New Delhi: The central government on Thursday gave marginal relief to masses from runaway fuel prices and cut petrol and diesel rates by Rs 2.50 a litre with effect from midnight.
The decision was announced by finance minister Arun Jaitley after he held a closed-door meeting with Prime Minister Narendra Modi and petroleum minister Dharmendra Pradhan. The Centre has reduced central excise duties by Rs 1.50 a litre while oil marketing companies have been asked to absorb Re 1 a litre, Jaitley said.
He also asked the states to match the cut announced by the states to give further relief to the masses and Gujarat and Maharashtra immediately followed suit.
Gujarat chief minister Vijay Raupani and Maharashtra chief minister Devendra Fadnavis tweeted to announce the rate cuts in their states.
‘Maharashtra Government also decided to give additional relief of Rs 2.5/litre on Petrol to give total benefit of Rs 5/litre in the State of Maharashtra,” Fadnavis tweeted. Rupani also announced that petrol and diesel would be cheaper by Rs 5 cheaper in Gujarat.
Maharashtra Government also decided to give additional relief of ₹2.5/litre on Petrol to give total benefit of ₹5/litre in the State of Maharashtra.
Some states – Rajasthan, Andhra Pradesh, West Bengal and Karnataka – had earlier slashed VAT to pass on the benefits to people, but most other states have not taken any action so far.
The reduction followed petrol and diesel prices touching new highs. In Delhi, where the fuel prices are the lowest among all metros and most state capitals, petrol was sold at Rs 84 per litre and diesel at Rs 75.45 per litre on Thursday.
In Mumbai, diesel breached the Rs 80-mark for the first time on Thursday while petrol was sold at Rs 91.34 per litre. Petrol is already being sold at over Rs 92 per litre in several districts of Maharashtra as well as Bihar.
Jaitley said the excise duty cut would have an impact of Rs 10,500 crore on central government’s tax revenues. Taxes on petrol and diesel, which account for more than a third of retail fuel prices, are one of the biggest sources of income for the government.
The Central government charges Rs 19.48 excise duty on a litre of petrol and Rs 15.33 on diesel.
This year alone, petrol and diesel prices have been hiked by Rs 13.91 and 15.59 respectively in the national capital. Prices have seen a similar hike in other cities as well.
The finance minister added that the central government will not go back on deregulation of fuel prices. “We have to react to the situation and give relief without impacting fiscal deficit. We cannot do it at the cost of fiscal position and give it when it can absorb it,” he said.

Chanda Kochhar on Thursday quit as the MD and CEO of ICICI Bank. Kochhar, who has been at the helm since 2009, will be relieved with with immediate effect.
However, the enquiry instituted by the ICICI Bank’s board will remain unaffected by the resignation. The board said certain benefits will be subject to the outcome of the enquiry. “Ms Kochhar will also relinquish office from the Board of Directors of the Bank’s subsidiaries,” it added.
In a letter to stock exchanges, the ICICI Bank’s board said it has accepted Kochhar’s request to seek early retirement. Kochhar’s term was set to expire on March 31, 2019.
Meahwhile, the board has appointed Sandeep Bakhshi as Managing Director & Chief Executive Officer. Bakhshi’s appointment will be for a period of five years until October 3, 2023, subject to regulatory and other approvals.
Kochhar will relinquish office from the boards of bank’s subsidiaries. Back in August, Kochhar was reappointed as a director on the board of bank’s broking arm ICICI Securities. The ICICI Bank had initiated probe against Chanda Kochhar after investor Arvind Gupta had alleged quid-pro-quo in sanctioning of Rs 3,250 crore loan to the Videocon Group.
Gupta had alleged that Chanda Kochhar’s husband Deepak Kochhar, who owns NuPower Renewable Group, amassed wrongful personal gains when Kochhar-led ICICI Bank sanctioned loans worth Rs 3,250 crore to various private companies belonging to the Videocon Industries Limited.
However, the ICICI Bank board had initially backed its CEO saying that no individual employee, irrespective of his or her position, has the ability to influence credit decision at the bank. After facing immense pressure from shareholders, the bank appointed Justice B N Srikrishna-led panel to investigate the allegations.
The Chanda Kochhar saga dominated the annual general meeting of ICICI Bank last month, with shareholders seeking clarity on the allegations of impropriety against the outgoing MD & CEO, apart from demanding action against her.
While many shareholders had sought stern action from the bank on any misdoings on the part of Kochhar, some had also called for a restructuring of the top leadership given the allegations and questioned the board for initially backing Kochhar.
Multiple agencies, including CBI and markets regulator Sebi, are already probing the alleged lapses involving Kochhar and her family members.

