost lithium-ion batteries in India and efforts are on to remodel the battery made by Indian Space Research Organisation to make it fit for use in electric vehicles.

Maruti Suzuki has evinced interest in developing lithium ion batteries, he added.

The government is aggressively trying to push sales and production of electric vehicles in the country through schemes such as FAME India, which have caught the fancy of Chinese automobile manufacturers such as BYD and SAIC that are already investing heavily in electric technology.

A 12 percent levy on pure electric vehicles (EVs) has been proposed under the goods and services tax regime, a move that reflects the government’s intention to push its adoption.

“It is our policy to encourage electric cars and buses. Shortly, I will be coming out with a policy regarding this. Hybrid cars should also be encouraged, it saves fuel,” he explained.

Electric and hybrid vehicles along with alternative fuel like ethanol are gaining traction as part of efforts to reduce India’s crude oil import bill.

“We import crude worth Rs 7 lakh crore. Electric, ethanol, bio diesel, bio CNG are import substitutes and cost effective, pollution free and indigenous too,” Gadkari added.

With an aim to promote eco-friendly vehicles, the government had launched the FAME India scheme in 2015 offering incentives on electric and hybrid vehicles of up to Rs 29,000 for bikes and Rs 1.38 lakh for cars.

India vs Sri Lanka 5th ODI. A rampaging India will fancy their chances of completing a 5-0 whitewash of Sri Lanka when they face the beleaguered hosts in the fifth and final One-day International match here tomorrow.

The visitors already swept the Test series 3-0, and given their dominant run on this trip, would like to sweep the ODI series as well.

Sri Lanka are in danger of losing a second successive ODI series to India by a 5-0 margin. The last time these two sides played a bilateral series in November 2014, a depleted Lankan side lost 5-0 in India.

Their fortunes haven’t changed much since and another loss would be a serious body blow for the hosts in what has been a traumatic summer of cricket. They have already foregone the opportunity to automatically qualify for the 2019 ODI World Cup by failing to win two matches in this series.

That 5-0 win in 2014-15 was India’s last ODI series whitewash. Since they have beaten Zimbabwe 3-0 twice, as also beating them 5-0 in 2013.

Considering sterner opposition, India previously beat New Zealand and England 5-0 in 2010-11 and 2012-13 respectively, both series’ wins coming at home.

In fact, England are the only side to lose 5-0 twice to India (in 2008-09 as well) in the last decade, so the Men in Blue will be eager to add another entry to this short list.

Given the heat and humidity here, and the exertions of what has been a long if not arduous tour, the Indian team enjoyed an additional day off ahead of the fifth ODI.

There are no injury concerns and the same playing combination can expect to be retained tomorrow, with the likes of Manish Pandey, Kuldeep Yadav and Shardul Thakur given a further opportunity to impress.

Additionally, coach Ravi Shastri had spoken yesterday about the need to carefully manage workloads of bowlers across formats. It remains to be seen if Hardik Pandya will be given a break in this light, and Kedar Jadhav afforded another chance to impress, ahead of a long limited-overs’ schedule at home.

In light of the team’s experimentation and rotation policy, Ajinkya Rahane is the only batsman not to get game time in this series. With Rohit Sharma coming back and scoring runs, and Shikhar Dhawan in good form, the team management has so far not toyed with the opening combination.

Rahane, on the other hand, had won the man-of-the-series in the last ODI engagement in West Indies with 336 runs from five matches including a hundred and three half-centuries.

There is a chance that he could be given a game ahead of Dhawan in this final ODI, even if only to cement his spot as the designated third-choice opener.

This also puts the spotlight on KL Rahul who was given a middle-order role in the current ODI series, specifically keeping the preparation for the next World Cup in mind. So far that experiment hasn’t worked with Rahul returning scores of 4, 17 and 7 in his three outings.

Oddly enough, Rahul has fallen to Akila Dananjay in all three matches. While it will be a matter of concern for the team management, they will also want to afford him further opportunities to strengthen the case for a middle-order berth. Manish Pandey’s half-century in the fourth ODI gives the team additional leeway in this regard.

