Today is World Radio Day, a day set aside to celebrate radio, why we love it and why we need it now, more than ever. A day to remember the unique power of radio to touch lives and bring people together across every corner of the globe. It was proclaimed on 3 November 2011 by UNESCO’s 36th General Conference after originally being proposed by the Kingdom of Spain.
Following a request from the Spanish Radio Academy, on 20 September 2010, the Kingdom of Spain proposed that the UNESCO Executive Board include an agenda item on the proclamation of a World Radio Day. UNESCO’s Executive Board approved the agenda item in its provisional agenda, for the proclamation of a “World Radio Day” on 29 September 2011.
The Board recommended to the UNESCO 36th session of the General Conference that it proclaim a World Radio Day at its 36th session, and that this day be celebrated by UNESCO on 13 February, the anniversary of the day the United Nations established United Nations Radio in 1946. It also invited all United Nations Member States, organizations of the United Nations system and other international and regional organizations, professional associations and broadcasting unions, as well as civil society, including non-governmental organizations and individuals, to duly celebrate World Radio Day, in the way that each considers most adequate.
The Board further requested that UNESCO’s Director-General brought the resolution to the attention of the Secretary-General of the United Nations so that World Radio Day could be endorsed by the General Assembly and celebrated by the whole system. The matter was subsequently treated by UNESCO’s General Conference, which adopted resolution contained in the file 36 C/63. World Radio Day was thus unanimously proclaimed by all Member States of UNESCO in November 2011.
In December 2012, The General Assembly of the UN endorsed the proclamation of World Radio Day, thereby becoming a Day to be celebrated by all UN agencies, funds and programmes and their partners through File A/RES/67/124. Various radio industry bodies around the world are supporting the initiative by encouraging stations in developed countries to assist those in the developing world.At UNESCO, the consultation, proclamation and celebrations were handled by Mirta Lourenco, Chief of the Sector for Media Development.
This year’s theme is “Radio and Sports”. As we look forward to a year of momentous sporting events that have the ability to unite the hearts and minds of people everywhere, World Radio Day 2018 will celebrate the traditional sports that connect us to our cultural heritage, the grassroots sports that anchor us within our communities and the inspiring stories that challenge gender stereotypes and provide positive role models for young people around the world.
The theme for 2018 is all about the alliance of sport and radio as a force for civic participation and development as well as for celebrating humanity in its diversity. RTMNU fails to give honorarium for ‘Earn and Learn’ scheme: Nearly two hundred students of Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU) have been deprived of their honorarium for the work done under the ‘Earn and Learn’ Scheme. Once again they have to face the problem. 200 students in 2017 were selected while in 105 in 2016. The students had demanded that all the students should get work who have applied under this scheme.
Readily, the Nagpur University released three list under which the students were given work. No doubt the university promptly gave work to the students but failed to give honorarium. Every year the students are given honorarium late. Under this scheme for 3 hours work students are paid Rs 150 per day. The students work in various department of university as well as law college. The students of the previous batch had demanded that their honorarium be hiked.
Nagpur University’s Students Development Department’s Director Dilip Kawadkar said that this year more students were taken under this scheme and so the file was returned by the Finance Department and once again it was sent back to the department. And now soon the students will be given honorarium. Students should not worry as they will soon be given honorarium, he added.
Facial recognition technology from Apple and Samsung will prompt other manufacturers to include the feature in their devices, a report said on Thursday, adding that one billion smartphones will have some form of a facial recognition for unlock solution in 2020. According to a report by market research company Counterpoint Research, this development could lead to facial recognition becoming the de-facto standard for unlocking phones and the gradual elimination of fingerprint sensors in smartphones.
“The diffusion of facial recognition technology into lower tier price bands will be faster than any other flagship feature due to 2D facial recognition being native on the Android platform,” said Pavel Naiya, Senior Analyst at Counterpoint Research.
“However, according to our estimates, close to 60 percent of all smartphones with facial recognition will use 3D technology in 2020. Data collected from multiple 3D sensors will assist emerging technologies like Augmented Reality, Virtual Reality and Artificial Intelligence to widen their use cases,” he added.
When talking about biometrics in terms of security and convenience, the firm found that convenience is generally more important than security to most consumers. “There are certainly situations where looking directly at a smartphone will be inconvenient, such as when walking briskly along a crowded street”, Peter Richardson, Research Director at Counterpoint Research, added.
“In such cases, a fingerprint sensor may well be more convenient and quicker as it does not require the user to look directly at the device and could even be unlocked as it is being removed from the user’s pocket or bag,” Richardson added.
“Face ID is well-suited for applications that require higher security, such as mobile payments, and where speed is not necessarily of essence. In such cases, consumers may be happy to wait longer, say 2-3 seconds, in return for a much higher level of security,” added Richardson.
Even though companies have been working on contactless authentication, predominantly to accommodate larger screens, Counterpoint Research said that the fingerprint sensor is far from dead. Counterpoint’s Component Tracker estimated that more than a billion smartphones sporting fingerprint sensors will be shipped in 2018
Instagram is testing a feature that will show users when someone else takes a screenshot of their story. Users included in the test are getting a warning that the next time they take a screenshot of a friend’s story the friend will be able to see it, as shown below:
And users who are participating in the test can see who took a screenshot of their story by going to the list of story viewers and seeing a new camera shutter logo next to anyone who took a screenshot of their photo. To be clear, creators won’t get a specific notification when someone takes a screenshot of their story, it will only show up in their list of story viewers.
In a statement provided Instagram acknowledged the test, saying “we are always testing ways to improve the experience on Instagram and make it easier to share any moment with the people who matter to you.”
Instagram is likely using this test to see if the feature has any noticeable impact on engagement, before deciding whether or not they’ll roll it out to all users. For example, there’s a chance that some users may end up watching less stories over time if they aren’t able to take screenshots without notifying the creator.
Prior to this test the only screenshot notifications on Instagram were when someone took a screenshot of a private direct message. Anyone could take a screenshot of someone’s photo or story without notifying the creator. Notably, users can rewatch stories as many times as they want within 24 hours, with the creator unable to see exactly how many times one person watched it.
If rolled out, this feature would essentially align Instagram with Snapchat in terms of how the platform deals with screenshots. Any screenshot of a direct message triggers a notification to the sender, but a screenshot of a story will just result in a notation being placed next to the offender’s name in the viewer analytics tab.
India could lose the hosting rights of the 2021 ICC Champions Trophy and any future International Cricket Council-organised tournaments if the Indian government does not provide tax exemptions to the world governing body.
The ICC, in a meeting on Friday, expressed its concern about the absence of a tax exemption in India, which it said was a “standard practice for major sporting events” around the world.
In a press release, the ICC said that it will continue to talk to the Indian government regarding the matter along with the Board of Control for Cricket in India. However, it directed the ICC management “to explore alternative host countries in a similar time zone for the 2021 ICC Champions Trophy”.
This means that India could lose the tournament’s hosting rights for 2021 ICC Champions Trophy to neighboring countries such as Sri Lanka or Bangladesh.
“The Indian government used to give tax exemption to the ICC till the 2011 World Cup,” a BCCI official told The Times of India. “However, in the case of the 2016 World Twenty20, which was held in India, the government refused to give any tax exemption. The ICC and its media rights holder Star Sports made repeated requests in this regard, but the tax authorities didn’t budge. Star Sports thus had to pay 10% TDS on its media rights income for the event.”