This love ballad, “ Nain Na Jodeen”, which releases today, is for Junglee Pictures’ upcoming slice-of-life comedy, Badhaai Ho.
Film critic and trade analyst Taran Adarsh took to his official Twitter handle to share the song.
Ayushmann Khurrana sings again… This time for his forthcoming film #BadhaaiHo… Joining Ayushmann in the song are Neha Kakkar and Rochak Kohli… Here’s #NainNaJodeen: https://t.co/5Baqpp55Wg
Picturised on the 34-year-old actor and his leading lady Sanya Malhotra, it was filmed in Delhi at the duo’s workplace and their residences.
“It’s a Punjabi song, in the same zone as “ Pani Da Rang”, “Saddi Gali” and “Chan Kitthan”, a space that comes naturally to us. When they approached me to sing it, I loved it so much I immediately agreed,” informs Ayushmann Khurrana, adding that he loves singing and is usually busy with his musical gigs when he isn’t working on a film.
The film is all set to hit the theatres on October 19, this year.

The hospitals in India were lacking specialised laboratories equipped with the latest equipment to identify and control viruses such as H1N1 (swine flu). This has impacted the response time of the government during outbreak of such infections. This was the observation of parliamentary committee on health. Taking a serious cognisance of it, Union Government had last year declared to set up Viral Research Diagnostic Laboratories (VRDL) in country. Accordingly, four VRDLs were allotted to Maharashtra. Of the four, two will come up in Vidarbha — one each at Nagpur and Akola.
Presently, the swab samples of the suspected patients are sent to Pune’s institute. Two years ago Nagpur also got a laboratory at small scale being run at Indira Gandhi Government Medical College and Hospital (IGGMCH). But the laboratory has too much workload. The VRDL in Nagpur will be established in the premises of Matakacheri (Deputy Director of Health Services office).
The VRDLs, once fully functional, will undertake research for identification of emerging and newer genetically active or modified viruses. The laboratories would also provide training to health professionals to deal with epidemics, said Dr Viral Kamdar, President of Pandit Deendayal Upadhyay Institute of Medical Science, Research and Human Resources. It was this institute that took initiative for bringing VRDL to Nagpur. It had requested Union Minister Nitin Gadkari to pursue the matter with Union Health Ministry. Gadkari wrote a letter to Jagat Prakash Nadda, Union Minister for Health and Family Welfare who immediately agreed to the proposal.
With VRDL in city, it will help continuous monitoring of existing as well as new viral activities. This monitoring ultimately make able the healthcare bosses to prevent the outbreaks of various viral diseases. This laboratory is expected to create infrastructure facilities for finding the solution to fight viruses. It will also conduct research for updating themselves in various viral diseases. The VRDL is supposed to train doctors and paramedicals to tackle the viral attacks.
Union Government has followed up the issue with all States, to which very few states responded. Considering the viral disease, a major health problem, a separate budget line was created in 2015-16. There was a provision of supply of diagnostic kits, transport of samples, hiring of additional manpower, etc. The statistics tells the story, according to which 2,266 people died due to H1N1 in 2017, with the highest number of cases in Maharashtra (778), Gujarat (431) and Rajasthan (279).
Dr Yagnesh Thakkar, well-known Microbiologist of Central India told ‘The Hitavada’, “This is a welcome step taken by the Government. It will not only reduce the time of identifying disease but also help in curbing the epidemics. Every year we witness suddenly outbreak takes place and people lose their lives. It will not happen once well-equipped VRDL start functioning.”

