Nagpur: A 12-year-old boy, a student of standard VIII, stabbed a man to death following a fracas over dancing at a marriage function in Katol on Friday. The accused juvenile delinquent has been detained.

Identified as Rahul Shrawan Gaikwad (27), the deceased was a resident of Annabhau Sathe Nagar, Katol.

According to police, Rahul and the accused boy were dancing during a wedding ceremony in their locality around 8.30 pm on Thursday. An argument broke out between them after Rahul allegedly pushed the boy aside. After heated exchanges, the boy took out a knife and stabbed Rahul injuring him seriously. Sub-Inspector Parmeshwar Agashe of Katol Police Station said Gaikwad was rushed to hospital. The stab injuries on the chest may have impacted his vital organs like the heart, said sources. The minor was rounded up and sent before the Juvenile Justice Board (JJB) for further decision, said Agashe.

Nagpur: Vidarbha region in Maharashtra is on the boil. Chandrapur became the first city of Vidarbha to breach the 46 degree Celsius mark on Friday when it recorded a maximum temperature of 46.4 degrees Celsius. The district was also the hottest in the region and the sixth hottest in the world.

Nagpur recorded a maximum temperature of 45.2 degrees Celsius, which was nearly three degrees above the normal mercury levels and also the season’s highest. All the districts of Vidarbha recorded maximum temperatures which were three or more degrees than the normal levels.

According to the weather website El Dorado, four districts of the region were listed among the world’s 15 hottest cities — Chandrapur was the 6th hottest, Akola 10th, Bramhapuri 12th, and Wardha 14th.

The Regional Meteorological Centre (RMC), Nagpur, has issued a heatwave warning for Akola, Chandrapur, Nagpur, Wardha, and Yavatmal. “Citizens should stay indoors during peak afternoon hours. If outside, cover your head using a cloth, hat, or umbrella. Take special care of the elderly, children, sick, or overweight as they are more likely to become victims of excessive heat. Also, traditional remedies like onion salad and raw mango with salt and cumin can prevent heat stroke,” the advisory added.

Severe heat conditions have been consistently reported over large parts of India since the beginning of the summer season in March this year. Maximum temperatures in Vidarbha have remained between 40 degrees and 45 degrees Celsius throughout the last two months.

RTE admission date extended till May 10

RTE
Date Extended Until June 28th For The Third Round Of Admissions To RTE

Nagpur: The last date for admission against 25 percent of seats reserved under Right To Education (RTE) has been further extended till May 10, according to a circular released on Friday by the Director of Primary Education, Pune. Earlier the last date was extended from April 20 to 29.

The department has stated that this is the last time the admission date will be extended; there will be no further extensions. The online lottery of the RTE 25% admission process for the academic year 2022-23 was drawn on March 30, 2022. The selection and waiting list were announced on April 4 on the official RTE portal.

In Nagpur, 31,411 students have applied to get the admission under Right to Education Act (RTE) in schools. There are 663 schools where the quota of 25% seats is kept for the admissions to be made under RTE. After the final scrutiny, 6,106 are found eligible to get admissions.

Messages were sent to the parents of the children on the waiting and the selection list. Previously, the deadline for admission was April 20, but due to the demand of many parents and parent organizations, the deadline has been extended. To avoid student academic loss, the administration will finish the RTE 25 percent admission procedure for the current academic year by September 30, 2022.

RTE admissions reserves 25% of seats in recognized private schools from primary sections to Class 8. Students in Maharashtra can get a quality education regardless of their financial circumstances under RTE Quota.

The parents of the wards whose names are selected for admission received the SMS to this effect. If parents have not received any SMS, they can check it on ‘www.student.maharashtra.gov.in under Application-wise Details. Parents should avail the opportunity of the date extension. They also should contact the office of the Taluka-level scrutiny committee with all the necessary documents. They have to take admissions in the schools allotted to them, which will be mandatory. Parents cannot insist on getting admission to their wards in a particular school, the Education Department has made it clear.

564 schools will be illuminated by ‘solar light’

Nagpur – The contractors finally appreciated the tender issued by Meda (Maharashtra Energy Development Agency). With this, 564 schools are expected to get ‘solar lights’. 100% of schools of Zilla Parishad will be equipped with solar energy. In the first phase, Rs 4.28 crore was also provided to Maharashtra Energy Development Agency (MEDA) for 287 schools through DPC. After this, Rs 7.18 crore was approved for the Zilla Parishad for solar panels through a mining fund. Solar panels would be installed by 720 schools.

