China makes new claim in eastern border with Bhutan

WITH CHINA making new territorial claims in its eastern border with Bhutan this week, there is considerable disquiet in Delhi.

Beijing made this claim while objecting to a request to develop the Sakteng wildlife sanctuary in eastern Bhutan’s Trashigang district at an online meeting of the Global Environment Facility (GEF). Set up in 1992, GEF is a US-based global body to finance projects in the environment sector.

Bhutan objected to the Chinese claim, and the GEF council passed the project for funding. The GEF, according to sources, rejected the Chinese claim and approved the project — but the views of both parties were reflected in the minutes.

Bhutan was represented by Aparna Subramani, Executive Director on the board of World Bank. An IAS officer, she represents Bangladesh, Bhutan, India and Sri Lanka since September 1, 2017.

The matter came to a head as China had made the territorial claim at the 58th GEF Council meeting on June 2 and 3.

According to the published minutes of the council meeting, the Chinese representative said, “in light of the Sakteng Wildlife Sanctuary in the project ID 10561 is located in the China-Bhutan disputed areas which is on the agenda of China-Bhutan boundary talk, China opposes and does not join the Council decision on this project”.

To this, the Council member for the Constituency of India, Bangladesh, Bhutan, Maldives and Sri Lanka requested that the views of Bhutan be reflected as follows: “Bhutan totally rejects the claim made by the Council Member of China. Sakteng Wildlife Sanctuary is an integral and sovereign territory of Bhutan and at no point during the boundary discussions between Bhutan and China has it featured as a disputed area”.

It is learnt Bhutan has also conveyed its position to China through its embassy in New Delhi — since both countries don’t have embassies in each other’s countries and conduct their diplomatic communication through their missions in Delhi.

Sources said Bhutan and China have held 24 rounds of border talks, and if Beijing raises this issue in the next rounds of border talks, Thimphu will counter it.

The sanctuary, located in the easternmost part of Bhutan, covers 650 sq km, and has not been disputed by China in the past.

What has complicated the matter now is that the Chinese foreign ministry, in a statement issued to Hindustan Times in Beijing on Saturday, has said “The boundary between China and Bhutan has never been delimited. There have been disputes over the eastern, central and western sectors for a long time, and there are no new disputed areas. China always stands for a negotiated package solution to the China-Bhutan boundary issue.”

The statement in Mandarin further said “a third party should not point fingers” in the China-Bhutan border issue – an apparent reference to India.

When contacted, the Chinese embassy in New Delhi did not issue any statement. Nor did the Bhutanese embassy offer any comment on the new claim.

But, the Ministry of External Affairs is watching the new claims closely, since Bhutan and China had disputed areas in only two points — north and west. This has been widely known, as per the 24 rounds of border talks between 1984 and 2016.

There hasn’t been any meeting between the two countries since 2017 when the Doklam border stand-off put it off. Sources said it was because of the “Scheduling issues” and then, now because of the pandemic situation. Since India already has a border dispute with Nepal on the Kalapani area, many in Delhi see this as China opening a new front.

When contacted, former Indian ambassador to China, Ashok K Kantha — who is currently Director of the Institute of Chinese Studies — told The Indian Express, “China is expanding its territorial claims against Bhutan. Sakteng was not in disputed areas identified and jointly surveyed by Bhutan and China in western and central sectors.”

Kantha said that this is “part of China’s pressure tactics against Bhutan” and also “part of pattern of China pursuing its contested territorial claims, old and new, against its neighbours, land and maritime.”

Former Indian ambassador to Bhutan, V P Haran, told The Indian Express, “It is a surprising new development. Sakteng or any other part of eastern Bhutan was not disputed. Sakteng is quite some distance from the border with China. There is a dispute in only two segments of the border: in the north – Pasamlung and Jakarlung, and in the west – Doklam and some adjoining areas to the east. Joint field survey was conducted in 2013 and 2015, respectively.”

School shut, no mid-day meal, children in Bihar village back to work selling scrap

IN THE arms of a young girl, three years old, is another child that isn’t yet one. She struggles with his weight, slight as he is, trying to feed him out of a bottle. It is a burden that is heavy to bear. But the fight against hunger for children of the Musahari tola in Badbilla village of Bhagalpur has been a daily challenge. In this lockdown, that burden has only become heavier.

According to the National Family Health Survey 2015-16, 48.3 per cent children (below 5 years) were classified as “stunted” and 43.9 per cent as “underweight” in Bihar, much above the national average of 38.4 and 35.7 per cent. Gains have been made, with these percentages at 55.6 and 55.9 in 2005-06. But over the past three months, one of the primary weapons in the fight against malnutrition has stopped: mid-day meals in school.

“Hum jaate the (We used to go),” the 20 of them shout together, raising their hands. “Haan (Yes),” they shout, asked if they got food in school. “Nahin (No),” they say, more quietly, asked if they have any food during the day now that schools are shut. And what was their favourite day in school? “Friday,” they shout, the one day in the week when eggs were served.

The children of the Musahari tola, a Mahadalit colony, went primarily to government schools, either in Dudhela or a little further in Shahbad, with a few going to Sultanganj town.

The menu included rice, roti, vegetables, dal, soya and, of course, Friday eggs. This backbone of nutrition has disappeared.

At the tola, Dinu Manjhi holds out a steel plate with a lump of rice, salt, a smidgen of dal and chokha (boiled potatoes). “There is nothing else,” he says. Residents say there are 250 voters in the tola with a population of close to 1,000. Ravaged by caste discrimination and poverty, every working man or woman has only two jobs: Garbage collection or begging. Those are drying up, too.

Hira Manjhi earned Rs 300 a day from a contractor to collect waste in Sultanganj, 2 km away. “Now, we only go two days a week,” he says. His two children are too young to go to school, but they did go to the local anganwadi for one meal a day. That is shut, too.

Meena Devi says that about a month ago, government officials gave every ration-card holder 5 kg of rice or wheat, and 1 kg of dal under the PM Garib Kalyan Ann Yojana. “Nobody has come after that. How long do they think 1 kg of dal lasts for a family? Without the mid-day meal in school, we ask people in the village and Sultanganj for food,” she says.

District Magistrate Pranav Kumar says that according to a government programme, money has been sent to the accounts of children, or their guardians, in lieu of mid-day meals. “This is for the period when schools are shut,” he says. The move is based on an order issued by the state government on March 14, a day after schools were first shut. The order calculated the money based on the value of food being distributed: For 15 days, Rs 114.21 to children from class 1-5, and Rs 171.17 for those from classes 6-8. The cost of a full stomach? Between Rs 7.61 and Rs 11.41 a day.

But the residents of Badbilla say they have received no help. Sunil Gupta, principal of the Shanti Devi Kanya Vidyalaya in Sultanganj, says that “until lockdown-2, some money had come, which had been transferred to bank accounts…for the month of April”. But after lockdown-2 ended on May 3, she says “nothing has happened at all”. “I had a total of 265 children, and the money would go to the parents’ accounts. But the amounts are a joke,” she says.

Subhash Gupta, District Programme Officer in charge of mid-day meals, says, “Money is going straight to their accounts from a centralised system. Payments have been made till May… The rough number of children enrolled in Bhagalpur is 5.25 lakh.”

However, school teachers say it is unlikely that these meagre amounts will go towards feeding children. Anjani Kumar, a teacher at the MS Madhyamik Vidyalaya, Khurd Kajraili, a government school on the outskirts of Bhagalpur, says, “Most of these children come from poor families. Money is often sent to accounts for school uniforms, and when you ask children where their new clothes are, they say their parents had to use the money. The mid-day meal was the sole reason why they came to school.”

With the government extending the closure of schools at least till July 31, Keshav Desiraju, former Union Health Secretary, points to “serious questions that must be answered on education and malnutrition”. “Online education cannot be the only answer, it can only be supplementary. And with mid-day meals, the government must look at ways where food can be delivered to the home for children,” he says.

At the Musahari tola, there are no pucca houses or Swacch Bharat Abhiyan toilets. Every day, when the women go to nearby fields, they face angry farmers who chase them away. And in the absence of school, each child now goes to beg or collect waste, earning Rs 10-20 for plastic scrap. It is long and hard work, and Sunny Kumar has an answer for what they eat when they step out. “Bengma pakadte hai (We catch bengma),” he says. “Bengma” is the local word for frog.

The International Buddhist Confederation (IBC), under the aegis of Ministry of Culture, Government of India, is celebrating Ashadha Purnima on July 4, 2020, as Dharma Chakra Day. This day commemorates Buddha’s First Sermon to his first five ascetic disciples at the Deer Park, Rashipatan in the present day Sarnath near Varanasi, UP. The day is also celebrated by Buddhists all over the world as the day of Dhamma Chakra Pravartana or “Turning of the Wheel of Dharma”. This day is also aptly observed as Guru Poornima by both Buddhists and Hindus as a day to mark reverence to their Gurus.

In keeping with the historical legacy of India being the land of Buddha’s enlightenment, his turning the wheels of Dharma, and Mahaparinirvana, the Honourable President of India, Shri Ram Nath Kovind will inaugurate the Dhamma chakra Day from the Rashtrapati Bhavan. Prime Minister Shri Narendra Modi would deliver a video address on the occasion to emphasize the teachings of peace and justice of Lord Buddha and the Eight Fold Path shown by him to overcome sufferings of sentient beings. The Minister of Culture Shri Prahlad Patel and Minister of State for Minorities Affairs, Shri Kiren Rijiju will also address the opening ceremony. A special address by the President of Mongolia will also be read out and a valuable Buddhist manuscript of Indian origin preserved in Mongolia for centuries together, will be presented to the Hon’ble President of India.