Nagpur : Within a month after the state was struck by one of the most devastating floods in history, Kerala gears up to lure domestic travellers with an array of exciting new products
After a long and devastating spell of flood and relentless rain, Kerala has reconciled only to emerge stronger and better. In the last few days, the state played a proud host to over 1500 buyers from across 73 countries in one of the most successful editions of the Kerala Travel Mart, India’s largest & most anticipated buyer-seller meet organised jointly by tourism stakeholders and the Department of Tourism, Kerala. Although the thriving tourism industry was left in a state of chaos, all it took was a couple of weeks for the roads connections to be fixed, airports to get functional and for the state to extend both its hands wide and welcome travellers and guests from across the globe. Most of the state’s new initiatives and revamped array of tourism products were showcased at Nagpur on 03rd October, 2018.
“KTM’s success reassures that Kerala is back on her feet and that tourism in Kerala has bounced back into business with a renewed vigour. I believe that this reflects on the industry’s hardiness, to be able to overcome so quickly a disaster of such a mammoth dimension. The most important task at hand now is to put it out in the world that we are back on track and ready to receive tourists from around the world,” said Shri. Kadakampally Surendran, Hon’ble Minister for Tourism, Kerala.
A ‘Tourism Readiness Survey’ conducted by the government with a detailed district-wise and destination-wise analysis of places, revealed that barring a handful few resorts, the tourism industry has reconciled. The season’s first chartered flight carrying 60 tourists from Australia arrived in Kochi on September 15. And apart from the Kerala Travel Mart (KTM), events such as the Kochi Muziris Biennale and various trade fairs that showcase the entire spectrum of the state’s tourism industry to the world would be conducted as scheduled.
“As part of refreshing the brand and erasing the sorry flood struck images of God’s Own Country, several new and interesting products have been introduced in the last two months like the Jatayu Earth Centre, for instance, which is a unique eco- friendly adventure world spread across 65acres. Keeping in mind the Tourism Readiness Report, we have drawn up time-bound action plans to reassure the world that we are up and running. We also intend to organise several FAM tours for travel writers, journalists, meeting planners and travel agents, besides launching a new brand campaign to promote Kerala globally.” said Smt. Rani George, IAS, Secretary (Tourism), Govt of Kerala.

New products and experiences tailor-made for the domestic traveller
Brand new Tourism Policy
With a newly founded Responsible Tourism Mission and Kumarakom bagging the prestigious Responsible Tourism award at the London World Travel Mart it is no wonder that the New Tourism Policy focuses in depth at sustainable tourism initiatives. Environment-friendly, responsible tourism is the cornerstone of this policy. A green farm policy will also be implemented to develop farm tourism, focusing on plantations and agricultural farms. Special focus has been given to artisans, traditional craftsmen and to bring up many small-scale museums based on agriculture, traditional occupations, art forms etc.
A Once-in-12-years spectacle
For those who seek an adrenalin rush, the timing couldn’t be more perfect to explore the rolling hills of Munnar. Trek, cycle, bike and explore the purple hues of Neelakurinji, a rare flower which blooms only once every 12 years.
One-of-its-kind Boat Race League
The Champions Boat League was perhaps the most anticipated event of this year which was slated to begin on August 11th at the Punnamada Lake in Alappuzha. The government is now contemplating organizing the Champions Boat League later this year as a subtle reminder that Kerala’s waters continue to be safe for adventurous activities. With an aim to increase the prominence of the snake boat races, this endeavour is sure to evolve into an exciting, world-class tourism product.
World’s biggest bird sculpture
Another example of sustainable and eco-friendly tourism, the Jatayu Earth Centre was inaugurated earlier last month and is spread across 65 acres. The giant statue of Jatayu is 200 feet long, 150 feet wide and 70 feet in height, making it the largest functional bird sculpture in the world. The destination is easily accessible as it is right at the epic centre of the south Kerala tourist spots.
India’s first Biodiversity Museum
In the last few months, the state has produced several environmentally engaging and eco-friendly ventures to take pride in. India’s first biodiversity museum is tucked away on the outskirts of Thiruvananthapuram. This museum, that was once a boathouse, is now home to the state’s first-ever Science on Sphere (SOS) system.
Gateway to Malabar
Malabar, the land spooned by seas and shielded by the Western Ghats is home to the piquant Moplah cuisine. With the upcoming greenfield airport at Kannur, Kerala Tourism hopes to establish Malabar, which shares boundaries with Coorg, Coimbatore and Mysore, as the new tourism gateway to Kerala.
A walk down the memory lane
For art aficionados, this year-end would bring another edition of the immensely popular Kochi Muziris Biennale. The state endorses the dreamy lanes of Fort Kochi and a pilgrimage to this biennial which has changed the landscape of contemporary Indian art today and has helped make Kochi, the art capital of India. The Kochi Muziris Biennale will commence from December 12th, 2018 and will run till March, 2019.
Voyage through historic ties
For history buffs looking to transport themselves to another era, there is the Muziris Heritage Project. The remains of a once thriving port frequented by Arabs, Romans, Egyptians as early as the first century BC is today preserved across 25 museums as the largest heritage conservation project in India. Another offering in the historical space is the Spice Route Project that rekindled the 2000-year old ancient sea links and shared cultural and culinary legacies with 30 countries.
“Travellers come in search of an enriching experience and it is via festivals, museums, exhibitions and such that we can help them gain a complete Kerala experience. This year, we have the Kochi Muziris Biennale, lined up for the second half of the year, which will once again turn the spotlight of the international art world onto Kerala. In July this year, we organised a music festival, called the Nishagandhi Monsoon Music Festival that celebrated the monsoon. Innovative steps like these would be taken to create similar platforms that gain international attention. We are also in the midst of planning a host of global literary festivals and music festivals which will be organised with the association of public organizations” Smt. Rani George added.