However, another unnamed BCCI official told The Indian Express that this was “nothing but an attempt to pressurise the Indian government” and warned that the ICC “may regret taking any decision that may be detrimental to BCCI’s interests”.
The same official then targeted ICC chairman Shashank Manohar, who in his capacity as BCCI president in 2009 had moved the Indian Premier League to South Africa in 2009. “The comment made by him then, that the IPL was shifted out due to the attitude of the Indian government, was made against the will of the BCCI’s Working Committee and was one of many blunders of Mr Manohar that cost the BCCI deeply,” the official said.
“It would be another blunder by another organisation being headed by the same man to unnecessarily rub the Indian government the wrong way, especially after the support that the government extended during the conduct of the ICC World T20 in 2016,” the official added.

Modi’s scheme for pursuing PhD courses at IITs and IISc will help convert brain drain into brain gain.
Modi government is rolling out the mother of all scholarships for India’s best brains. As part of its move to stop them from taking up research scholarships abroad, the Cabinet has cleared the PM Research Fellowships (PMRF) for students of higher education institutions like the IITs, IISERs and NITs, which will also be the country’s most lavish paid scholarships to date.
Lavish it is. The PMRF includes monthly scholarships of Rs 70,000 to Rs 80,000 and annual research grants of Rs 2 lakh for select scholars. The Centre has approved an allocation of Rs 1,650 crore for these fellows to be spent over three years.
“The scheme will go a long way in tapping the talent pool of the country for carrying out research indigenously in cutting edge science and technology domains,” Union human resource development minister Prakash Javadekar said.
The minimum eligibility for aspirants will be a cumulative grade point average (CGPA) of 8.5. The minister said that the scheme will be rolled out from the 2018-19 academic session.
Under the scheme, students who have completed or are in final year of B.Tech or integrated M.Tech or M.Sc in science and technology streams at IISc, IITs, NITs, IISERs, IIITs will be offered direct admissions in PhD programmes in IITs and IISc.
Students, who would fulfil the eligibility criteria and get shortlisted, would be offered a fellowship of Rs 70,000 a month during the first two years, Rs 75,000 per month during the third year and Rs 80,000 per month during the fourth and the fifth year.
A research grant of Rs two lakh each will also be provided to the fellows for a period of five years to cover their foreign travel expenses for presenting research papers at international conferences and seminars.

Reacting strongly to the viral video in which Karnataka Congress Social Media head Ramya is seen talking about fake social media accounts, the actor-turned-politician said that the “video has been edited” for the BJP’s convenience.
In a series of tweets, She went on to explain that the video had been edited out of context.
“I was explaining the difference between bots, fake accounts and multiple accounts to a question from the audience. To the question, I had answered saying that if they wanted to express their own view then to do so on their individual handle, not on an official account,” She said.
In the video, Ramya is seen saying, “So today, you will create three accounts in the names of others. Fake accounts are bots, meaning robots or machines. One person can have multiple accounts. There is nothing wrong with that. I have my personal account on Facebook and also another page.”
On Tuesday evening, BJP social media convenor Balaji Srinivas had tweeted the video stating that Ramya had advised Congress workers to create fake accounts.
“Sandalwood queen Ramya explains how to create fake accounts in social media,” Balaji Srinivas had tweeted.
Ramya refuted the claims and said that the BJP was resorting to “diversion tactics” after she had called out MP Rajeev Chandrashekhar on Twitter.
On Tuesday, Ramya had tweeted a list of questions to the MP. The tweet came in the wake of the Congress-BJP Twitter war after Prime Minister Narendra Modi accused the Karnataka government of corruption.