Due to the intervention of some office bearers and members in the above works, it got delayed. As a result, the price of solar panel materials has gone up. Hence, Meda, Pune office floated tenders four-five times for 564 schools but got no response. In March 2022, Meda once again floated the tender. In this, Meda had relaxed some terms and conditions.

According to sources, the annual turnover of the contractors participating in the tender was reduced. After this, the response of some contractors came in the tender. It is learned that recently the tender has also been opened and soon the work order will be issued to the contractor. This paved the way for solar lighting in schools.

Senior police officials have been asked to ensure that cops deployed outside police stations have access to some kind of shade and drinking water. They have been asked to procure umbrellas too.

The circular issued on Thursday also emphasized the need to reschedule the afternoon duties. The police station in-charges have also been asked to mount green sheets and keep ample drinking water available.

3 cops suspended for partying with sand thief

Nagpur: Three constables from the Paoni police station in Bhandara were suspended on Thursday after being caught partying with a sand thief who was involved in attacking a sub-divisional magistrate (SDM) during a raid earlier this week. A video clip of the constables with the accused went viral on social media.

Sources said the three constables were partying with the man at an Umred hotel when their clips were made. It’s learned some cops are hand-in-glove with the sand mafia in Paoni which is considered a hub of sand Mafiosi.

SP Vasant Jadhav said the inquiry was conducted by SDPO Paoni. “Following the inquiry, we decided to take action against the erring constables which was followed up with the suspension order. The clips were made only a day after the constables had nabbed the accused for his complicity in the attack case,” he said.

Khaperkheda TPS forms Surveillance Committee to monitor Environmental Pollution

khaperkheda power plant

The Maharashtra State Power Generation Company (MAHAGENCO) has accepted a key recommendation noted in a critical assessment on water contamination surrounding the Koradi and Khaperkheda Thermal Power Stations in Nagpur, four months after the report was released.

The Chief Engineer of the Khaperkheda Thermal Power Station (KTPS) released a letter on Thursday announcing the creation of an Environment Surveillance Committee with 17 members to monitor and guarantee compliance with the KTPS’ pollution abatement.

According to the letter, the committee is led by the KTPS chief engineer, who is joined by other officials responsible for fly ash and effluent pollution control, a representative from the non-governmental organization Centre for Sustainable Development (CFSD), and sarpanches from the five villages affected by the project: Chincholi, Bhanegaon, Chankapur, Waregaon, and Suradevi.

Members will convene once every three months, according to the letter, and the Committee’s major role will be to oversee environmental compliance in the region around KTPS.

“This monitoring committee constituted by KTPS is a great development,” remarked Leena Buddhe, Founder of CFSD. “We are definitely on the right track, and are pleased that our report’s suggestions have been taken into account.”
“In accordance with the report’s recommendations, more villages, particularly women and farmers, should be represented on this committee,” she added.

For the Koradi Thermal Power Station, however, no such committee has yet been constituted. “We now hope that the Koradi Thermal Power Station will follow suit and establish a similar surveillance committee to monitor environmental contamination caused by its plant and resolve problems at the Khasala ash bund,” Buddhe said.

In November 2021, a study published by Manthan Adhyayan Kendra, CFSD, and Asar highlighted pollution and its effects on the local community around Koradi and Khaperkheda power stations in detail. The research showed significant pollution across water bodies with dangerous metals such as mercury, arsenic, aluminum, lithium, and others contaminating the surface, groundwater, and drinking water, as well as widespread contamination of air, water, and soil owing to fly ash.

The study “Polluted Power: How Koradi And Khaperkheda Thermal Power Stations Are Impacting The Environment” has demanded that pollution discharge from power plants and ash ponds be halted immediately. In addition, the findings strongly recommended the formation of a local Environmental Surveillance Committee to address concerns of water pollution on a regular basis.

The creation of the committee, according to Shripad Dharmadhikary, Coordinator, Manthan Adhyayan Kendra, is a very positive move. “It should be recalled that our recently released analysis highlighted the terrible pollution caused by the Khaparkheda and Koradi TPPs and advocated the creation of just such a committee. However, the committee will need to include officials from the Koradi TPP, as there is pollution from the Koradi TPP and its ash pond as well, and there are locations on the ground where contamination from Koradi and Khaperkheda cannot be separated.”