Meanwhile, Sri Lanka are expected to make at least one chance to their playing XI. Skipper Upul Tharanga will be back in charge of affairs after sitting out the last two games owing to his suspension for slow-over rate. He is expected to slot into the middle order once again and Lahiru Thirimanne might be asked to open the innings instead.

It remains to be seen if the Lankan captain can inspire a serious challenge in this fifth ODI after a lacklustre summer. Most of all though, after two suspensions in three months, Tharanga will be looking to complete the 50 overs within the stipulated time.

Eid al-Adha also called the “Sacrifice Feast”

Eid al-Adha is the second of two Muslim holidays celebrated worldwide each year. Id-ul-Zuha (Bakr-Id), which is also known as Eid al-Adha or Id-ul-Adha, is a festival that Muslims celebrate with special prayers, greetings and gifts. It is a gazetted holiday in India and is also referred to as the festival of sacrifice.

Thursday 31 August marked the start of an auspicious week for millions of Muslims around the world, as devotees commence the annual Eid al-Adha celebrations following the end of Hajj. Eid al-Adha 2017 in India began in the evening of Friday, 1 September and ends in the evening of Saturday, 2 September.

History

Muslims around the world believe that Allah (God) commanded Ibrahim (Abraham) to sacrifice his son Ishmael. Ibrahim followed God’s orders, but his son was replaced by a sheep at the last moment. Muslims celebrate this at Eid al-Adha. Eid al-Adha is called Id-ul-Adha in Arabic and Bakr-Id in the Indian subcontinent, because of the tradition of sacrificing a goat or “bakri” in Urdu. The word “id” derived from the Arabic “iwd” means “festival” and “zuha” comes from “uzhaiyya” which translates to “sacrifice”.

Celebrations and Feast

It honors the willingness of Ibrahim (Abraham) to sacrifice his son, as an act of obedience to God’s command. Before he sacrificed his son In commemoration of this, an animal is sacrificed and divided into three parts: one third of the share is given to the poor and needy; another third is given to relatives, friends and neighbors; and the remaining third is retained by the family.

People visit mosques and offer special prayers for peace and prosperity. After the prayers, sacrifices begin, which are then distributed among others. People meet and greet their loved ones, exchange gifts and feast together.Some of the delicacies that are prepared during this festival may include Mutton Biryani, Bhuni Kaleji, Mutton Korma, Mutton Keema, Chapli Kebab, Ghosht Haleem and Kheer.

Batting first against Sri Lanka in the fourth ODI at Colombo, India were off to a poor start losing Shikhar Dhawan for 3. Kohli came out at No. 3 and lambasted an underperforming attack. He recorded his 29th ODI century off 76 balls. With his hundred Kohli also surpassed Sanath Jayasuriya’s tally of 28 ODI hundreds. Kohli is now behind only Sachin Tendulkar (49) and Ricky Ponting’s (30) in terms of ODI hundreds.

Kohli hit three back-to-back fours in the second over he faced, making his intent clear. He soon got into the groove and struck boundaries at will. He recorded his 43rd ODI half-century in 38 balls. He also completed 2,000 ODI runs vs Sri Lanka, becoming the youngest batsman to the feat against an opposition (28 years 299 days). He also became third Indian to score 2,000 ODI runs against Sri Lanka. He reached his fifty in the 14th over, the quickest in his illustrious career.

Kohli’s 219-run partnership with opening batsman Rohit Sharma made him the first batsman in ODI history to be involved in a double-century partnership on 10 occasions, ahead of Sri Lanka’s Upul Tharanga who has done so seven times.
The knock also brought up 2000 ODI runs for Kohli against Sri Lanka, the first to do so and joint-second overall against any opposition in 44 innings. Sir Vivian Richards took the same number of innings to reach 2000 runs against Australia. The list is headed by Sachin Tendulkar who took 40 innings against Australia.

A 1101 kgs laddoo was offered to Lord Ganesha in Nagpur’s “Tekdi Ganesh Temple”, where a large number of devotees were present. The devotees were fascinated by the size of the laddoo.