Veteran Bollywood lyricist-scriptwriter Javed Akhtar has come out in support of playback singer Sonu Nigam, who was embroiled in a controversy for criticising the use of loudspeakers in the mosques last year.
Javed Akhtar has urged people to not use loudspeakers in mosques. He took t his Twitter account and wrote, ‘’This is to put on record that I totally agree with all those including Sonu Nigam who want that Loud speakers should not be used by the mosques and for that matter by any place of worship in residential areas. (sic).’’
On April 17, 2017, Sonu had described the loud sermons from the loudspeakers as hooliganism in a series of tweets. He had tweeted, “God bless everyone. I’m not a Muslim and I have to be woken up by the Azaan in the morning. When will this forced religiousness end in India (sic).’’
Though Sonu Nigam spoke about loudspeakers atop temples and gurudwaras too, his outburst was construed as being against ‘azaan’ and Islam. This was followed by a fatwa being issued against Nigam by Kolkata-based cleric, Syed Sha Atef Ali Al Quaderi, who asked him to shave off his head for his tweets.
Following this, the Kal Ho Naa Hosinger also quit Twitter on May 24, 2017 as his tweet against early morning azaan stirred a huge controversy. He faced flak from religious extremists for voicing his views on social media, besides a few who understood his expression about religion and patriotism.
He had said, “I quit Twitter today in defiance of this one-sided sham. Every logical, sensible patriot and humanist should. I am sorry I don’t belong to a place which spews so much venom with such Relish! A place that taints me anti-muslim in some losers’ minds.” He said he had no religion and follows his own religion choosing the best from everywhere. “Those who understand, know; those who don’t, my condolences. I don’t belong to a place where some Pseudo Intellectuals actually turn a Blind Eye to the unprecedented slap I gave to the Fatwa proclaimers on me. I am no Right Wing, No Left Wing. New Delhi: An estimated 2.53 lakh central government jobs were generated in the last two years, reveals an examination of Union budget 2018-19. According to the budget documents, presented by Finance Minister Arun Jaitley on Thursday, the estimated workforce of central government establishments will be 35.05 lakh as on March 1, 2018.
This is 2.53 lakh more than the headcount of 32.52 lakh in March 2016. About 2.27 lakh jobs are estimated to have been added in central government departments between 2016 and 2017. An estimated 34.8 lakh people were working with central government departments as on March 1, 2017, the budget documents say.
Though the lion’s share of jobs has been added in police departments, the numbers have also gone up in various ministries and departments. A reading of the budget papers, which gives a sector-wise break-up, details how the numbers stack up.
The budget says, for instance, that the Department of Agriculture, Cooperation and Farmers’ Welfare will add 1,944 jobs by March 1. Its actual strength in 2016 was 3,996. Similarly, about 1,519 new jobs are estimated to have been added by the Department of Animal Husbandry, Dairying and Fisheries between 2016 and March 2018.
The department’s estimated strength on March 1 will be 3,861 against 2,342 in March 2016. The Department of Atomic Energy is estimated to have added 6,279 jobs between March 1, 2018 and 2016. Its actual strength on March 1, 2016 was 30,639 and it is projected to be 36,918 by next month, the documents say.
The Ministry of Civil Aviation had a strength of 1,145 personnel in 2016 and will add 1,197 jobs by March. Similarly, 3,024 jobs will be added by Ministry of Culture by next month, against its strength of 7,675 on March
1, 2016.
The Home Ministry (excluding police force, cabinet and police departments under it) will add 5,836 more personnel to take its strength to 26,188 by next month. About one lakh more workforce is estimated to have been added in police departments under the home ministry to take the total headcount to 1,125,093 by March 2018.
The strength of police departments under the central government was 10,24,374, as on March 1, 2016. There will be an estimated increase of 1,196 persons in the Ministry of External Affairs by March 2018 as against its actual strength of 9,672 in 2016, the budget documents say.
The Ministry of Environment, Forest and Climate Change is estimated to add 2,234 more jobs by March to take its strength to 5,119 as against 2,885 in 2016, it said. An estimated 772 people will be part of the workforce of the Minority Affairs Ministry by next month. Its actual strength in 2016 was 774.
The Mines Ministry will have 772 more personnel to take its strength to 8,562. There were 7,790 personnel employed with the ministry in 2016, the documents say. The numbers of jobs in other government departments are also given in the document.
Mind-reading tech can tell which song you are listening to! : Berlin, Feb 4 Scientists have developed a new technique that can ‘read’ your mind and identify the songs you are listening to.
The technique, developed by researchers at D’Or Institute for Research and Education in Brazil and University Hospital Leipzig in Germany, paves the way to new research on reconstruction of auditory imagination and inner speech.
It can also enhance brain-computer interfaces in order to establish communication with locked-in syndrome patients.
In the experiment, six volunteers heard 40 pieces of classical music, rock, pop, jazz, and others. The neural fingerprint of each song on participants’ brain was captured by the MRI machine while a computer was learning to identify the brain patterns elicited by each musical piece.
Musical features such as tonality, dynamics, rhythm and timbre were taken in account by the computer.
After that, researchers expected that the computer would be able to do the opposite way: identify which song participants were listening to, based on their brain activity – a technique known as brain decoding.
When confronted with two options, the computer showed up to 85 per cent accuracy in identifying the correct song, which is a great performance, comparing to previous studies.
Researchers then pushed the test even harder by providing not two but 10 options to the computer.
In this scenario, the computer correctly identified the song in 74 per cent of the decisions.
In the future, studies on brain decoding and machine learning will create possibilities of communication regardless any kind of written or spoken language.
“Machines will be able to translate our musical thoughts into songs,” said Sebastian Hoefle, researcher from D’Or Institute.
According to Hoefle, brain decoding researches provide alternatives to understand neural functioning and interact with it using artificial intelligence.
How can Facebook promote meaningful interaction between users? By letting them downvote inappropriate comments to hide them. Facebook is now testing a downvote button on a limited set of public Page post comment reels, the company confirms to TechCrunch. But what it does with signals about problematic comments could raise new questions about censorship, and its role as a news editor and media company.
A Facebook spokesperson tells that the motivation behind the downvote button is to create a lightweight way for people to provide a signal to it that a comment is inappropriate, uncivil, or misleading.
Here’s the statement Facebook provided: “We are not testing a dislike button. We are exploring a feature for people to give us feedback about comments on public page posts. This is running for a small set of people in the U.S. only.”
When tapped, the downvote button hides a comment, and gives users additional reporting options like “Offensive”, “Misleading”, and “Off Topic”. Those could help it figure out if the comment is objectionable, a form of “fake news”, or just irrelevant. Facebook already has a “Hide” button for comments, but it’s usually hidden behind the drop-down arrow on comments rather than immediately clickable.
According to Facebook, this is a short-term test that doesn’t affect the ranking of the comment, post, or Page. It’s designed as a way to give feedback , not the commenter, and there will be no publicly visible count of how many downvotes a comment gets. The test is running for 5% of Android users in the U.S. with language set to English. The downvote button only appears on public Page posts, not on posts by Groups, public figures or users. There’s currently no plan to expand the test as is.
Not A Dislike Button
A dislike button has long been the most requested Facebook feature, but Facebook has never given in.
Back in 2015, CEO Mark Zuckerberg responded to a Q&A question about it, saying: “We didn’t want to just build a Dislike button because we don’t want to turn it into a forum where people are voting up or down on people’s posts. That doesn’t seem like the kind of community we want to create.”
Instead, Facebook built the Reactions options that let you respond to posts and comments with love, wow, haha, sad or angry emoji and also built reactions into Messenger with the option to give messages a thumbs-up or thumbs-down so you could show agreement or disagreement.
WhatsApp has begun testing a new payments feature in India that will allow people to send money to other WhatsApp users, excluding merchant accounts. The feature is currently in beta, according to sources familiar with the company’s plans, but hasn’t been publicly announced because it’s not widely available at this time.
The company has been working on support for a payments feature for some time, which would take advantage of UPI (Unified Payments Interface) and include support by a number of Indian banks, including State Bank of India, ICICI Bank, HDFC Bank, and Axis Bank.
Beta testers have now found that this functionality is live, with a large list of supported banks displayed in the WhatsApp user interface.
According to screenshots posted to Twitter and elsewhere, including this post from the blog iPhoneHacks, those who have gained access to the new functionality will see a payments feature appear in their WhatsApp Settings menu.
Users must then configure the feature by first verifying their phone number via SMS and choosing a bank. The option to send a payment is then available from the main WhatsApp interface, in the same area where you can also share a photo, video, file, contact or location into your chat session.
The Facebook-owned company had received approval from the Indian government to integrate UPI into its messaging service last July in order to implement payments, according to The Economic Times.
The addition puts WhatsApp into competition with other messaging services that already support payments, including the recently launched Tez from Google and Tencent-backed Hike, for example, as well as digital wallet platform Paytm, which expanded into messaging in order to take on WhatsApp more directly.
However, WhatsApp’s support for payments is highly anticipated because of the app’s huge popularity among Indian users. India is WhatsApp’s largest market with over 200 million users active daily users. In fact, it’s so heavily used in that country that it’s even led to issues as Indians grapple with the social norms involving daily messaging ranging from phones’ storage filling up with “good morning” messages, to drama over exiting family group chats.
The potential for WhatsApp to dominate Indian P2P payments is strong, given that millions of people have come online in the region thanks to lower-cost data plans and cheap smartphones. The country even surpassed the U.S. for combined iOS and Android downloads for the first time in Q4 2017, according to App Annie, as smartphone adoption is surging.