“The members of the Maharashtra Pollution Control Board, at the very least as invitees, should be included in this committee. “We look forward to the committee’s successful working to provide immediate and long-term relief to the people of the area from the significant pollution problem,” Dharmadhikary added.

The Kashmir Files completes 50 days in theatres; continues to pull audience

The Kashmiri Files

The Vivek Agnihotri directorial The Kashmir Files was released a while back to a tepid response with its opening day recording just Rs. 3.55 cr coming in. However, over its opening weekend, the film, which received positive reviews and strong audience feedback witnessed an increase in collections and ended its first weekend with a total of Rs. 27.15 cr. Interestingly, what followed the opening weekend was a meteoric rise in collections which has never been seen. In fact, the business of The Kashmir Files witnessed exponential growth in its first-week surprising trade, and far exceeding expectations. Now, the film, which hit screens on March 11, has completed 50 days of running in theatres.

Not surprisingly, The Kashmir Files which was hailed by the audience has continued to hold steady in theatres despite new releases hitting screens. In fact, even the runaway hit KGF – Chapter 2 which was expected to end the box office run that The Kashmir Files was enjoying, seems to not affect the business of the Vivek Agnihotri directorial. Currently still running in theatres, The Kashmir Files has been seeing a steady trickle of collections coming in each day.

Going forward, with this week seeing two new releases viz. Heropanti 2 and Runway 34 hitting screens The Kashmir Files is expected to see its business being affected. However, given the length of time, the film has been running in theatres, and the fact that it still finds patronage among the audience, the business of the film will continue to see collections build.

Nawab Malik seeks interim bail on medical reason

nawab malik case
nawab malik case

Maharashtra minister Nawab Malik, arrested by the Enforcement Directorate in a money laundering case, sought interim bail on the medical reason from a special Prevention of Money Laundering Act (PMLA) court in Mumbai on Thursday.

Malik, 62, had earlier told the court that was unwell due to kidney ailments and had swelling in his legs.

The Nationalist Congress Party leader, who is currently in judicial custody, was arrested on February 23 by the ED in connection with a money-laundering probe linked to the activities of fugitive gangster Dawood Ibrahim and his aides, under provisions of the PMLA.

His advocate Tarraq Sayyed moved the plea for interim bail before special judge R N Rokade.

The court is likely to hear the plea on Monday.

The ED’s case is based on an FIR filed recently by the National Investigation Agency (NIA) against Dawood Ibrahim and others.

The NIA had filed its criminal complaint under sections of the stringent Unlawful Activities Prevention Act (UAPA).

The ED earlier this month filed an over 5,000-page charge sheet in the case against Malik.

The NCP leader had denied all charges leveled against him and moved the Supreme Court against an order of the Bombay HC, which had rejected his interim application seeking immediate release from jail.

The Supreme Court had also refused to grant him any relief, noting the probe into the case is at a nascent stage.

Take booster, says SMS to 18-59 age group, but nowhere to go for paid dose

Nagpur: The precaution dose of Covid-19 vaccines has been allowed for the 18+ population group from April 10. More than 15 days later, thousands of citizens in this age group becoming eligible for the precaution dose are getting SMS alerts daily to get jabbed with the booster. However, no booster doses are available.

In eight out of 11 districts of Vidarbha, not even a single private hospital has enrolled to provide the paid booster dose to this age group. Though people are ready to pay, they have nowhere to go to take the booster dose.

Gondia, Bhandara, Yavatmal, Buldhana, Washim, Gadchiroli, Wardha, and Chandrapur are the districts in Vidarbha where no private hospital is available for people to get boosters by paying for it. Amravati and Akola have only one hospital each providing this facility. Even in the Nagpur district, only three hospitals are providing paid boosters to the eligible population officially as per the Cowin platform.

According to the government decision, the precautionary dose for the 18-plus population is available at private vaccination centers only. Private centers are to charge Rs386.25 for Covaxin and Covishield boosters, including Rs150 as a service charge. But few private hospitals have shown interest in procuring the boosters.

It was expected that many private hospitals will jump in as they did in April 2021, when paid vaccines were launched for the first time. But, as free vaccination became the norm later, private hospitals had to suffer losses last year. Many had to donate the procured vaccines to the government as their shelf life was about to end. As a result, only big corporate hospitals have procured the doses this time.