According to the organizers, special ingredients have been used to make this enormous laddoo which comprises of 400kg besan, 200kg ghee, 500kg sugar and 60 kg of dry fruits.
It took almost 48 hours to give this laddoo a round shape.
It’s believed that idol of Lord Ganesha of this temple fulfills every devotee’s desire, and that’s the reason such a big size laddoo has been offered to Ganesha.

Five coaches and the locomotive of Nagpur Mumbai Duronto Express derailed near Kalyan

Nagpur: An engine and Five coaches of Nagpur Mumbai Duronto Express derailed on Tuesday at 6.40am near Asangaon in Maharashtra. Railway officials said there have been no casualties so far. Reports suggest a rescue team has reached from Kalyan. “Five coaches of Duronto Express Nagpur Mumbai 12290 derailed between Asangaon and Wasind railway stations.

There are no injuries to passengers and arranging buses to bring passengers to destination. Doctors and senior officers are already at site,” a statement from Central Railway said.

Visuals showed passengers making their way out of the coaches themselves. Electric supply was shut off to prevent any loss of lives.

The exact cause of the derailment is not yet clear. However, sources say that a portion of the tracks were breached due to landslide after heavy rains in the Kasara Ghats section in the last three days.

This is the third major incident of derailment in the past two weeks and the second affecting the Mumbai suburban sector in three days.On August 23, Kaifiyat Express derailed in Auraiya district of Uttar Pradesh At least 81 people were injured after nine coaches of the train.At least 23 people were killed and over 72 injured after 14 coaches of the Utkal Express ran off the tracks in Uttar Pradesh on August 20.

India & China Agree To Pull Troops Out Of Doklam

India and China have agreed to an “expeditious disengagement” of troops in a disputed border area near doklam where their soldiers have been locked in a stand-off for more than two months, India’s foreign ministry said on Monday.

“In recent weeks, India and China have maintained diplomatic communication in respect of the incident at Doklam. During these communications, we were able to express our views and convey our concerns and interests,” the ministry’s statement added.

The decision comes ahead of a summit of the BRICS nations – a grouping that also includes Brazil, Russia and South Africa – in China next month, which Indian Prime Minister Narendra Modi is expected to attend.

Indian and Chinese troops have been confronting each other at the Doklam plateau near the borders of India, its ally Bhutan and China, in the most serious and prolonged standoff in decades along their disputed Himalayan border.

The Indian ministry said the two sides had agreed to defuse the crisis following diplomatic talks.

“In recent weeks, India and China have maintained diplomatic communication in respect of the incident at Doklam,” the ministry said in a statement.

Pre-booking for Jio Phone was started August 24 at 5 pm,” an SMS sent to a Jio customer read. A leading channel partner of Reliance Retail, which did not wish to be named, said the messages are being sent to all those who have registered their interest in Jio Phone.

Reliance Jio Phone pre-booking suspended of its much awaited “effectively free” 4G feature phone following overbooking of initial lot which is expected to be delivered in September. “Millions have pre-booked the JioPhone. We will inform you when pre-booking resumes,” a message on Reliance Jio website said. A company official said Jio Phone pre-booking suspended due to huge demand. However, Jio didn’t respond to queries on whether the pre-booking was stopped across all Jio stores and retailers.

“As announced by Reliance Industries CMD (Mukesh Ambani), Jio Phone will be given against payment of fully-refundable deposit of Rs 1,500. Customers will be able to book Jio Phone for Rs 500 and the balance Rs 1,000 can be paid at the time of delivery in September. The total amount will be refunded after 36 months when the customer returns the phone,” the partner said.

Ambani had announced that voice calling for customers of the “effectively free” Jio Phone would be always free and they would get unlimited data for a month against payment of Rs 153.

Jio Phone, which can be operated by speaking out instructions to dial, type messages and the like will come with preloaded Jio apps for messaging and entertainment. The phone can be connected with television sets for watching live TV using the Jio TV app. The phone will also include some of the popular instant messaging and social networking apps, the channel partner said.