The Union Cabinet approved the establishment of 24 new medical colleges in unreserved areas.

Every year 1000 best students will do their research in IIT and IIMC. This research will not be an ordinary search but will be based on subjects like Nano Technology, Artifical Intelligence, Developing New Material etc. For PM Research Fellowship the best students from final year students doing their BTech from IIT, NIT, Triple IT and ICSSR will be selected. During PhD they will get scholarship. For the first and second year the students will be given Rs 70,000 per month as scholarship, Third year Rs 75,000 and fourth and fifth year Rs 80,000 per month. Soon after this they will get a job of Assistant Professor directly. The main aim is to stop good students from going out and to boost the research.

The 29-year-old run-machine slammed his 34th one-day hundred in the third ODI against South Africa on Wednesday, once again playing a pivotal role in a massive India win.
“Look, I am going to be 30 this year…I want to play this kind of cricket even when I am 34-35. That’s why I train so much because I am a guy who likes to play with intensity. Once that is gone, I don’t know what I am going to do on the field,” Kohli said reflecting on his unbeaten knock of 160, which guided India to a 124-run triumph for an unassailable 3-0 lead in the series.
“I try to protect that. I try to train as much as I can. Keep a check on my diet. Those things pay off on days like these – when the team needs it and you stand up, and you are able to pull through. As an athlete you crave for days like these,” he added.
Kohli said Wednesday’s hundred was special in the sense that he had to continuously change his game through the innings. He said these were hard-earned runs on a tough wicket against a good bowling attack.
“International runs are never easy. They are hard-earned. Some might come on more batting-friendly pitches, but I think with their attack and the pace and bounce they were getting initially, you had to adjust your game.
“Then the wicket got considerably slower after the 30th over, so you had to again adjust your game, and make sure that with wickets falling, you continued adjusting through the innings,” Kohli said.
Kohli said thinking of the team’s requirements helps him gloss over the physical strains of playing a marathon knock.
“I was pleased from that point of view that I was able to bat through because I was struggling with a bit of cramp around the 90s. Then wickets kept falling. I decided to hit out, because I thought I might not have enough energy left.
“Amazing things can happen when you are thinking about the team all the time. You can push your body beyond limits that you might not push yourself otherwise. I experienced that today, and that was an amazing feeling,” he added.
This was Kohli’s second highest ODI score. He also became the first Indian batsman to score a hundred against South Africa at Newlands. Overall, he scored his 12th ODI hundred as Indian skipper, going past Sourav Ganguly’s record of 11 centuries.
Kohli said that there is a marked difference in how he approaches scoring runs when batting first and when chasing.
“Today I wanted to accelerate at different times. When Shikhar Dhawan was batting, my job was to take singles and keep rotating the strike, to be able to get the partnership going. When he got out, I wanted to accelerate but we lost 2-3 wickets immediately.
“When batting first, you switch roles – one guy is aggressor and you become the guy who is rotating strike. When he goes, you take that role up and another guy rotates strike. That is how it is usually done,” he said.
While chasing, Virat Kohli said, it is easier to compartmentalise since the target is already there to be chased.
“Batting second is very different in terms of knowing what you need to do, when to accelerate, when to keep those singles coming, etc. Batting first, you want to score as many as possible but sometimes the situation doesn’t allow you to play in a certain way that you want to throughout the innings,” he explained.
India have now won three matches in a bilateral ODI series in South Africa for the first time. So much so, they are now on the cusp of a series win should they win the fourth ODI in Johannesburg on Saturday.
Given South Africa’s problems against wrist spin, there is a possibility of a 6-0 scoreline as well, even if Kohli didn’t agree to it just yet.
“We have to make sure we’re not letting our guard down because we worked really hard from that last Test to win four games in a row on a tough tour of South Africa. We are really proud of ourselves as a team but I think the job is not even half done yet.
“It’s quite a far-fetched thing and still three games to go in the series,” he said about the possibility of a 6-0 whitewash.
Virat Kohli promised to up the ante in the remaining three games. “Biggest positive out of today, with 3-0 up, is that there is no way we can lose the series now. That is certainly something that lifts the team even more. As I said, we would have more intensity and more passion when we step out for the fourth game,” Kohli signed off.

Ramallah: The Palestinian Presidency on Wednesday welcomed the “historical and significant” visit of “grand guest” Indian prime minster Narendra Modi ahead of his visit to Palestine on 10 February, the first ever prime ministerial visit from India to Palestine.
“The Palestinian Presidency welcomes the historic and important visit of Prime Minister Narendra Modi to the city of Ramallah on Saturday, the first of an Indian prime minister to Palestine,” Palestinian news agency WAFA reported. “The visit is considered historical, because it will be the first for an Indian prime minister to visit Palestine,” the report said.
Palestine president Mahmoud Abbas will welcome Modi at the presidential headquarters in Ramallah, where the two will discuss issues of mutual interest and the latest political developments in the region. “The Presidency announced that President Abbas and his guest, Prime Minister of India, will hold a session of important talks, which will address the latest developments in the political process in the region because of the weight of India’s international weight.”