Rest of the events on this day, including messages from top Buddhist religious leaders, Masters and Scholars from different parts of the world will be streamed from Sarnath and Bodh Gaya.

Due to Covid 19 pandemic, the whole program is being conducted virtually, like a very successful virtual Vaisakh (Buddha Purnima) on May 7 this year. The event on 4th July is expected to be witnessed by around 30 lakh devotees worldwide via live webcast.

Covid symptoms but two negative tests, 26-yr-old junior resident dies

“I am having breathing issues. All my symptoms are of corona… I will be 100% positive,” said Dr Abhishek Bhayana (26) to his elder brother Aman (31) on Thursday morning, hours before he passed away following complaints of chest congestion and breathlessness.

He had tested negative twice for Covid-19.

Abhishek’s family performed his last rites on Friday afternoon.

His friends and colleagues still remember him as a doctor with unmatchable positive energy.

“He was a diligent and hardworking doctor. Despite having all the symptoms of coronavirus, his test did not come positive. He died of a heart attack,” said a senior doctor from MAIDS.

Recalling the last night he spent with his brother, Aman said: “On Thursday morning, he started to feel dizzy. Before that, he was perfectly fine. I kept telling him that nothing will happen to him… We still can’t believe he is not with us. Our parents are in shock.”

Abhishek was going to turn 27 on July 22.

According to the family, he started experiencing coronavirus-like symptoms around 10 days ago and had complained of throat pain and cough.

“We took him to a chest specialist. An X-ray was performed and we were told he has a chest infection. We were under the impression that it was nothing but viral fever. But he kept saying the symptoms were not of chest infection as he was having shortness of breath,” his brother said.

As his condition worsened on Thursday, he was immediately rushed to a nearby private hospital.

“He was fit and healthy. The negative result may come due to several other reasons. Till his last breath, he kept saying he had symptoms of coronavirus. The doctors there started administering oxygen to him but it was too late by then,” said Aman.

Some hospitals selected for clinical trials caution against ‘impossible’ timeline

In its letter, the Indian Council of Medical Research (ICMR) has told the 12 hospitals selected for carrying out clinical trials of Covaxin to “ensure that the subject enrolment is initiated no later than July 7”. While only six have got approval from their ethics committees so far, some of the hospitals cautioned against the timeline set by the ICMR.

Four of the six which have got approval — Gillurkar Multispecialty Hospital (Nagpur), Jeevan Rekha Hospital (Belgaum), Prakhar Hospital (Kanpur), and Rana Hospital and Trauma Centre (Gorakhpur) — are small private hospitals that are neither research centres nor attached with any medical college.

“We applied for approval from the ethics committee four days ago. The final meeting was scheduled today. Once we get approval, we will start seeking participants through e-mail and print media. But to start enrolment from July 7 is impossible,” said Dr Sanjay Rai, from AIIMS-Delhi.

“If a person is vaccinated, the body will take 28 days to produce antibodies. Theoretically, it is possible to see if antibodies generate in participants by August 15. But practically, it is impossible to provide confirmed data by then. The approval of the ethics committee takes time, selection and enrolment criteria takes time. Making the vaccine feasible for public use will take a year or more,” said Dr Venkat Rao, epidemiologist with the Institute of Medical Sciences and SUM Hospital, Jajapur (Odisha), who was earlier involved in the hexavalent vaccine, typhoid and Japanese encephalitis trials.

He said the hospital, which has been receiving calls from several doctors willing to participate, has a ready database of subjects.

Vaccine by August 15: Scientists say ICMR claim absurd and risky

At the SRM Hospital and Research Centre, Kancheepuram, no preparations have been made so far. The approval of the ethics committee is awaited. “This letter from ICMR came yesterday. We didn’t have any idea about the timeline or protocol. How ICMR has issued instructions at such short notice is a matter of concern,” said a doctor from the hospital.

With just four days left, some of these hospitals are now reaching out to health workers, posting messages on WhatsApp groups and making phone calls in their search for “healthy volunteers”.

Dr Chandrashekhar Gillurkar, from the Gillurkar Multispecialty Hospital in Nagpur, said he has started posting messages on his local WhatsApp groups. “We plan to start enrolment by July 7. We already have the ethics committee’s approval. I have also asked health workers on the ground to look for healthy volunteers,” he said.

The hospital is looking at a sample size of 50 subjects for Phase-I. They must be between 18-55 years, with no heart, kidney, liver or lung illness, and no uncontrolled diabetes or hypertension. “Once we shortlist participants, we will do a preliminary screening,” said Dr Gillurkar.

In Visakhapatnam, Dr R Vasudev of the government-run King George Hospital, said he had received at least 20 phone calls, 10 of them from doctors, indicating willingness to join the trial. He said he was yet to approach the ethics committee for approval. “Enrolment and selection will take 3-4 days. But we cannot say whether a vaccine is effective or not within one month,” he said.

Dr Dhananjay Lad, Managing Director, CROM Clinical Research Private Ltd & Medical Tourism, that is monitoring the trial with Redkar Hospital and Research Centre, Goa, said hospital employees will be given first preference. The hospital is looking at a sample size of 150 participants for Phase I and II. “We will also use pamphlets and WhatsApp messages,” he said.

Dr Prabhakar Reddy, from Nizam’s Institute of Medical Sciences, Hyderabad, also said he has been getting calls from people wanting to be a part of the trial. The hospital is yet to get approval from the ethics committee. “At a time of pandemic, the process can be fast-tracked. We are holding a meeting tomorrow to discuss the further course of action. We will rope in 30-40 participants,” he said.

Dr Chandrakant Singh, from AIIMS-Patna, said the ethics committee is scheduled to meet to take a final call. “This is an emergency situation and we can’t lose people. I am going to put advertisements in newspapers, and will also post on WhatsApp group to reach out to the general population,” he said.

Dr Amit Bhate, from Jeevan Rekha Hospital, Belgaum, said he was looking at a sample size of 200 subjects for Phase I and II. “Since ICMR has asked us to deliver results, we will try our best to comply. We are yet to start enrolment but publicity about the vaccine will help in getting consent,” he said. Jeevan Rekha is not a research centre, but has done trials on typhoid earlier, he said.

“Whether we can provide preliminary data by August 15 depends on the regulatory clearances. After the ethics committee approves, we will wait for the Clinical Trial Registry to issue a letter. We are yet to get the vaccine. The enrolment will start only after that,” said Dr Savita Verma, from PGIMS, Rohtak.

She said it was possible to generate some data on 100 or more subjects by August 15. “If immunoglobulins increase four-fold, the vaccine is considered a success and we move to the next phase,” Verma said.

Dr Jeetendra Kushwaha, consultant physician with Prakhar Hospital in Kanpur, was part of an Ayurveda trial to use herbal oil to prevent mosquito bites to control malaria in 2018. The hospital set up its ethics committee in 2018.

The Rana Hospital and Trauma Centre in Gorakhpur specialises in IVF services. It has not participated in any vaccine trial so far. Its ethics committee was set up in January this year.

Raising concern over some of the hospitals selected for the trials, public health expert Anant Bhan said, “Do these institutions have the wherewithal to carry out such trials? Infrastructure and expertise is required. How many hospitals have the experience to do it?”

Union Home Minister Amit Shah held a meeting with the chief ministers of Delhi, Haryana and Uttar Pradesh to discuss the Covid situation in Delhi and its adjoining areas on the same day.

India reported its highest single day spike of 22,771 new coronavirus cases in the last 24 hours along with 442 fatalities, the Union Health Ministry said Saturday. Over 18,600 people have succumbed to the disease till now.

Vaccine by August 15: Scientists say ICMR claim absurd and risky

The official claim by the Indian Council of Medical Research (ICMR) that it envisaged the “launch” of a Covid vaccine for “public health use latest by August 15” has drawn sharp criticism from the scientific community and sparked fears that its safety and efficacy could be compromised to meet the “near impossible” timeline.

Importantly, the August 15 deadline flies in the face of publicly announced timelines for the possible readiness of this vaccine, including the vaccine developer’s own estimate and the timeline provided to the regulatory body, Drug Controller General of India.

Even AIIMS Director Randeep Guleria, the head of the clinical research group of the national task force on COVID-19, seemed surprised.

“It will be a very challenging and difficult task, considering that we have to look at both efficacy and safety of any vaccine that is introduced. Also, if we get the desired results, the other challenge is the process of mass production of the vaccine,”

Shaheed Jameel, a well-known virologist and chief executive of the Wellcome Trust-DBT Alliance that funds health research in India said August 15 timeline was “ridiculous”.

“I fear the global scientific community would be laughing at us for this. It should not have happened. India is a serious player in science. Who is going to trust us if we behave like this? Who is going to believe us even if we indeed come up with a good vaccine tomorrow?… And I am appalled at the kind of language used in the letter. It is not a letter, it reads like a threat,” Jameel said.

The August 15 timeline is mentioned in a letter that ICMR director general Balram Bhargava wrote to the 12 hospitals selected for carrying out clinical trials of Covaxin, a candidate vaccine developed by Bharat Biotech, a Hyderabad-based pharmaceutical company, in partnership with Pune-based National Institute of Virology, an ICMR laboratory.

The letter, dated July 2, has created a furore because of the unrealistic timeline, and the language used.