The 2018 Nobel Prize in Chemistry was awarded to Frances H. Arnold and the other half jointly to George P. Smith and Sir Gregory P. Winter on Wednesday for their work harnessing the power of evolution to develop new proteins used in drugs and medical treatments.
In announcing the award, the Royal Swedish Academy said that this year’s prize “awards a revolution based on evolution,” and goes to scientists who “applied the principles of Darwin in the test tube.”
The methods developed by the laureates have been put to work to create new enzymes and antibodies used in promoting a greener chemicals industry, mitigating disease and saving lives
This year’s Chemistry Laureates have taken control of evolution and used the same principles – genetic change and selection – to develop proteins that solve humankind’s chemical problems. #NobelPrizepic.twitter.com/rDKc2YwLgb
Arnold, of the California Institute of Technology, was recognized for performing the first-ever “directed evolution” of enzymes, which are proteins that catalyze chemical reactions. Enzymes produced through directed evolution are used to manufacture everything from sustainable biofuels to pharmaceuticals.
The American scientist and engineer becomes only the fifth woman to have ever won the prize, following Ada Yonath in 2009, Dorothy Crowfoot Hodgkin in 1964, Irène Joliot-Curie in 1935, and her mother, Marie Curie, in 1911.
Smith, a professor at the University of Missouri, won for a method known as “phage display,” which uses bacteriophage – a virus that infects bacteria – to evolve new proteins.
Winter, of the University of Cambridge in the UK, harnessed that method and used it to produce new antibodies, with the aim of making new drugs. Phage display has since been used to produce antibodies that can neutralize toxins, counteract autoimmune diseases and cure metastatic cancer.

Mumbai: The rupee weakened past the 73 to a dollar mark for the first time to hit an all-time low on Wednesday after crude oil surged to nearly $85 per barrel, a near four-year high. At 9.15am, the rupee was trading at 73.28 a dollar, down 0.45% from its Monday’s close of 72.91. The home currency opened at 73.25 per dollar and touched a fresh low of 73.34. On Tuesday, markets were closed on account of Gandhi Jayanti.
Traders were concerned that a rise in US interest rates and expensive oil could lead to fiscal slippage, increase inflationary pressures and raise the chances of the Reserve Bank of India (RBI) increasing interest rates in its monetary policy review later this week.
Analyst see a near-term upside to crude prices, given a tightening of the global oil market amid an expected reduction in oil exports from Iran due to US sanctions, persistent decline in Venezuelan production, and a slowdown of growth in US output due to mid-stream bottlenecks.
“With crude prices likely to remain (high), we reiterate our concerns on the Indian macro, especially, on the deteriorating external sector balance, upside risks to inflation, risks of fiscal slippage, and rupee depreciation,” Kotak Economic Research said in a report on 27 September.
Bond prices wiped out all of Monday’s gains as sentiment was was muted ahead of a widely expected rate hike during the forthcoming RBI Monetary Policy Committee meeting.