The statement said bilateral issues between the two countries and regional issues of relevance will be on the agenda. “The Presidency said the visit will be a unique chance to express appreciation for India’s ongoing support and positions that support peace and Palestinians’ right to freedom and independence,” the report said.
India has been continuously supporting the Palestinian cause at various international fora. New Delhi voted in the UN General Assembly in December 2017 against US president Donald Trump’s unilateral recognition of Jerusalem as the capital of Israel. “The meeting will also discuss the regional and international situations of common concern, stressing that the visit will also be an opportunity to thank India for its continued support and support for peace and the right of our people to freedom and independence,” the WAFA report said.
The visit will witness the signing of a number of bilateral agreements between the two countries “aimed at strengthening the bonds of friendship between the Palestinian and Indian peoples and enhancing cooperation in a number of important fields”. “President Mahmoud Abbas will hold a luncheon in honour of the grand guest of Palestine and his delegation, followed by a press conference for the two leaders,” the report stated.
Modi will visit Ramallah on Saturday on the first leg of his three-nation tour that will also take him to the United Arab Emirates and Oman.
This will be the fourth meeting between Narendra Modi and Abbas after their meetings on the sidelines of the UN General Assembly in 2015 and in the Paris climate summit later that year and the Palestinian President’s visit to India in 2017.
India has contributed immensely to Palestine’s nation-building efforts, including infrastructure development and capacity building. Since the historic visit of then President Pranab Mukherjee to Palestine in 2015, work on projects worth $30 million in Palestine has commenced. This apart, the visit is also aimed at deepening the huge bilateral agenda, including cooperation in the areas of health, IT, tourism, youth affairs, sports and agriculture.
The visit will also de-hyphenate Israel and Palestine in terms of India’s foreign policy perspective after Modi’s standalone visit to Israel in July 2017.
Walmart Inc is offering to double the valuation of Flipkart to about $20 billion for a large stake in the Indian e-commerce leader.
The world’s biggest brickand-mortar retailer has sought a route to majority as it embarks on a renewed online push to take on Amazon in the US and across the world, people directly aware of the matter told TOI. The ongoing talks between Walmart and the Indian etailer entail multiple options, including one to buy out Flipkart’s numerous early shareholders, paving the way for a substantial interest, people in the know said.
At present, SoftBank is the largest shareholder in Flipkart with a 23.6% stake followed by Tiger Global with 20.5% and Naspers with 13%. Founders Binny and Sachin Bansal hold around 10%.
Walmart could spend anywhere between $5-10 billion if the offer to buy a large stake finds favour with Flipkart, making it one of the largest cross-border deals in India, sources added.
Walmart is firming up its interest in Flipkart almost eighteen months after the talks first began between the two companies. “Post the diligence, Walmart’s offer involves one-fifth in primary capital with the rest of the transaction being secondary sale of shares to Walmart by existing investors. Walmart wants to start ahead of Amazon and India will be the only market where it can possibly do that by investing in Flipkart, which is being valued at $18-20 billion,” a person privy to the details of the deal said.
SoftBank, which through its gargantuan-sized Vision Fund ploughed $2.5 billion into Flipkart last year, is not expected to pare down its shareholding. The financing round, which was a combination of primary and secondary share purchases, had pegged Flipkart’s blended valuation last year at around $10 billion.
While Flipkart’s long list of early financial investors like Tiger Global may explore the Walmart offer to cash out, the response from some of the other significant shareholders in Flipkart, such as South African media and internet group Naspers and China’s Tencent, to the Walmart proposal will be closely watched, sources indicated. Founder Bansals and the senior management will stay the course.
Discussions between Flipkart—which is fighting a bruising, cash-guzzling battle with Jeff Bezos’s Amazon here in India—and Walmart have passed the preliminary stages, though the final contours and timelines of the deal-making was still being decided, another person in the know said. The Economic Times earlier this month reported about Walmart’s ongoing discussions with Flipkart to pick up a minority 15-20% stake in the Bengaluru-headquartered online retailer.
When contacted by TOI, both Walmart and Flipkart spokespersons said that as a policy they don’t comment on speculation.
Walmart has been building anti-Amazon alliances to counter the Seattle-based online behemoth. To turn on the heat on Amazon, last month the retailer forged a partnership with Japan’s Rakuten, as they announced a joint venture to sell online groceries in Japan and e-books and audiobooks in the US.Walmart’s recent investments in e-commerce have helped it shore its online revenues and grow it by 50% in the US. A lot of the focus on online retail has come after Walmart acquired Jet.com for $3 billion and its founder Marc Lore came on board in late 2016. Lore is the president of Walmart.com.
It is starting to become clear that financial investors alone cannot help Flipkart fight Amazon, which has billions of dollars to deploy in India. The stake sale to Walmart is a natural progression for India’s largest consumer internet firm, industry commentators said. Flipkart had explored an investment from China’s Alibaba in the past but those talks did not fructify into a deal.
After going through a sluggish period and a series of valuation markdowns, from the highs of $15.2 billion in mid 2015, SoftBank’s entry had seemingly soothed nerves of several existing investors in Flipkart.