“It is envisaged to launch the vaccine for public health use latest by August 15, 2020 after completion of all clinical trials… You are strictly advised to fast-track all approvals related to initiation of the clinical trial, and ensure that the subject enrolment is initiated no later than July 7, 2020,” Bhargava said in the letter, before sounding a warning. “Kindly note that non-compliance will be viewed very seriously.”

The approval for clinical trials had been given on June 29, and no one, not even the company itself, believes that the vaccine will be ready by August 15.

In a background note circulated the day it received approval for clinical trials, vaccine developer Bharat Biotech said that the results of Phase I and Phase II trials would be out only by October.

Income Tax Department Refunded Rs. 62,361 crore to more than 20 lakh taxpayers

In pursuance to the Government’s decision vide Press Note dated April 8th, 2020 to issue pending income tax refunds in order to help taxpayers in a COVID-19 pandemic situation, the Income Tax Department has issued tax refunds at a speed of 76 cases per minute from 8th April to 30th June, 2020. During this period of just 56 weekdays, the Central Board of Direct taxes (CBDT) has issued refunds in more than 20.44 lakh cases amounting to more than Rs. 62,361 crore.

It is stated that taxpayers are experiencing this facet of the I-T Department which is not only taxpayer-friendly, but also that of a facilitator providing liquidity in this hard time of COVID-19 pandemic. Income tax refunds amounting to Rs. 23,453.57 crore have been issued in 19,07,853 cases to taxpayers and corporate tax refunds amounting to Rs. 38,908.37 crore have been issued in 1,36,744 cases to taxpayers during this period. Refunds of this magnitude and numbers have been issued completely electronically and have been directly deposited into the bank accounts of the taxpayers. Unlike what used to happen some years ago, in these refund cases, no taxpayer had to approach the Department to request for release of refund. They got refunds directly into their bank accounts.

CBDT reiterated that taxpayers should provide immediate response to emails of the Department so that refunds in their cases too could be processed and issued right away. Such emails of I-T Department seek taxpayers to confirm their outstanding demand, their bank account number and reconciliation of defect/mismatch prior to issue of refund. In all such cases, quick responses from the payers would enable the I-T Department to process their refunds expeditiously.

Our commitment to peace is not our weakness

Prime Minister spoke at length about how the virtues of peace, friendship and courage have been a part of India’s culture since time immemorial. He recalled that India has always given a befitting reply to anyone who has tried to disturb the prevailing atmosphere of peace and progress.

He affirmed that India is committed to peace and friendship but this commitment to peace should not be seen as India’s weakness. Today India is becoming stronger, be it in naval might, air power, space power and the strength of our army. Modernization of weapons and upgradation of infrastructure has enhanced our defence capabilities multifold.

Prime Minister recalled that Indian soldiers had a long history of bravery and competence in global military campaigns, including in the two World Wars.

Era of development

Prime Minister said that the time for expansionism is over. This is the era of development. He recalled that it is this mindset of expansionism that did great harm.

He added that in the last few years, several steps have been taken for the wellbeing of India’s forces and furthering India’s security preparedness. This includes ensuring availability of modern weaponry, increased border infrastructure, border area development and expanding the roads network. He further shared that expenditure on border infrastructure has been enhanced three times.

Prime Minister also mentioned the efforts to strengthen the national security apparatus and to ensure the well-being of our armed forces. He highlighted recent initiatives of the government such as creation of CDS, construction of a grand National War Memorial, fulfilment of OROP after decades and steps to ensure the well-being of the families of the armed forces personnel.

Homage to the culture of Ladakh

During the interaction, Prime Minister recalled the greatness of Ladakh’s culture as well as the noble teachings of Kushok Bakula Rinpoche. He described Ladakh as a land of sacrifice and a land that has given several patriots.

Prime Minister affirmed that the people of India are inspired by the teachings of Gautama Buddha, for whom courage was linked to conviction and compassion.

After a very successful hosting of Virtual Vesak and Global Prayer Week from May 7- 16, 2020, the International Buddhist Confederation (IBC) in partnership with Ministry of Culture, Government of India, is now celebrating the upcoming Ashadha Purnima on July 4, 2020 as Dhamma Chakra Day. It will be the annual flagship event of IBC.

In keeping with the historical legacy of India being the land of Buddha’s enlightenment and awakening, his turning of the wheels of Dhamma, and Mahaparinirvana, the President of India, Shri Ram Nath Kovind will inaugurate the Dhamma Chakra Day celebrations from Rashtrapati Bhavan, New Delhi.

The Minister of Culture (Independent Charge) Shri Prahlad Singh Patel and Minister of State for Minority Affairs, Shri Kiren Rijiju will also address the opening ceremony. Rest of the day’s events will be streamed from Mulagandha Kuti Vihara, Sarnath and Mahabodhi Temple, Bodh Gaya in association with Mahabodhi Society of India and BodhGaya Temple Management Committee.

Royalties, Supreme heads of the Buddhist Sanghas and Eminent Masters and Scholars from around the world and IBC chapters, member organizations are participating.

The auspicious day of Ashadha Purnima which falls on the first full moon day of the month of Asadha as per Indian sun calendar is also known as Esala Poya in Sri Lanka and Asanha Bucha in Thailand. It is the second most sacred day for Buddhists after the Buddha Poornima or Vesak.

The day marks Buddha’s first teaching after attaining Enlightenment to the first five ascetic disciples (pañcavargika) on the full-moon day of Asadha at ‘Deer Park’, Ṛiṣipatana in the current day Sarnath, near Varanasi, India. This teaching of Dhamma Cakka- Pavattana Sutta (Pali) or Dhamma chakra Pravartana Sutra (Sanskrit) is also known as the First Turning of Wheels of Dharma and comprised of the Four Noble Truths and Noble Eightfold Path.

The Rainy Season retreat (Varsha Vassa) for the Monks and Nuns also starts with this day lasting for three lunar months from July to October, during which they remain in a single place, generally in their temples dedicated to intensive meditation. They are served during this period by lay community who also observe Uposatha i.e. to observe eight precepts and meditate under the guidance of their teachers.

The day is also observed as Guru Poornima by both Buddhists and Hindus as a day to mark reverence to their Gurus.

As the leading Buddhist world body the International Buddhist Confederation (IBC), is once again leading the collective aspirations of Dhamma followers worldwide by putting together a grand celebration to commemorate this very auspicious day.

Due to prevailing Covid-19 pandemic, the event will be held under strict adherence of norms and regulations as both virtual and from the sacred grounds treaded by footsteps of Buddha. In addition ceremonies and Chanting of Dhamma Cakka Pavattana Sutta in both the Theravada and Mahayana traditions from several countries around the world will also be live streamed.

Jal Jeevan Mission: during lockdown, 19 lakh households provided tap connections

‘Water delivery’ in their home through tap connections is an aspiration for women. It brings dignity to them. It empowers them. It brings safety and security to women and girls. It improves ‘ease of living’ and ensures better ‘quality of life’. With these aspirational goals in mind, Prime Minister launched Jal Jeevan Mission (JJM) on 73rd Independence Day i.e. 15 August, 2019 from the ramparts of Red Fort. The mission is under implementation in partnership with States. The goal is to have ‘Har Ghar Jal’- every house in the village is to be provided with tap connection. During 2019-20, in 7 months, more than 84 lakh households were provided with tap connections.

Jal Jeevan Mission aims to provide functional household tap connections (FHTCs) to every rural household of the country by the year 2024 and thereby ensuring potable water supply in adequate quantity i.e. @ 55 lpcd (Litres per capita per day) of prescribed quality on long-term and regular basis.  The programme will benefit all the rural people.

After successfully delivering basic services like cooking gas, road, electricity, housing, health services, banking accounts, the Government is committed now to provide another basic service in the rural areas i.e. ‘Har Ghar Jal’ i.e. every household gets tap connection in its premises, so that the lady of the house does not have to go out to fetch water.

Minister of Jal Shakti is pushing this important agenda of the Union Government to provide ‘Har Ghar Jal’ and talking to Chief Ministers of States on regular basis. This shows the commitment of Ministry of Jal Shakti to provide basic services for the rural people just like that of urban areas.

During current year, so far Rs 8,050 Crore Central fund have been made available with States for implementation of Jal Jeevan Mission. In the first quarter of 2020-21, 19 lakh tap connections have been provided in villages across the country. This has happened because of concerted efforts of the States despite adverse working conditions due to Covid-19 pandemic.

During the lockdown in last 3 months, National Jal Jeevan Mission, Department of Drinking Water & Sanitation is constantly interacting with States/ UTs through Video Conferencing to finalize the roadmap as well as review the progress of implementation. During this period, Annual Action Plans of States to provide household tap connections during 2020-21 were approved with focus on monthly physical and expenditure plan.

National Jal Jeevan Mission is working closely with the States to accomplish the task i.e. ‘Har Ghar Jal’ in mission mode and time-bound manner. States are laying emphasis on retrofitting and augmentation of existing water supply schemes to provide household tap connections to remaining households of those villages belonging to poor and marginalized people. States have been asked to start this work in ‘campaign mode’ as these works could provide household tap connections in least possible time as the basic infrastructure is already in place and the household connections need to be given. States have not only prepared the roadmap to provide household connections for this year, detailed plan has been put in place for complete saturation of all villages by setting a target for themselves.

When the whole country is fighting the Covid-19 pandemic, Central Government is making all efforts for ‘provision of safe drinking water in rural areas’ by providing tap connections in rural households, so that people can get water in their premises so as to avoid gathering at public stand-posts to fetch water as well as provide employment to locals as well as the returnees, which in turn will boost rural economy.