States like Haryana have procured the booster doses directly from manufacturers and made them available for free to 18-59 age group citizens at government centers. If such a decision is taken in Maharashtra, hospitals fear they will suffer from financial losses again.
While no government official was willing to come on record to speak on this issue, Dr. Ashok Arbat, chairman of Vidarbha Hospitals Association (VHA), said private hospitals at district and periphery levels may not procure new doses. “Till we had doses with shelf life, we provided them to the people. Now, this stock is nearly finished. If hospitals are assured that they will get takers, only then will they buy new stock,” he said.

BOOSTER NOT AVAILABLE

18+ people who have completed 9 months post 2nd dose eligible for precaution dose.

Precaution does only available at private vaccination centers.

Govt vaccination centers continue only ongoing free vaccination programs.

Pvt hospitals will get booster doses at a discounted price.

But few hospitals in Vidarbha have shown interest.

Hospitals fear if the state govt starts boosters for free, they will suffer losses again.

School book publishers rue sharp, sudden increase in input costs

Nagpur: The Association of School Book Publishers (ASBP) is ruing the ‘sharp and sudden increase in input costs, which will not only hit their business but also raise the cost of books for school students. The Delhi organization, which has over 200 textbook publishers as its members, said that more than half of the input cost for them is paper. Navin Joshi, secretary of ASBP, said, “About 60% of our cost is paper. Suddenly in February-March, the rates just shot up. The paper that was available last year for Rs80/kg is now selling for Rs110/kg.”

With the sudden spike in paper cost, publishers found themselves in a spot.

Joshi, who has been involved with the textbook publishing business since 1975, said ancillary costs have shot up, thus reducing their ability to adapt. “The carton boxes in which we would pack our books are now selling for double the price. From around Rs40/kg last year, it has shot up to Rs80 and above,” said Joshi.

Apart from this, Joshi said there have been increments in the cost of printing and binding. “The transportation cost has obviously gone up because of the hike in fuel prices,” said Joshi.

An unexpected hit was faced by publishers during the pandemic years. As schools were closed, the demand for textbooks dropped sharply. “Our sector saw almost 40% of the textbooks being returned. That’s also a thing which publishers have to factor into the account,” said Joshi.

ASBP says their business is ‘unique’ because almost all input costs are paid in advance, but goods are sold on credit. Joshi said, “Paper is sold with advance payment. All printing and binding works are also paid either upfront or immediately upon completion of work. But we sell completely on credit.”

School textbook retailers then are at the liberty to return unsold inventory, which may or may not get sold next year.

ASBP is aware that major curriculum updates mean they too have to revamp their ecosystem. “We have requested the government to give us at least one year before implementing the new curriculum under NEP 2020. This allows us time to brief our authors, prepare the material, publish and distribute it,” said Joshi.

Chandiwal Commission gives clean chit to Anil Deshmukh in extortion case

Anil Deshmukh

The Commission submitted its 201-page report along with 1,400 pages of annexures to Chief Minister Uddhav Thackeray and Home Minister Dilip Patil

Nagpur/Mumbai: The Justice K U Chandiwal Commission appointed last March to probe former Mumbai Police Commissioner Param Bir Singh’s allegations of corruption and extortion against former Home Minister Anil Deshmukh submitted a 201-page report to Chief Minister Uddhav Thackeray on Tuesday giving Deshmukh a clean chit and called the Indian Police Services (IPS) Officer’s claims false, according to media reports.

The retired judge Kailash Uttamchand Chandiwal submitted the report, which had an additional 1,400 pages of annexures, in the presence of Home Minister Dilip Walse Patil. The retired judge of the Bombay High Court was appointed to lead a single-member probe on March 30, 2021, after Singh wrote a letter addressed to the Chief Minister, Deputy CM, Chief Secretary, and other posts in authority in which he claimed that Deshmukh ran an extortion racket and asked police officers to collect Rs 100 crore every month from bars, restaurants, and other establishments, the media reports said.

The Commission was required to enquire into three main things: Whether Singh had submitted any proof in his letter dated March 20, 2021, which established that Deshmukh or any officer from his office committed any offence of misconduct as alleged; whether the allegations leveled by Singh, citing the messages from Assistant Commissioner of Police Sanjay Patil, Assistant Police Inspector Sachin Vaze have any truth; and whether it warranted an investigation by Anti-Corruption Bureau or any other investigating agency.