London: Facebook has filed a patent application for a technology that will automatically detect the users` socio-economic status and segregate them into one of three classes — working class, middle class or upper class.
According to the patent, the social media giant wants to build a system that collects users` personal data, such as education, homeownership and internet usage, in order to predict their socio-economic status, Dailymail reported on Saturday.
The patent, that was made public on Friday, suggested an algorithm that might improve Facebook`s targeting capabilities, helping it serve up more relevant advertisements to users.
“By predicting the socio-economic groups of users, [Facebook] is able to help the third party present sponsored content to the target users,” the patent read.
“Third parties are able to effectively promote their products or services, and the online system can provide a more engaging user experience to users,” it added.
Facebook would ask the users what is their age and from there, it would throw questions that would be seemingly relevant to users of that age group.
“In the filing, 20 to 30-year-olds are asked how many Internet devices they own, while 30 to 40-year-olds are asked whether or not they own a house,” the report said.
However, it is still unclear if the patent will ever actually be used for user targeting.
The social media giant might also consider other information like a person`s travel history, what kinds of devices the user owns, how many Internet-connected devices they own and what their highest level of education is, to know the socio-economic status.
Interestingly, Facebook has skipped the income question acknowledging that users might not be comfortable telling about how much they earn per year, the report said.
“Online systems often do not have information about the income of users, for example, because the users are typically not inclined to share income information, which may be sensitive information, on online systems,” the daily quoted the patent as saying.
Facebook could also refer to the “actions performed by the user on Facebook.”
Tips For Healthy Hair : People have always been gullible where their hair is concerned. This is not true. Dandruff is believed to be associated with an overgrowth of a fungus commonly found on the skin and scalp, called Pityrosporum ovale. Though it can be difficult to prevent dandruff completely, it can be controlled. The condition may also improve as one gets older.
Anti-dandruff shampoos containing the antimicrobials selenium sulphide or zinc pyrithione are helpful for mild dandruff. They are widely available and are also active against the fungus Pityrosporum ovale. In cases of persistent or severe dandruff antifungal shampoo containing ketoconazole provides a mild, yet effective treatment. The shampoo should be used twice a week for two to four weeks. After that, it should be used every one to two weeks to prevent dandruff coming back.
Healthy hair care routine needs to be changed if the hair becomes dry, lifeless and dull; there are split ends and breaking hair; itchy or sore, flaky scalp; lank and greasy hair; or frizzy, unmanageable hair. While changing hair products, it has to be understood that no product can intrinsically change the structure of the hair, but good quality products can leave it looking shiny and healthy. More expensive products often go further because they are more concentrated, so they need to be used less.
Washing hair every day with a quality shampoo would invigorate the scalp and leave the hair healthy and shiny. It is not necessary to change the shampoo regularly because as long as a shampoo is suited to a person’s scalp and hair type, one should get fine results every time. If hair is not washed regularly, it will just get dirtier and could result in an irritated, itchy scalp and greasy, lank hair.
A conditioner is advisable for all, except for people with very short hair. The key is not to massage the conditioner into the scalp, but only to be applied to the body and tips of the hair. And lastly, rinsing with cold water makes the hair shinier as cold water helps to close the cuticle layer on the hair strand and helps conditioner work better, leaving the hair more lustrous.