Following the principles  of Gandhi ji’s ‘Gram Swaraj’, under Jal Jeevan Mission, local village community/ Gram Panchayats or sub-committee i.e. Village Water & Sanitation Committee/ Paani Samiti/ user groups having 10 – 15 members with 50% women are to be involved in planning, implementation, management, operation and maintenance of water supply systems to ensure long-term sustainability to achieve drinking water security. This is what was envisaged in the 73rd Amendment to the Constitution. The local community will not be at the mercy of any other outside agency.

The mission also aims to ensure a collective effort engaging citizens of the country to achieve Prime Minister’s vision of ensuring potable water to every rural household i.e. to make Jal Jeevan Mission, a ‘Jan Andolan’- people’s movement.

देशात कोविड -19 चाचण्या घेण्यात आलेल्या एकूण लोकांची संख्या लवकरच एक कोटींचा टप्पा गाठेल.

केंद्र सरकारकडून सर्व अडथळे दूर करण्यात आल्यामुळे हे शक्य झाले आहे. केंद्र सरकारने केलेल्या विविध उपाययोजनांमुळे कोविड -19.साठी चाचण्या वाढवण्याचा मार्ग सुकर झाला आहे.

जलद गतीने विस्तारत असलेल्या निदान चाचणी नेटवर्कद्वारे आतापर्यंत 90,56,173 चाचण्या घेण्यात आल्या आहेत. देशात आता सार्वजनिक क्षेत्रात 768 आणि 297 खाजगी अशा एकूण 1065 प्रयोगशाळा आहेत.रोजची चाचणी क्षमता देखील वेगाने वाढत आहे. काल, कोविड -19 साठी तब्बल 2,29,588 जणांची चाचणी झाली.

केंद्र सरकारने जाहीर केलेल्या महत्त्वपूर्ण उपायाद्वारे कोविड-19 चाचणी केवळ सरकारी डॉक्टरांच्या नाही तर आता कोणत्याही नोंदणीकृत प्रॅक्टिशनरच्या शिफारशीनुसार करता येईल, आयसीएमआरच्या मार्गदर्शक सूचनांनुसार चाचणीचे निकष पूर्ण करणाऱ्या कोणत्याही व्यक्तीला कोविड चाचणीची शिफारस लिहून देण्यासंबंधी खासगी डॉक्टरांसह सर्व पात्र वैद्यकीय डॉक्टरांना सक्षम करून लवकरात लवकर चाचणी पार पाडण्यासाठी सुलभ करण्यासाठी त्वरित पावले उचलावी, असा सल्ला केंद्राने राज्यांना / केंद्रशासित प्रदेशांना दिला आहे.

प्रादुर्भावाचा लवकर शोध घेण्यासाठी आणि त्याला आळा घालण्यासाठी ‘चाचणी-शोध-उपचार‘ ही महत्त्वाची रणनीती असल्याचा पुनरुच्चार करत केंद्र सरकारने राज्यांना / केंद्रशासित प्रदेशांना राज्यातील सर्व कोविड -19 चाचणी प्रयोगशाळांचा पूर्ण क्षमतेने वापर सुनिश्चित करण्यासाठी शक्य ती सर्व पावले उचलण्याचा सल्ला दिला आहे. यामुळे सर्व प्रयोगशाळांच्या विशेषत: खाजगी प्रयोगशाळांचा पूर्ण क्षमतेचा उपयोग सुनिश्चित होईल आणि लोकांचा मोठ्या प्रमाणात फायदा होईल.

या व्यापक मोहिमेच्या माध्यमातून आयसीएमआरने जोरदारपणे अशी शिफारस केली आहे की प्रयोगशाळांना आयसीएमआरच्या मार्गदर्शक सूचनांनुसार कोणत्याही व्यक्तीची चाचणी करता यायला हवी आणि राज्य प्रशासनाने कोणत्याही व्यक्तीला चाचणी करून घेण्यास प्रतिबंधित करू नये, कारण लवकर चाचणी केल्यास विषाणू रोखण्यास आणि जीव वाचविण्यात मदत मिळेल.

कोविड-19 च्या निदानासाठी आरटी-पीसीआर व्यतिरिक्त रॅपिड अँटीजेन पॉईंट-ऑफ-केअर चाचण्यांचा वापर करून मोठ्या प्रमाणावर चाचण्या केल्या जाव्यात असे आवाहन केंद्र सरकारने राज्यांना केले आहे. रॅपिड अँटीजेन चाचणी जलद, सोपी, सुरक्षित आहे आणि आयसीएमआरने चाचणीसाठी नमूद केलेल्या निकषानुसार प्रतिबंधित क्षेत्र तसेच रुग्णालयात देखील वापरली जाऊ शकते. आयसीएमआर अशा किटचे प्रमाणीकरण करत आहे जेणेकरून नागरिकांना अधिक पर्याय उपलब्ध होतील.

केंद्राने राज्यांना / केंद्र शासित प्रदेशांना चाचणी शिबिरे आयोजित करून तसेच मोबाईल व्हॅनचा वापर करून ‘मोहीम मोड’ अवलंब करून मोठ्या प्रमाणात चाचणी करायला सांगितले आहे. यामुळे मोठ्या प्रमाणात कोविड -19 रुग्ण असलेल्या क्षेत्रात लोकांच्या दारी या चाचण्या केल्या जातील आणि लक्षणे आढळलेल्या सर्व व्यक्तींचे नमुने तसेच त्यांचे संपर्क आणि रॅपिड अँटीजेन चाचण्यांचा वापर करून नमुन्यांची तपासणी केली जाईल.

समुद्र सेतू अभियान आयएनएस जलाश्वने इराणमधील 687 भारतीय नागरिक मायदेशी

भारतीय नौदलाच्या वतीने सुरू करण्यात आलेल्या समुद्र सेतू अभियान अंतर्गत आयएनएस जलाश्वने आज इराणमधल्या 687 भारतीय नागरिकांना मायदेशी परत आणण्‍यात आले. इराणमधल्या बंदर अब्बास येथून निघालेले हे जहाज आज (दि.1 जुलै, 2020 रोजी ) सकाळी तुतिकोरीन बंदरामध्ये दाखल झाले. भारतीय नौदलाच्या जहाजांनी इराणमधून आत्तापर्यंत 920 भारतीय नागरिकांना आणले आहे.

इराणमधल्या भारतीय मिशनच्यावतीने भारतीय नागरिकांना मायदेशी पाठवण्यासंबंधीची सर्व व्यवस्था करण्यात आली होती. जलप्रवासाला जाण्यापूर्वी सर्वांच्या आवश्यक वैद्यकीय चाचण्या करण्यात आल्या. तसेच कोविड-19चा होत असलेला प्रसार लक्षात घेवून शारीरिक अंतर राखण्यासाठी घालून देण्यात आलेल्या सर्व नियमांचे काटेकोर पालन करण्यात आले.

तुतिकोरीन बंदरातल्या स्थानिक अधिकारी वर्गाने आलेल्या प्रवाशांची स्थानांतरणाची प्रक्रिया पूर्ण करून, आरोग्य तपासणीनंतर त्यांच्या मूळ स्थानी जाण्यासाठी वाहतुकीची व्यवस्था केली.

संपूर्ण जगभरामध्ये कोविड-19 चा झालेला प्रसार लक्षात घेवून जे मायदेशी येवू इच्छितात अशा 3992 भारतीय नागरिकांना नौदलाच्या समुद्र सेतू अभियान अंतर्गत आत्तापर्यंत मायदेशी आणण्यात आले आहे. महामारीच्या काळामध्ये हे भारतीय नागरिक मालदिव, श्रीलंका आणि इराणमध्ये वास्तव्य करीत होते.

Mumbai: ICICI Bank announced the launch of a facility that enables retail customers to get loan of up to Rs.1 crore instantaneously by pledging their holdings in both debt and equity schemes of mutual funds. The fully digital and paperless facility empowers the customers to avail this loan as an overdraft (OD) in a matter of few minutes, without visiting a branch and submitting physical documents. Called, ‘Insta Loans against Mutual Funds’, the facility has been launched in partnership with ‘Computer Age Management Services’ (CAMS), the country’s leading registrar and transfer agency for mutual funds. ‘Insta Loans against Mutual Funds’ is an extension of the Insta LAS, an instant loan facility against equity shares, which the Bank launched over a year ago.

With ‘Insta Loans against Mutual Funds’, the millions of pre-approved customers of the Bank get the convenience to select the mutual fund scheme and number of units they wish to pledge, confirm the loan amount and set-up the OD limit in a few simple clicks on the Bank’s internet banking platform. The facility is open to customers of the Bank holding units in mutual fund schemes serviced by CAMS. This offering comes handy to customers in the current pandemic scenario as it empowers them to take care of their liquidity by pledging assets, without stepping out of the comfort of their homes.

Shrikant Madhav Vaidya takes over as Chairman of IndianOil Corporation Limited

Mumbai, July 2020: Mr Shrikant Madhav Vaidya has taken over as the Chairman of Indian Oil Corporation Ltd. here today. Concurrently, he will also be Chairman of Chennai Petroleum Corporation Ltd., a stand-alone refining subsidiary of IndianOil and Indian Oiltanking Limited, another joint venture providing ‘terminalling’ services apart from being on the board of Hindustan Urvarak & Rasayan Ltd., a joint venture setting up three world-scale fertiliser plants. Mr Vaidya who is on the board of Ratnagiri Refinery & Petrochemicals Ltd. will be taking over as its Chairman and will also be Director on the Board of M/s Petronet LNG Limited.