This meal, according to Hindu mythology, was relished by Lord Krishna and his playmates in Gokul. Another fun-filled ritual performed on this day is dahi-handi – clay pots filled with curd, puffed rice and milk are strung high up above the streets and groups of enthusiastic young men (and even women) form human pyramids to reach these and break them open, the way Lord Krishna and his friends would, after sneaking into the houses of gopis (milkmaids) to steal and eat butter.

I am very sad at the moment. I would have returned a happy man had we won,” said Dananjaya after taking 6/54, his maiden five-wicket haul in ODIs, in the second One-dayer against India that Sri Lanka lost by three wickets.

The spinner took six wickets for 11 runs in just 21 balls as he saw off India’s middle order. He claimed three wickets in the 18th over.

Dananjaya was taken off bowling after eight overs and that allowed the Indian pair to settle down.

“They were set and I thought better to get back later on if someone breaks the partnership. We wanted to win the game. Once wickets come along we also gained confidence. But Bhuvi and Dhoni were superb. They batted really well against our bowlers. Nothing much of a change on the wicket,” he said.
Sri Lanka’s interim coach Nic Pothas said, “Captain on the field has a gut feeling. How he is going to use his bowlers. Upul (Tharanga) would have kept him back hoping for a wicket. Once we speak to Upul at the end of the day we will get to know better.”
Dananjaya joined the team just ahead of the second ODI after his wedding.
“Wedding was in the afternoon. When I got back to the team hotel it was around 11:30 in the night. I wanted to reach earlier than that but it took a little longer. The wedding was at Moratuwa. Finished around 4pm and we were bit late when we came,” he said.

Positive and negative impact of GST in India : The introduction of Goods and Services Tax (GST) would be a very significant step in the field of indirect tax reforms in India. By amalgamating a large number of Central and State taxes into a single tax, it would mitigate cascading or double taxation in a major way and pave the way for a common national market. From the consumer point of view, the biggest advantage would be in terms of a reduction in the overall tax burden on goods, which is currently estimated to be around 25%-30%. Introduction of GST would also make Indian products competitive in the domestic and international markets. Studies show that this would have a boosting impact on economic growth. Last but not the least, this tax, because of its transparent and self-policing character, would be easier to administer here shows Positive and negative impact of GST in India.

Genesis

The idea of moving towards the GST was first mooted by the then Union Finance Minister in his Budget for 2007-08. Initially, it was proposed that GST would be introduced from 1st April, 2010. The Empowered Committee of State Finance Ministers (EC) which had formulated the design of State VAT was requested to come up with a roadmap and structure for the GST. Joint Working Groups of officials having representatives of the States as well as the Centre were set up to examine various aspects of the GST and draw up reports specifically on exemptions and thresholds, taxation of services and taxation of inter-State supplies. Based on discussions within and between it and the Central Government, the EC released its First Discussion Paper (FDP) on GST in November, 2009. This spells out the features of the proposed GST and hasformed the basis for discussion between the Centre and the States sofar.

GST and Centre-State Financial Relations

Currently, fiscal powers between the Centre and the States are clearly demarcated in the Constitution with almost no overlap between the respective domains. The Centre has the powers to levy tax on the manufacture of goods (except alcoholic liquor for human consumption, opium, narcotics etc.) while the States have the powers to levy tax on sale of goods. In case of inter-State sales, the Centre has the power to levy a tax (the Central Sales Tax) but, the tax is collected and retained entirely by the originating States. As for services, it is the Centre alone that is empowered to levy service tax. Since the States are not empowered to levy any tax on the sale or purchase of goods in the course of their importation into or exportation from India, the Centre levies and collects this tax as additional duties of customs, which is in addition to the Basic Customs Duty. This additional duty of customs (commonly known as CVD and SAD) counter balances excise duties, sales tax, State VAT and other taxes levied on the likedomestic product. Introduction of GST would require amendments in the
Constitution so as to concurrently empower the Centre and the States to levy and
collect the GST.
  • The assignment of concurrent jurisdiction to the Centre and the States for the levy of GST would require a unique institutional mechanism that would ensure that decisions about the structure, design and operation of GST are taken jointly by the two. For it to be effective, such a mechanism also needs to have Constitutional force.