Prime Minister Narendra Modi, who was addressing an election rally in Bengaluru, Rahul Dravid’s home-town, on Sunday recognised the former cricketer’s role in India’s Under-19 World Cup title victory.
Hailing Dravid’s role as the head coach of the team, the Prime Minister said the former inspired honesty and unselfishness.
“Our Under-19 cricket team won the World Cup yesterday. Their head coach Rahul Dravid was a significant factor behind this victory. He teaches us to work honestly and live for others,” Prime Minister Modi said.
The colts, on Saturday, crushed Australia by eight wickets to lift their overall fourth ICC Under-19 World Cup, at Bay Oval in Mount Maunganui, New Zealand.
Dravid’s reference in the rally came when Prime Minister Modi was attacking the Congress government in Karnataka over corruption. Both the Congress and the Bharatiya Janata Party (BJP) have kick-started their election rallies in the state, which is heading for legislative assembly elections in April-May this year.

President Ram Nath Kovind and Prime Minister Narendra Modi on Saturday congratulated the Indian team, who crushed Australia by eight wickets to lift their overall fourth ICC Under-19 World Cup.
“Congrats to India’s talented young cricket team for winning the Under-19 World Cup. Calmness and composure of our boys embellishes their skills. Proud of captain Prithvi Shaw and his mates, as well as of coach Rahul Dravid and the hard-working support staff,” President Kovind wrote on Twitter.
Prime Minister Modi, on the other hand, said he was absolutely thrilled by the stupendous achievement of the Under-19 team. “Absolutely thrilled by the stupendous achievement of our young cricketers. Congratulations to them on winning the Under-19 World Cup. This triumph makes every Indian extremely proud,” PM Modi tweeted.
Meanwhile, Minister of State for Youth Affairs and Sport, Col. Rajyavardhan Singh Rathore (Retired) also wished the team, which was coached by former India captain Rahul Dravid.
“Congratulations to each and every team member of the Indian Under-19 cricket team, including their captain and their coach’Rahul Dravid. I am sure, they have worked very hard which can be reflected in the way that they have won this championship,” said Rathore.
He also complimented the Board of Cricket for Control in India for being able to generate revenue and using the same for the betterment of the sport at the grassroots level. “I think this is an example that other federation should follow,” the minister said.
Indian opening batsman Manjot Kalra grabbed the eyeballs with his unbeaten 101-run knock as the Men in Blue chased down the target of 217 in just 38.5 overs in the finals of the ICC Under-19 World Cup. It was an all-around performance from the Men in Blue as the spinners sent shivers through the Australian batsmen’s spines with their magical spell, followed by a magnificent show with the bat.
Kamlesh Nagarkoti was the pick of the bowlers for India with three wickets while Ishan Porel and Shivam Mavi bagged two wickets each. Manjot Kalra was adjudged as ‘Man of the Match’ while Shubman Gill was awarded ‘Player of the Tournament’.
Astrophysicists have discovered a group of planets outside of the Milky Way for the first time, through the use of microlensing. The identified objects range from a mass of the moon to the mass of Jupiter.
The findings were published in the Astrophysical Journal Letters. The discovery was led by scientists from the University of Oklahoma. They have applied microlensing to data taken from NASA’s Chandra X-ray Observatory to focus on a galaxy known as RX J1131-1231, which is about 3.8 billion light-years away, according to CNet.
Xinyu Dai, a professor in the Homer L. Dodge Department of Physics and Astronomy, OU College of Arts and Sciences, said they are excited about the discovery. He further noted that this is the first time that anyone has identified the planets outside the Milky Way. He added that these small planets are the best candidate for signature, as they observed in this study using the microlensing technique. The team evaluated the high frequency of the signature by modeling the date to identify the mass, according to Dai.
Microlensing is a method used in detecting planets at vast distances from the planet Earth. It gauges how the gravity of the object bends the light of an aligned and even more distant object behind it

Eduardo Guerras, one of the scientists who discovered the planets, and a postdoctoral researcher from OU, explained how powerful the extragalactic microlensing is. He further said that the galaxy is located 3.8 billion light-years away and there is no chance of identifying the planets directly, not even with the use of the best telescope. On the other hand, they were able to detect them and uncover their visibility and determine their masses. He described the discovery as “cool science,” as noted byPhys.org.

Prime Minister Dmitry Medvedev has approved the deployment of Russian warplane on a disputed island near Japan, accelerating the area’s militarization at a time when Moscow’s ties with Tokyo are strained over the roll-out of a U.S. missile system.
In a decree published late on Thursday, Medvedev allowed the Russian Defence Ministry to use a civilian airport on the island of Iturup as it is known by Russia, or Etorofu as it is known by Japan, for its warplane.
The island was one of four seized by Soviet forces at the end of World War Two and is located off the north-east coast of Hokkaido, Japan’s biggest prefecture. The dispute over the islands, known as the Kuriles in Russia and the Northern Territories in Japan, is so acrimonious that Moscow and Tokyo have not yet signed a peace treaty to mark the end of the war.
Medvedev’s decree is the latest step in a Russian military build-up that has seen Moscow deploy some of its newest missile defense systems to the islands and plan to build a naval base there even as it continues talks about the territorial dispute.
The decree was published days before deputy foreign ministers from the two countries are due to hold talks about co-operation on the disputed islands and at a time when Russia is concerned that Japan is allowing Washington to use its territory as a base for a U.S. military build-up in north Asia under the pretext of countering North Korea.