Prior to his elevation, Mr Vaidya was the Director (Refineries) on the IndianOil Board, since October 2019. He succeeds Mr Sanjiv Singh who has superannuated from the services of the Corporation yesterday.

A Chemical Engineer from the National Institute of Technology, Rourkela, Mr Vaidya has over 34 years of extensive experience in refining & petrochemicals operations. He has had a decade-long association with India’s largest cracker plant – the Panipat Naphtha Cracker Complex, a major driver of IndianOil’s petrochemicals business – right from the drawing board stage. He is among the select technocrats in the Indian oil & gas industry who are proficient in all facets of refinery-petrochemicals integration, desirable for the sustainability of the oil & gas industry in the long-term.

Mr Vaidya has always laid emphasis on ensuring smooth supply of products, eco-friendly business operations and healthy refining margins. During his tenure as Director (Refineries) and earlier as Executive Director (Refinery Operations) at IndianOil, he presided over several refinery expansion and petrochemical projects. He also steered the timely rollout of BS-VI grade auto fuels across the country, commenced supply of IMO-compliant bunker fuel (0.5% Sulphur) and a special winter-grade diesel for the high-altitude regions of the Himalayas, and expanded the Corporation’s green energy offerings with projects related to biofuels and 2G/3G ethanol-blended fuels at its refineries.

केंद्रीय आरोग्य आणि कुटुंब कल्याणमंत्री डॉ. हर्षवर्धन यांनी आज वैद्यकीय व्यवसायातील उत्तम पद्धतींच्या मार्गदर्शक पुस्तिकेचे आणि नॅशनल बोर्ड ऑफ एक्झामिनेशन (एनबीई)च्या  आंतरराष्ट्रीय विद्यार्थ्यांसाठी असलेल्या फेलोशिप कार्यक्रमाच्या( एफपीआयएस) माहितीपुस्तकाचे प्रकाशन केले. यावेळी त्यांच्यासोबत आरोग्य आणि कुटुंब कल्याण राज्यमंत्री अश्विनी कुमार चौबे उपस्थित होते.

एनबीईचे प्रमुख डीएनबी कार्यक्रम आधुनिक वैद्यक शास्त्रातील 82 विभागांमध्ये आणि सबस्पेशालिटींमध्ये देशातील 703 खाजगी आणि सरकारी संस्थांमध्ये  चालवले जात असून त्यामध्ये 29 विस्तृत डीएनबी कार्यक्रम, 30 सुपर स्पेशालिटी आणि 23 सबस्पेशालिटी कार्यक्रमांचा समावेश आहे, अशी माहिती त्यांनी या अभ्यासक्रमाच्या स्वरुपाविषयी बोलताना दिली. तज्ञ डॉक्टरांची पोकळी भरून काढण्यासाठी एनबीई देशभरातील सरकारी/ सार्वजनिक उपक्रम/ महानगरपालिका/ खाजगी क्षेत्रातील रुग्णालयांना सध्याच्या पायाभूत सुविधा आणि वैद्यकीय संसाधनांचा वापर करून पदव्युत्तर जागांमध्ये वाढ करून  डीएनबी कार्यक्रम सुरू करण्यासाठी प्रोत्साहन देत आहे.

राष्ट्रीय डॉक्टर दिनाच्या निमित्ताने डॉ. हर्षवर्धन यांनी देशातील सर्व डॉक्टरांना शुभेच्छा दिल्या आणि एक जुलै हा दिवस ज्यांच्या सन्मानार्थ राष्ट्रीय डॉक्टर दिवस म्हणून साजरा केला जातो त्या डॉ. बी. सी. रॉय यांना अभिवादन केले. अतिशय प्रसिद्ध वैद्यकीय व्यावसायिक, परोपकारी, शिक्षणतज्ञ आणि सामाजिक कार्यकर्ते, राष्ट्रवादी, स्वातंत्र्य सैनिक आणि एक उत्तम डॉक्टर म्हणून प्रख्यात असलेले भारतरत्न डॉ. बिधानचंद्र रॉय यांची आज जयंती साजरी केली जात असताना आयोजित झालेल्या या कार्यक्रमाला अधिक महत्त्व प्राप्त झाले आहे, असे त्यांनी सांगितले. सर्व प्रकारच्या अडचणींवर मात करून त्यांनी रॉयल कॉलेज ऑफ फिजिशियन आणि रॉयल कॉलेज ऑफ सर्जन्स या दोन्ही संस्थांची फेलोशिप मिळवण्याची दुर्मिळ कामगिरी केली. डॉक्टर बनणे ही एक वैयक्तिक कामगिरी ठरते पण एक चांगला डॉक्टर बनणे हे सातत्यपूर्ण आव्हान असते. हाच एकमेव असा व्यवसाय आहे ज्यामध्ये एखाद्याचा रोजचा चरितार्थ चालतो आणि त्याचवेळी समस्त मानवतेची सेवा देखील करता येते, अशा शब्दात डॉ. हर्षवर्धन यांनी वैद्यकीय व्यवसायाचे महत्त्व विषद केले. कोविड महांमारीच्या काळात डॉक्टरांनी केलेल्या निस्वार्थ सेवेबद्दल त्यांनी कृतज्ञता व्यक्त केली. तेच आपले खरे नायक आहेत, अशी प्रशंसा डॉ. हर्षवर्धन यांनी केली.

आरोग्य राज्यमंत्री अश्विनी कुमार चौबे यांनी देखील डॉक्टरांना राष्ट्रीय डॉक्टर दिनाच्या शुभेच्छा दिल्या आणि  डॉक्टर आणि त्यांचे रुग्ण यांच्यातील विश्वासाच्या नात्यावर भर दिला. 2017 मध्ये राष्ट्रीय आरोग्य नीती जाहीर करताना पंतप्रधान नरेंद्र मोदी यांनी मांडलेल्या सर्वे संतु निरामयः या उद्दिष्टाच्या दिशेने आपल्या देशाला नेत असल्याबद्दल त्यांनी व संपूर्ण डॉक्टर समुदायाचे अभिनंदन केले.

नॅशनल अकॅडमी ऑफ मेडिकल सायन्सेसची एक शाखा म्हणून एनबीई अर्थात नॅशनल बोर्ड ऑफ एक्झामिनेशन्सची 1975 मध्ये स्थापना झाली आणि 1976 पासून राष्ट्रीय पातळीवर या मंडळाकडून पदव्युत्तर वैद्यकीय परीक्षांचे आयोजन केले जाते. 1982 मध्ये केंद्रीय आरोग्य आणि कुटुंब कल्याण मंत्रालयाची स्वायत्त संघटना म्हणून या मंडळाची नोंदणी झाली. संपूर्ण भारतभर आधुनिक वैद्यकशास्त्रातील उच्च दर्जाच्या पदव्युत्तर परीक्षांचे आयोजन करणे, पात्रतेसाठी मूलभूत प्रशिक्षणांच्या गरजांची पूर्तता करणे, पदव्युत्तर प्रशिक्षणांचा अभ्यासक्रम तयार करणे आणि ज्या ठिकाणी हे प्रशिक्षण देण्यात येते त्या संस्थांना अधिस्वीकृती देणे हा यामागचा उद्देश होता. यामध्ये नोंदणी करण्यात आलेल्या विद्यार्थ्यांना डिप्लोमेट्स ऑफ नॅशनल बोर्ड( डीएनबी) असे म्हटले जाते. आरोग्य सचिव प्रीती सुदान, आरोग्य ओएसडी राजेश भूषण, एनबीईचे उपाध्यक्ष डॉ. डी. के शर्मा, एनबीईचे कार्यकारी संचालक प्रा. पवनींद्र लाल आणि मंत्रालयाचे आणि एनबीईचे इतर वरिष्ठ अधिकारी देखील यावेळी उपस्थित होते.

Removal of obstructions paves the way for ramped up COVID-19 testing

The total number of people being tested for COVID-19 tests in the country will soon touch one crore.

This has been possible due to removal of all bottlenecks by Government of India. Various steps taken by the Central Government have paved the way for enhanced testing for COVID-19.

As on date, 90,56,173 tests across a country have been conducted through a diagnostic testing network which is fast expanding. There are now 1065 testing labs in the country comprising 768 in the public sector and 297 private labs. The per day testing capacity is also fast growing. Yesterday, as many as 2,29,588 people got tested for COVID-19.

Through a significant step announced by the Central Government, COVID-19  testing can now be done on the prescription of any registered practitioner, and not exclusively a Government doctor across a country . The Centre has strongly advised States/UTs to take immediate steps to facilitate testing at the earliest by enabling all qualified medical practitioners, including private practitioners, to prescribe COVID test to any individual fulfilling the criteria for testing as per ICMR guidelines.

Reiterating that ‘Test-Track-Treat’ is the key strategy for early detection and containment of the outbreak, the Centre has advised States/ UTs to take all possible steps to ensure full capacity utilization of all COVID-19 testing laboratories in the State/ UT. This shall ensure full capacity utilization of all labs, especially the private ones, thus hugely benefiting the people.

Through a far-reaching move, ICMR has strongly recommended that laboratories should be free to test any individual in accordance to the ICMR Guidelines and State authorities must not restrict an individual from getting tested, as early testing will help in containing the virus and saving lives.