According to media reports, the Commission did not find substance in the allegations levelled against Deshmukh by Singh. It has cited Singh’s submission, in which the former Mumbai Police Commissioner had clearly said that he had no evidence but for the letter written to the Chief Minister Uddhav Thackeray. Singh had claimed that Deshmukh asked police officers to collect Rs 100 crore every month from bars and restaurants in Mumbai. The officer referred to Singh’s submission citing that there was no direct evidence to substantiate his charges against Deshmukh, who had already refuted Singh’s charges.

The Commission’s report is likely to be presented at the State Cabinet and later, the government will take a call on making it public. During the nearly year-long probe, the Commission had recorded the statements of Deshmukh, dismissed police officer Sachin Vaze and others. Singh had appeared before the Commission once, after multiple summonses.

The NMC team found the residence locked on Tuesday when it visited for close contact tracing.

The rest of the three patients include a 48-year-old woman from Bharat Nagar on Amravati Road, who has been hospitalized, and two men aged 43 and 75. All the three had traveled to Delhi recently.

Samruddhi Mahamarg opening put off again due to accident

Samruddhi Mahamarg accident

An under-construction arch at wildlife pass collapsed near Nagpur which left one laborer dead

Nagpur: The much-awaited Samruddhi Mahamarg inauguration has hit another roadblock as an under-construction arch at wildlife pass collapsed in the wee hours of Sunday in which a laborer was killed.

The laborer working on Package-I of Samruddhi Mahamarg died in a mishap at a construction site at village Waifal in Hingna Tehsil resulting in the postponement of the inauguration of the Expressway. An under-construction arch, part of a wildlife overpass, collapsed around 3 am on Sunday.

In view of the development, Maharashtra State Road Development Corporation (MSRDC) was forced to postpone the opening of the first phase of the Expressway. As per the plan, Hindu Hrudaysamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg was supposed to be opened on May 2 but the new development threw a spanner in the grand preparations lined up for the mega event.

The 700-km-long Expressway between Nagpur and Mumbai has a total of eight wildlife overpasses and 22 wildlife underpasses. The Expressway passes via Bor Tiger Reserve and several other environmentally sensitive zones. The accident took place 15-km from the starting point at Nagpur.

An MSRDC official said, “The rectification of the damage will now take around 45 days and is expected to be over by the end of June. Hence, we are now planning to open the first and second phases together by August. This essentially means the Nagpur to Shirdi stretch will open by August.”

Previously the opening of the expressway was delayed due to pandemic induced lockdown leading to not sufficient manpower to finish the work by the target deadline. Now the 210 km stretch between Nagpur and Shelu Bazaar, Washim which was part of Phase 1 comprises 520 km of a total 700 km long Samruddhi Mahamarg is scheduled to be opened to the traffic from May 2 again affected.

While the laborer hailing from Bihar died, two others were reportedly injured. MSRDC officials, however, did not disclose the reason for the collapse of the concrete structure.

Colleges and universities to give students 15 minutes extra during offline exams

Nagpur: In view of the Covid infection under control now, Maharashtra Government has decided to conduct all university and college-level exams of the summer session offline. This decision was taken in an online meeting held by Higher and Technical Education Minister Uday Samant with all the Vice-Chancellors on Monday morning.

According to sources, the meeting was held to review exam planning by different universities. The Minister in the meeting insisted on offline exams, especially now that the pandemic has come to an end and normalcy is resuming in educational institutions.

According to reports, the Vice-Chancellors of different universities across the state conveyed preparedness for the same and unanimously agreed to go back to the conventional offline pattern of exams, in the same meeting.

It is important to note that there has been much debate over the pattern of exams for the past few days, especially among students. Even as most universities have decided to take summer exams in offline mode, students are demanding exams to be held online. In fact, several protests were held in the past month for online exams.

According to reports, the Higher and Technical Education Minister Uday Sawant has asked colleges and universities to give students 15 minutes extra during offline exams. The move was announced a few days after Mumbai University directed its autonomous colleges to provide extra time to students appearing for offline exams.

Samant suggested Vice-Chancellors of various Maharashtra universities provide 15 minutes extra to students in a meeting held recently. The decision was taken with due consideration for students who haven’t appeared in offline exams since schools and colleges closed because of the Covid-19 pandemic two years ago.

“Considering that after a break of two years, students will be appearing for exams in offline mode, universities should give 15 extra minutes for every hour of the exam period to students,” added the Maharashtra Higher Education Minister.

The decision to provide 15 minutes extra in college and university exams was also taken because many students studying in colleges and universities of Maharashtra had approached Uday Samant for the same.