It is unclear whether Russia will permanently deploy warplanes to the disputed island, which hosted a Soviet air base during the Cold War, or use its airport as and when needed.
The Kommersant daily cited an unnamed military source as saying the move would give the Russian military more options.
“This move should show the aerodrome’s readiness for fighter planes that patrol our borders to be temporarily based there,” the source was quoted as saying.
The same source was quoted as saying that Russia was particularly concerned about a Japanese plan to deploy more Aegis U.S. missile systems in its Akita and Yagamata prefectures.
The Japanese embassy in Moscow did not immediately respond to a request for comment, but Kommersant cited it as saying that the new Russian move would boost Moscow’s military power on the disputed islands.
That contradicted Japan’s own stance on the dispute, it was cited as saying, but Tokyo would keep trying to resolve the problem through talks.
No other team would have dominated an ICC Under 19 Cricket World Cup tournament as the Prithvi Shaw-led and Rahul Dravid-coached Indian team did at this year’s edition in New Zealand, clinching a record fourth title after winning all their games in the tournament. .
India had previously won the tournament in 2000, 2008 and 2012.
This is the 12th edition of the tournament which started in 1988. The inaugural event was won by Australia. The team from Down Under were also victorious in 2002 and 2010. The previous edition in 2016 was won by West Indies, which was their first win.
England were the winners in 1998 while Pakistan were the consecutive champions in 2004 and 2006. South Africa were the U19 World Cup winners in 2014.
The sub-continent team achieved the feat without losing a single game in the tournament. They won all of their six games including the final.
Batting first in the final, Jonathan Merlo made a solid 76 before the India’s left-arm spin duo of Shiva Singh and Anukul Roy sprung pulled back the opposition to bowl them out for 216.
Aussies were cruising at 183 for four before the Indian spinners engineered the collapse with Jason Sangha-led side losing its last six wickets for 33 runs.
Ishan Porel, Shiva Singh, Kamlesh Nagarkoti and Anukul Roy all took two wickets each while pacer Shivam Mavi scalped a single wicket.
In reply, openers Shaw and Manjot Kalra gave India a solid start before the skipper departed for 29 in the 12th over with India on 71. Kalra was then joined by India’s highest run-getter in the tournament, Shubman Gill. The pair added 60 runs for the second wicket. Gill was dismissed on 31 by off-spinner Param Uppal.
Manjot steadied the ship along with wicketkeeper batsman Harvik Desai and kept India on top of the game throughout with India reaching the 150-run mark in the 27th over.
After a brief spell, where he kept quiet, Manjot again started to get on top of the bowlers — starting with a towering six of the bowling off Lloyd Pope in the 29th over.
Desai supported Manjot perfectly as India built another 50-run stand before the southpaw finally completed his century in the 39th over of the bowling off Sutherland to take India closer to victory after India’s 200 came up in the 36th over with a boundary from Desai.
Desai, who was dropped on 40 by Uppal, finally finished the game off with a boundary in the 39th over to give India the victory. This was also the first time Rahul Dravid lifted a World Cup.
Kalra remained unbeaten on 101 while Desai finished with 47 not out
Seasoned off-spinner Harbhajan Singh will lead Punjab, whereas, Ishan Kishan, the wicketkeeper-batsman, will lead Jharkhand in the upcoming Vijay Hazare Trophy, starting on Monday.
Kishan is stepping in for Mahendra Singh Dhoni, who is on national duty in South Africa.
Veteran Yuvraj Singh will serve as Harbhajan’s deputy. The selectors under Yashpal Sharma named the 15-man squad for the group phase of the tournament.

DURBAN – Captain Virat Kohli struck a stylish century to lead India to a comfortable six-wicket victory over South Africa in the first one-day international on Thursday and end the hosts’ 17-match winning streak on home soil.
India amassed 270-4 to reach their target with 27 balls to spare at Kingsmead after South Africa captain Faf du Plessis, who won the toss, scored 120 of his side’s 269-8.
A record 189–run third-wicket partnership between Kohli, who made 112, and Ajinkya Rahane (79) set up India’s victory at the start of the six-match series.
Kohli reached his 33rd ODI ton off 105 balls while Rahane’s flamboyant knock came off 86 balls.
Their partnership was the highest for the third wicket in an ODI at the Durban venue, beating a two decade-old mark held by Pakistan, and ensured India eased to victory with wickets and overs to spare.
Du Plessis carried his side as his team mates were strangled by India’s wrist spinners, slumping to 134-5 with Kuldeep Yadav the pick of the bunch as he finished with figures of 3-34 in an economical 10-over spell.
Together with Chris Morris (37), Du Plessis piled on late runs to take South Africa to a better than expected total, and hand a sell-out crowd hope but still significantly short of a defendable target.
India have won eight of their previous nine ODIs chasing down a target and Kohli felt his side always in with a chance of doing so again.
“It was a special knock for me because the first game of a series is always important. When we restricted South Africa we knew we needed one partnership to effectively take us home,” Kohli said at the presentation ceremony.
The second game of the series is at Centurion in Pretoria on Sunday. South Africa top the International Cricket Council’s ODI team rankings with India second.