Government of India has urged States to ramp up testing in a big way by using Rapid Antigen Point-of-Care tests in addition to RT-PCR across a country , which is the gold standard for diagnosis of COVlD-19. The Rapid Antigen test is quick, simple, safe and can be used in containment zones as well as hospitals, as per criteria specified by ICMR for testing. ICMR is validating ore such kits are to increase the available options to the citizens.

Centre has also asked States/UTs are to facilitate testing in a big way by adoption of ‘campaign mode’ by organizing testing camps, using mobile vans across a country etc. This shall effectively take COVID-19 tests to the people’s doorsteps in high incidence areas to collect samples of all symptomatic individuals as well as their contacts, and get those samples tested by using rapid antigen tests.

The award seeks to recognize ‘work of distinction’ and is given for distinguished and exceptional achievements/service in all fields/disciplines, such as, Art, Literature and Education, Sports, Medicine, Social Work, Science and Engineering, Public Affairs, Civil Service, Trade and Industry etc. All persons without distinction of race, occupation, position or sex are eligible for these Awards. Government servants including those working with PSUs, except Doctors and Scientists, are not eligible for Padma Awards.

स्वयंसहाय्यता समुहांच्या उत्पादनांना बाजारपेठ मिळवून देण्यासाठी उमेद अभियानामार्फत विविधस्तरावर सरस प्रदर्शनांचे आयोजन करण्यात येते. परंतु स्वयंसहाय्यता समुहांनी तयार केलेल्या उत्पादनांना वर्षभर मागणी राहते. त्यामुळे प्रदर्शन संपल्यानंतरही ग्राहकांना बचतगटांच्या वस्तू वर्षभर मिळाव्यात यासाठी अॅमेझॉन व जीईएम (GeM) सारखी ऑनलाईन बाजारपेठ उपलब्ध करुन देण्यात आली आहे. सध्या अॅमेझॉनवर ३३ तर जीईएम पोर्टलवर ५० उत्पादनांची नोंद करण्यात आली आहे. यामुळे या उत्पादनांना आता आंतरराष्ट्रीय बाजारपेठ उपलब्ध होत आहे, असे मंत्री श्री. मुश्रीफ यांनी सांगितले.

राज्यात आतापर्यंत ४.६२ लाख बचतगट स्थापन
राज्य शासनाच्या ग्रामविकास विभागांतर्गत महाराष्ट्र राज्य ग्रामीण जीवनोन्नती अभियान तथा उमेद अभियानाची अंमलबजावणी करण्यात येत आहे. ग्रामीण भागातील गरीब कुटूंबातील महिलांचे सक्षमीकरण करून त्यांचे जीवनमान उंचावणे हा अभियानाचा मुख्य उद्देश आहे. यानुसार आजपर्यंत राज्यात ४.६२ लक्ष स्वयंसहाय्यता समुह स्थापन करण्यात आले आहे. त्यामध्ये ४६.७० लक्ष ग्रामीण कुटूंबांचा समावेश आहे. १९ हजार ६०६ ग्रामसंघ, ७९५ प्रभाग संघ, ८ हजार ४०५ उत्पादक गट तर १५ उत्पादक कंपनी स्थापन करण्यात आल्या आहेत. कृषी व बिगर कृषी क्षेत्रात १४.४८ लक्ष कुटुंबानी आपल्या उपजीविकेचे किमान २ पेक्षा जास्त स्त्रोत विकसीत केले आहेत. माहे मे २०२० पासून एकूण रुपये २ लाख ०७ हजार ४५० इतक्या रकमेची विक्री झालेली आहे. अशाप्रकारे राज्यातील बचतगटांची उत्पादने ॲमेझॉनमार्फत सध्या देशभर उपलब्ध असून लवकरच आंतरराष्ट्रीय बाजारपेठेत विक्रीसाठी उपलब्ध होतील.

Reinforcing commitment to strengthening national security and Modi Government’s policy of zero tolerance to terrorism

Under the strong and iron-willed leadership of the Prime Minister, Shri Narendra Modi, the Central Government had amended the Unlawful Activities (Prevention) Act, 1967 in August 2019, to include the provision of designating an individual as a terrorist. Prior to this amendment, only organizations could be designated as terrorist organizations.

The Union Home Minister, Shri Amit Shah during the debate in Parliament last year on the amendment to the Unlawful Activities (Prevention) Act, 1967, had strongly expressed the Modi Government’s commitment to firmly fight the menace of terrorism and had unequivocally reaffirmed the nation’s resolve on this matter. By invoking the said amended provision, in September 2019, the Central Government designated four individuals as terrorists, viz. Maulana Masood Azhar, Hafeez Saeed, Zaki-ur-Rehman Lakhvi and Dawood Ibrahim.

Reinforcing the commitment to strengthening national security and its policy of zero tolerance to terrorism, the Union Home Ministry under the leadership of the Home Minister Shri Amit Shah, today declared the following nine individuals as designated terrorists under the provisions of the UAPA Act 1967 (as amended in 2019) and included their names in the Fourth Schedule of the said Act. Their details are as under:-

1. Wadhawa Singh Babbar: Pakistan based Chief of terrorist organization, “Babbar Khalsa International”.

2. Lakhbir Singh: Pakistan based Chief of terrorist organization, “International Sikh Youth Federation”.

3. Ranjeet Singh: Pakistan based Chief of terrorist organization, “Khalistan Zindabad Force”.

4. Paramjit Singh: Pakistan based Chief of terrorist organization “Khalistan Commando Force”.

5. Bhupinder Singh Bhinda: Germany based key member of terrorist organization, “Khalistan Zindabad Force”.

6. Gurmeet Singh Bagga: Germany based key member of terrorist organisation, “Khalistan Zindabad Force”.

7. Gurpatwant Singh Pannun: USA based key member of Unlawful Association, “Sikh for Justice”.

8. Hardeep Singh Nijjar: Canada based Chief of “Khalistan Tiger Force”.

9. Paramjit Singh: United Kingdom based Chief of terrorist organization,“Babbar Khalsa International”.

These individuals are involved in various acts of terrorism from across the border and from foreign soil. They have been relentless in their nefarious efforts of destabilizing the country, by trying to revive militancy in Punjab through their anti national activities and through their support to and involvement in the Khalistan Movement.

GST Day, 2020 or third anniversary of introduction of GST was marked by CBIC and all its field offices across India on July 01, 2020. GST has been instrumental in Breaking Barriers to build an AatmaNirbhar Bharat and taking forward the motto of One Nation One Tax One Market. Considering the COVID pandemic most of the interactions with stakeholders to mark this day were made in virtual mode on digital platforms.

Union Minister for Finance & Corporate Affairs Smt. Nirmala Sitharaman on her message on GST Day, 2020 highlighted that GST has come a long way in simplifying the GST Tax Administration based on feedback from stakeholders. However, more efforts are required to ease tax compliances. Key points of FM’s message were:

  • Focus on Hon’ble Prime Minister’s clarion call for AatmaNirbhar Bharat
  • Strive to make the tax administration simple for taxpayers ensuring Ease of Doing     Business in essence
  • Foresee the issues faced by business community and proactively address them

The Finance Minister congratulated CBIC officers on GST Day for the commendable job done by them during these testing times of COVID 19 and went beyond call of duty to help and handhold taxpayers. Also, appreciated the record amount of refund disbursed to ease cash flow of taxpayers during this period.

Union Minister of State for Finance & Corporate Affairs Sh. Anurag Thakur on GST Day in his message added that return filing process needs to be made easier and processing of return and allowing Input Tax Credit needs to be made faster. Shri Thakur appreciated the hard work of CBIC officers during lockdown period and efficient use of IT platforms to process GST refunds through remote access which in turn provided much liquidity to the taxpayers. Social activities by CBIC field officers of helping those in distress during COVID 19 was also applauded.

Chairman CBIC Sh. M Ajit Kumar in a virtual departmental GST Day programme emphasised on assisting taxpayers and reaching out to them to resolve their grievances and honor the FM’s message of Ease of Doing Business in its true essence.

Government Of India Removes Impediments In COVID-19 Testing Urges States To Ramp Up Testing

With the aim to remove all impediments  in COVID-19 checkup, Ms. Preeti Sudan, Health Secretary and Dr Balram Bhargava, DG (ICMR) today urged the States/UTs to take immediate steps to facilitate and ramp up testing. They have reiterated that ‘test-track-treat’ is the key strategy for early detection and containment of the pandemic.

Pointing out that in some States/ UTs, the capacity utilization of the testing labs, particularly the ones in private sector, is grossly sub-optimal, States/UTs have been strongly advised to take all possible steps to ensure full capacity utilization of all COVID-19 checkup laboratories in the State/ UT.

States/UTs have been advised to facilitate checkup at the earliest by enabling all qualified medical practitioners, including private practitioners, to prescribe COVID-19 checkup to any individual fulfilling the criteria for test as per ICMR guidelines.

ICMR has strongly recommended that laboratories should be free to check any individual in accordance to the ICMR Guidelines and State authorities must not restrict an individual from getting checked, as early test will help in containing the virus and saving lives. While RT-PCR is the gold standard for diagnosis of COVlD-19, ICMR has recently approved the use of a point-of-care Rapid Antigen checkup for early detection of COVID-19. The checkup is quick, simple, safe and can be used as a point-of-care test in containment zones as well as hospitals, as per criteria specified by ICMR for test. More such kits are being validated by ICMR to increase the available options to the citizens. ICMR has so far approved a total of 1,056 laboratories for COVID-19 test. Of this, 764 labs are in public sector and 292 are in the private sector.