Positive and negative impact of GST

Constitution (One Hundred and First) Amendment Act, 2016
To address all these and other issues, the Constitution (122ndAmendment) Bill was introduced in the 16th Lok Sabha on 19.12.2014. The Bill provides for a levy of GST on supply of all goods or services except for Alcohol for human consumption. The tax shall be levied as Dual GST separately but concurrently by the Union (central tax- CGST) and the States (including Union Territories with legislatures) (State tax -SGST) / Union territories without legislatures (Union territory tax – UTGST). The Parliament would have exclusive power to levy GST (integrated tax – IGST) on inter-State trade or commerce (including imports) in goods or services. The Central Government will have the power to levy excise duty in addition to the GST on tobacco and tobacco products. The tax on supply of five specified petroleum products namely crude, high speed diesel, petrol, ATF and natural gas would be levied from a later date on the recommendation of GST Council.
A Goods and Services Tax Council (GSTC)Positive and negative impact of GST shall be constituted comprising the Union Finance Minister, the Minister of State (Revenue) and the State Finance Ministers to recommend on the GST rate, exemption and thresholds, taxes to be subsumed and other features. This mechanism would ensure some degree of harmonization on different aspects of GST between the Centre and the States as well as across States. One half of the total number of members of GSTC would form quorum in meetings of GSTC. Decision in GSTC would be taken by a majority of not less than three-fourth of weighted votes cast. Centre and minimum of 20 States would be required for majority because Centre would have one-third weightage of the total votes cast and all the States taken together would have two-third of weightage of the total votes cast.
The Constitution Amendment Bill was earlier passed by the Lok Sabha in May, 2015. The Bill was referred to the Select of Rajya Sabha on 12.05.2015. The Select Committee had submitted its Report on the Bill on 22.07.2015. The Bill with certain amendments was finally passed in the Rajya Sabha and there after by Lok Sabha in August, 2016. Further the bill had been ratified by required number of States and received assent of the President on 8th September, 2016 and has since been enacted as Constitution (101st Amendment) Act, 2016 w.e.f. 16th September, 2016
Goods and Services Tax Council (GSTC)
The GSTC has been notified with effect from 12th September, 2016. GSTC is being assisted by a Secretariat. Thirteen meetings of the GSTC have been held so far. The following decisions have been taken by the GSTC:
  • The threshold exemption limit would be Rs. 20lac. For special category Statesenumerated in article 279A of the Constitution, threshold exemption limit has been fixed at Rs. 10lac.
  • Composition threshold shall be Rs. 50 lac. Composition scheme shall not be available to inter-State suppliers, service providers (except restaurant service)and specified category of manufacturers.
  • Existing tax incentive schemes of Central or State governments may be continued by respective government by way of reimbursement through budgetary route. The schemes, in the present form, would not continue in GST.
  • There would be four tax rates namely 5%, 12%, 18% and 28%. Besides, some goods and services would be under the list of exempt items. Rate for precious metals is yet to be fixed. A cess over the peak rate of 28% on certain specified luxury and sin goods would be imposed for a period of five years to compensate States for any revenue loss on account of implementation of GST. The Council has asked the Committee of officers to fit various goods and services in these four slabs keeping in view the present incidence of tax.
  • The five laws namely CGST Law, UTGST Law, IGST Law, SGST Law and GST Compensation Law have been recommended.
  • In order to ensure single interface, all administrative control over 90% of taxpayers having turnover below Rs. 1.5 crore would vest with State tax administration and 10% with the Central tax administration. Further all administrative control over taxpayers having turnover above Rs. 1.5 crore shall be divided equally in the ratio of 50% each for the Central and State tax.