In order to facilitate testing, States/UTs have also been advised to make efforts in ‘campaign mode’ by setting up camps/ using mobiles vans in high incidence areas to collect samples of all symptomatic individuals as well as their contacts, and get those samples tested by using rapid antigen tests. The positive individuals should be treated according to the treatment protocol and the negative ones should be tested for RT-PCR. Also, the rate for RT-PCR test by private labs should be finalized by the States/UTs. They have been further advised to make it mandatory for all labs to upload the testing data on the ICMR database as well as report to State/ District/ City authorities for surveillance and contact tracing.

In addition to ramping up and facilitating test, States/UTs have also been urged to pay attention to ‘contact tracing’ as it holds the key to containing the virus. States have also been asked to maintain strict vigil and continue to make all possible efforts for effective management of COVID-19.

Road Transport Ministry Notifies Standardised Transport Vehicles Dimensions On International Norms

The Ministry of Road Transport and Highways through GSR No. 414 (E) dated 26th June 2020, has published a notification to amend Rule-93 relating to dimensions of motor vehicles under the Central Motor Vehicle Rules 1989.

These amendments would provide for standardization in the dimensions of the Motor Vehicles which would be in line with international standards and further a step by the Ministry to improve the logistics efficiency in the country as the enhanced dimensions would provide for extra passengers or extra carrying capacity within the prescribed weight.

The Amendments inter-alia include to provide for Dimensional details in respect of two wheeled vehicles (L1 and L2) which were not prescribed till now has been prescribed. L2 to Length of max 4 mtr height 2.5 mtr as per EU norms , three wheeler (L5 M/L5 N) height has been increased from 2.2 to 2.5 mtrs and Pneumatic trailer through this notification has been made at par with Modular Hydraulic Trailer and it is expendable upto 50 MTR without increase in load to facilitate transport of goods of exceptional length.

Road Trains with length at par with EU as 25.25 mtrs have been proposed to be included on select routes.

The dimension, particularly the height of the N category vehicles (goods vehicles) has been amended to encourage containerized transport.

The dimensions, particularly the height of the M category vehicles has been amended from 3.8 meter to 4.0 meter except in the case of Airport passenger bus (retained at 3.8 meter), in line with international UNECE standards.

The length of the M3 (buses) with two axles is amended from 12 meters to 13.5 meter.

In case of N category of goods vehicles, height has been amended from 3.8 meter to 4.0 meter except in case of N1 category of vehicles (N1 are utility vehicles with GVW up to 3.5 tons) where the height has been restricted to 3.0 meter.

The length of the Trailers (T category) is amended from 18.0 meters to 18.75 meter to accommodate ISO standards containers of 45 ft. The height of the trailer is amended from 3.8 meter to 4.0 meter with certain exceptions.

Semi trailers carrying ISO series/ freight containers or fabricated/refrigerated containers or with containerized body shall not exceed 4.52 meter.

In case of Truck-trailers/ Tractor-trailer engaged by Auto manufacturers to carry motor vehicles/ construction equipment Motor vehicle/ livestock / white goods with closed body or meant to carry indivisible loads, the overall height of the motor vehicle shall not exceed 4.75 meter.

In case of invisible load following relaxations are made with respect to transport dimensions namely:

-200 mm projection on each lateral side permissible in case motor vehicle has the actual width as 2.6 meter subject to height up ato 4.75 with certain conditions namely.

-In case of mechanical trailers carrying goods of exceptional length (for eg. wind mill blades), the trailers with extendable length are proposed to be included.

The online course imparts these homemakers with the necessary entrepreneurial skills, boosting their confidence as they take their first step towards a self-reliant future. UPSC CIVIL SERVICES (PRELIMINARY) EXAMINATION, 2020 AND INDIAN FOREST SERVICE EXAMINATION, 2020

The Union Public Service Commission (UPSC) will be conducting the Civil Services (Preliminary) Examination, 2020 [including the Indian Forest Service (Preliminary) Examination, 2020] on 04.10.2020 (Sunday) all over India as per the Revised Programme of Examinations/RTs published on 05.06.2020.

Keeping in view the large number of candidates of the Civil Services (Preliminary) Examination, 2020 [including the Indian Forest Service (Preliminary) Examination, 2020] and requests received from the candidates for changing their Centers, the Commission has decided to give an opportunity to them to submit their revised choice of Centre. Besides above, the option to change the Centers for the Civil Services (UPSC) (Main) Examination, 2020 and the Indian Forest Service (Main) Examination, 2020 is also being made available to the candidates. The requests of the candidates for change in their Centers will be considered against the additional/enhanced capacity intimated by the Centers for accommodating the additional candidates.

The window of submitting the revised choice of Centers by the candidates will be operational in two phases i.e. 7th-13th July, 2020 (06.00 PM) and 20th-24th July, 2020 (06.00 PM) on the Commission’s website https://upsconline.nic.in. The candidates are advised to visit the website and submit their choices of Centers of the above Examination, if required.

The candidates may please note that their requests for change in the Centers will be considered based on the principle of “first-apply-first allot” basis [which is followed in all the Examinations of the Commission and was mentioned in the Examination Notices of the Civil Services (Preliminary) Examination, 2020 and Indian Forest Service Examination, 2020] and once the capacity of a

particular Centre is attained, the same will be frozen. The candidates, who cannot get a Centre of their choice due to ceiling, will be required to choose a Centre from the remaining ones.

All the conditions and eligibility mentioned in the EXAMINATION NOTICE NO. 05/2020-CSP DATE: 12/02/2020 of the Civil Services (UPSC) (Preliminary) Examination, 2020 and the EXAMINATION NOTICE NO. 06/2020-IFoS DATE 12/02/2020 of the Indian Forest Service Examination, 2020 will remain unchanged.

In addition to the above, the Commission will also make a Withdrawal Window available to the candidates on the Commission’s website https://upsconline.nic.in during the period from 1st-8th August, 2020. All the terms and conditions of the withdrawal of application will be the same as have been mentioned in the EXAMINATION NOTICE NO. 05/2020-CSP DATE: 12/02/2020 of the Civil Services (Preliminary) Examination and the EXAMINATION NOTICE NO. 06/2020-IFoS DATE 12/02/2020 of the Indian Forest Service Examination, 2020. Candidates must note that once the application has been withdrawn by the candidate, it cannot be revived in future under any circumstances.

Irfan Pathan says “It Was Sachin Tendulkar’s Idea To Send Me At No.3, Not Greg Chappell’s’

Irfan Pathan believes that it is easier to make Greg Chappell ‘a punching bag’ due to his controversial reign as the India head coach from 2005 to 2007.

Irfan Pathan has debunked the theory that former India head coach Greg Chappell had promoted him to play higher up the order, and instead revealed that Sachin Tendulkar had a role to play in it.

The former India pacer batted at No.3 for the first time against Sri Lanka in a 2005 ODI match at Nagpur. The left-hander scored a blazing 83 off 70 balls and helped India amass 350/6 in their stipulated overs. Eventually, India won the match by 152 runs.

Although the move has been alleged to take Pathan’s focus off bowling, he does not blame Chappell for his career going south. According to Pathan it is easier to make the Australian a punching bag due to his controversial reign as the head coach from 2005 to 2007.

“I had said this after I had announced my retirement as well. Those who talk about Greg Chappell spoiling my career, by sending me as an allrounder at No.3 and all these things… actually, it was Sachin paaji’s idea,” Pathan told Raunak Kapoor on his channel Beyond The Field.

“He advised Rahul Dravid to send me at No.3. He said ‘he (Irfan) has the power to hit sixes, can take on the new ball and can play the fast bowlers well too.”

“It was tried for the first time in the series against Sri Lanka when Muralitharan was at his peak, and the idea was to attack him as well. [Dilhara] Fernando back then had started the concept of the split-finger slower ball. Batsmen didn’t understand that too well, so the belief was if I could pull it off, it could work in our favour, especially since it was the first match of the series,” he added.

Irfan pathan “It’s not true that Greg Chappell spoiled my career. Since he was not from India, it is easier to make him a punching bag.”

Irfan Pathan had been the fastest to 100 wickets in ODIs in 59 matches. But after that when he became started coming up the order, he managed just 73 wickets in the next 61 matches, playing his last match for India at the age of 27.

“If you see the first 59 ODI matches that I played, I got to bowl with the new ball. But when you are bowling first change, your role changes as well, your role becomes defensive. If your role becomes different, then your numbers become different as well. I actually feel that people from the team should have spoken about it,” said Pathan.

“The people who have really harmed me, about that I’d just say that they didn’t support me the way they should have. I agree that I got injured, but a roadmap that should be given to a bowler to make a return from it, wasn’t offered to me.”

Irfan Pathan has played for India in 29 Tests, 120 ODIS, and 24 T20Is, claiming 100 wickets, 173 wickets, and 28 wickets respectively. With the bat, the all-rounder scored 2,821 runs across the three formats.

A week after Nagpur Mayor Sandeep Joshi filed a criminal complaint against Municipal Commissioner Tukaram Mundhe, Union Road Transport, Shipping, and MSMEs Minister Nitin Gadkari has written a letter to Minister of State for Prime Minister’s Office, Jitendra Singh, on the same issue, accusing Mundhe of illegally taking over as the CEO of the Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL).

Gadkari shot off the letter on Sunday, marking a copy to Union Minister of State for Urban Development Hardeep Singh Puri.