  • Simpler tax regime with fewer exemptions.
  • Reductions in the multiplicity of taxes that are at present governing our indirect tax system leading to simplification and uniformity.
  • Reduction in compliance costs – No multiple record keeping for a variety of taxes – so lesser investment of resources and manpower in maintaining records.
  • Simplified and automated procedures for various processes such as registration, returns, refunds, tax payments, etc.
  • All interaction to be through the common GSTN portal-so less public interface between the taxpayer and the tax administration.
  • Will improve environment of compliance as all returns to be filed online, input credits to be verified online, encouraging more paper trail of transactions.
  • Common procedures for registration of taxpayers, refund of taxes, uniform formats of tax return, common tax base, common system of classification of goods and services will lend greater certainty to taxation system Timelines to be provided for important activities like obtaining registration, refunds, etc.
  • Electronic matching of input tax credits all – across India thus making the process more transparent and accountable.
 Benefit to Consumers
  • Final price of goodsmis expected to be lower due to seamless flow of input tax credit between the manufacturer, retailer and service supplier.
  • It is expected that a relatively large segment of small retailers will be either exempted from tax or will suffer very low tax rates under a compounding scheme- purchases from such entities will cost less for the consumers.
  • Average tax burden on companies is likely to come down which is expected to reduce prices and lower prices mean more consumption.

Impact of GST bill

  • Real Estate could have a negative impact, some economist predict that it will add up to 8% to the cost of new homes and reduce demand closely by 12%
  • There might be unrest amongst dealers who have been avoiding certain taxes, by only paying VAT, who will now be forced to pay GST.

He does not consider himself to be a career politician but takes politics to be social service – initiating projects for the poor, for the society and the downtrodden.

Mr. Gadkari has been a member of the Maharashtra Legislative Council since 1989. He was also the leader of the opposition in the Maharashtra Legislative Council from 1999-2005. He headed the Maharashtra Pradesh BJP till 2009 as the State President when he was elevated to the post of the BJP National President to become the youngest ever party president.

He was a PWD minister in Maharashtra between 1995 & 1999, when he gained first experience to undertake infrastructure projects. “With Rs.5 crore equity, I earned the distinction of completing works worth 8,000 crores”; He often recalls this unique distinction he earned as the PWD minister. Mr. Gadkari managed to convince the state to allocate Rs. 700 Crores for rural connectivity. In the next 4 years, 98% of the total population of Maharashtra achieved all-weather road connectivity. The project aimed to connect 13,736 remote villages which remained unconnected since independence by road. It also helped to solve the malnutrition problems prevailing in remote areas of Vidarbha which previously had no access to medical aid, ration or educational facilities.

As Public Works minister in Maharashtra,Nitin Jayram Gadkari he built the Mumbai-Pune Expressway. From that experience he was asked by the then Prime Minister Atal Bihari Vajpayee to launch the National Highways Authority. The Vajpayee Government appointed him the Chairman of National Rural Road Development Committee. After a series of meetings and studies, Mr. Gadkari submitted his report to the central government and gave a presentation to the Prime Minister Vajpayee. His report was accepted and a new rural road connecting scheme now popularly known as Pradhan Mantri Gram Sadak Yojana was launched.

Mr. Gadkari has a vision for a strong India and he earnestly believes that the 21st century politics is the politics of progress and development. His focus has always been on accomplishments. He gave Nagpur a new face when he was the District Guardian Minister. Building flyovers in Mumbai during his stint as Public Works Minister earned him the nick-name “Flyover- Man”. But Pride of place goes to his flagship project, the Mumbai-Pune Expressway.

Mr. Gadkari completed several prestigious assignments in record time. His two achievements stand out in particular. He pioneered the concept of Public-Private partnership (PPP) in infrastructure development. The BOT (Build-Operate-Transfer) model has the basis of this concept. It is now implemented widely in India, thanks to this initiative large budgetary funds were made available for rural road development. The other is the up-gradation of norms for the construction industry. Completion of mega projects in a time bound frame, too, is his initiative. Establishment of a Maharashtra State Road Development Corporation (MSRDC) was one of his innovative initiatives through which funds were raised from open market for infrastructure projects for the first time in India