“I would like to bring to your kind notice with the deepest pain that Municipal Commissioner Tukaram Mundhe, who took charge of civic chief since January 28, 2020, had unlawfully and unconditionally grabbed the position of CEO of NSSCDCL. NSSCDCL was set up on July 1, 2016 and is a jointly-owned company of NMC and Maharashtra government. The Board of Directors comprises six nominee directors from NMC, four nominee directors from state government, one nominee director from Govt of India and two independent directors. The Municipal Commissioner is appointed as nominee director, CEO is to be appointed as executive director,” Gadkari stated in the letter.
He further said, “The last meeting of the board was held on December 31, 2019. It couldn’t meet after that. Then CEO Ramnath Sonone had resigned on February 11, 2020. According to Section 203 of the Company’s Act, the CEO is appointed by a board of directors in a duly- convened meeting. Mundhe has unlawfully and unconditionally grabbed the position of CEO and is repeatedly giving statements in media that Pravinsinh Pardeshi, chairman, NSSCDCL, had appointed him as CEO,” adding, ” the CEO can’t be appointed by the Chairman and must be appointed by the board.”

Gadkari has further charged Mundhe with “revoking the various unanimous decisions taken by board of directors, such as cancellation of approved tenders, termination of contractual employees in a situation like Covid-19, misappropriation of funds by introducing his signature in the current account maintained with Bank of Maharashtra.”

“In view of above, as Mayor and being one of the nominee directors and shareholders of the company, Joshi had lodged criminal complaint against Mundhe and Chief Finance Officer as well as Account officer of NSSCDCL under Sections 420, 463,464,465,466,468 and 471 of the IPC and 447 of the Company’s Act, for defrauding exchequer and usurping public money with an oblique motive to divert the public money for extraneous considerations and without any authority,” Gadkari stated in the letter.

The two officers mentioned in the letter, along with Mundhe, are Mona Thakur and Amruta Deshkar, respectively.

Gadkari has sought “strict action” against Mundhe “to prevent him from jeopardizing the ambitious central government-funded project.”

Last week, Joshi had filed a complaint with Nagpur Police, raising the same issues. The police had said they will study the matter before taking further action. Deputy Commissioner of Police Vinita Shahu said, “The complaint has been forwarded to seniors and they are looking into it.”

Mundhe has already dismissed the allegations as “ridiculous” and denied any illegality in his role in the smart city project.

The ruling BJP, with 108 seats in the 156-member NMC, has been at loggerheads with Mundhe ever since he took over as Municipal Commissioner. Mundhe started off by stopping various proposed projects and tenders, citing limited availability of funds. He has also been accused of bypassing the corporators and not attending their calls. Corporators across party lines accused him of behaving like a dictator, a charge he vehemently denied in a Facebook live interview.

नवी दिल्ली: केंद्रीय गृहमंत्रालयाने आज अनलॉक-2 साठीच्या नव्या मार्गदर्शक सूचना जारी केल्या. या अनलॉक-2 मध्ये प्रतिबंधित क्षेत्रांच्या बाहेर अनेक कामांसाठी परवानगी देण्यात आली आहे. नव्या मार्गदर्शक सूचना 1 जुलै 2020 पासून लागू होणार आहेत, या ही टप्प्यात, अनेक गोष्टी हळूहळू सुरु करण्याची प्रक्रिया पुढे नेली जाणार आहे.आज जारी झालेल्या नव्या मार्गदर्शक सूचना या, सर्व राज्ये आणि केंद्रशासित प्रदेशांकडून आलेल्या सूचना आणि प्रतिसादानुसार, तसेच विविध केंद्रीय मंत्रालये आणि विभागांशी सविस्तर सल्लामसलत केल्यानंतर तयार करण्यात आल्या आहेत.

30 मे 2020 रोजी जारी करण्यात आलेल्या, अनलॉक-1 च्या आदेश आणि मार्गदर्शक सूचनांनुसार, काही कामांना कालबद्ध पद्धतीने परवानगी देण्यात आली होती. यात, धार्मिक स्थळे आणि सार्वजनिक प्रार्थनास्थळे, हॉटेल्स, रेस्टॉरंट आणि आतिथ्यशीलता व्यवसायाशी सबंधित इतर सेवा, शॉपिंग मॉल या सर्वांना, प्रतिबंधित क्षेत्रांच्या बाहेर, 8 जून 2020 पासून परवानगी देण्यात आली होती. तसेच यासाठीचे, SOP म्हणजे प्रमाणित कार्यवाही कार्यपद्धती जारी करण्यात आली होती.

अनलॉक-2 साठीच्या मार्गदर्शक सूचनांची ठळक वैशिष्ट्ये :-

देशांतर्गत विमाने आणि प्रवासी गाड्यांना मर्यादित स्वरूपात चालवण्यास आधीच परवानगी देण्यात आली आहे. यापुढेही गाड्या आणि विमानांच्या परीचालनाला टप्प्याटप्याने वाढवले जाईल.

रात्रीच्या संचारबंदीच्या वेळा शिथिल करण्यात आल्या असून, ही संचारबंदी आता रात्री 10.00 ते पहाटे 5.00 या वेळेत लागू असेल. त्यापुढे, औद्योगिक कारखान्यांमध्ये पाळ्यांमध्ये विनासायास काम सुरु व्हावे, राष्ट्रीय आणि राज्य महामार्गांवर व्यक्ती आणि मालाची वाहतूक सुरु राहावी, मालाचा चढउतार आणि बसेस, रेल्वेगाड्या तसेच विमानातून जनतेची वाहतूक सुरु व्हावी, यादृष्टीनेही रात्रीची संचारबंदी शिथिल करण्यात आली आहे.

दुकाने कोणत्या क्षेत्रात आहेत, यानुसार, सुरक्षित भागात दुकानांमध्ये 5 व्यक्तीना काम करण्यास परवानगी देण्यात आली आहे. मात्र, त्यांना पुरेसे शारीरिक अंतर राखावे लागेल.

15 जुलै 2020 पासून केंद्र आणि राज्य सरकारांच्या प्रशिक्षण संस्थाचे कामकाज सुरु करण्यात परवानगी देण्यात आली आहे. या संदर्भातील SOP म्हणजे प्रमाणित कार्यवाही कार्यपद्धती, केंद्रीय कार्मिक आणि प्रशिक्षण मंत्रालयाकडून जारी केली जाईल.

राज्ये आणि केंद्रशासित प्रदेशांशी सविस्तर चर्चा केल्यानंतर, असा निर्णय घेण्यात आला आहे की शाळा, महाविद्यालये आणि खाजगी कोचिंग क्लासेस 31 जुलै, 2020 पर्यंत बंद ठेवण्यात आल्या आहेत.

‘वंदे भारत’ अभियानाअंतर्गत, आंतरराष्ट्रीय विमान प्रवासाला मर्यादित स्वरुपात परवानगी देण्यात आली आहे. पुढच्या प्रवासासाठी टप्याटप्याने पद्धतीने परवानगी दिली जाईल.

खालील गोष्टी वगळता, इतर सर्व गोष्टींना प्रतिबंधित क्षेत्राबाहेर परवानगी देण्यात आली आहे:

  • मेट्रो ट्रेन
  • चित्रपटगृहे, जिम, स्विमीग पूल, मनोरंजन पार्क्स, थियेटर, बार, सभागृहे, आणि तत्सम सार्वजनिक जागा.

i.सामाजिक/राजकीय/क्रीडा/मनोरंजन/शैक्षणिक/सांस्कृतिक/धर्मिक कार्यक्रम आणि इतर मोठी संमेलने.

ii. या सर्व गोष्टी सुरु करण्यासाठीच्या तारखा, त्यावेळच्या परिस्थितीचा अभ्यास करुन, त्यानुसार, वेगळ्या निश्चित केल्या जातील.

  • प्रतिबंधित क्षेत्रात 31 जुलै 2020 पर्यंत, लॉकडाऊन लागू असून, त्याची कठोर अंमलबजावणी केली जाईल. राज्य सरकारे/केंद्रशासित प्रदेशांनी कोविड-19 चे संक्रमण आटोक्यात आणण्याचे उद्दिष्ट ठेवून त्यानुसार काळजीपूर्वक प्रतिबंधित क्षेत्रे निश्चित करायची आहेत. त्यासाठी, केंद्रीय आरोग्य मंत्रालयाने जारी केलेल्या मार्गदर्शक सूचनांचा आधार घेतला जावा, प्रतिबंधित क्षेत्रात, नियंत्रण क्षेत्र निश्चित करुन, कठोर पद्धतीने नियमांची अंमलबजावणी केली जावी, तिथे केवळ अत्यावश्यक कामांनाच परवानगी दिली जावी.
  • ही प्रतिबंधित क्षेत्रे, संबंधित जिल्हाधिकारी कार्यालयांच्या संकेतस्थळांवर आणि राज्य सरकार/केंद्रशासित प्रदेशांकडून अधिसूचित केली जावीत.तसेच, त्यांची माहिती केंद्रीय आरोग्य आणि कुटुंब कल्याण मंत्रालयालाही कळवली जावी.
  • प्रतिबंधित क्षेत्रातील व्यवहारांवर राज्य सरकार/केंद्रशासित प्रदेशांची बारीक देखरेख असावी आणि या क्षेत्रांसंबंधी जारी करण्यात आलेल्या मार्गदर्शक सूचनांचे कठोर पालन केले जावे.
  • प्रतिबंधित कक्षेत्रांची आखणी आणि या क्षेत्रात मार्गदर्शक सूचनांचे पालन. यावर, केंद्रीय आरोग्य आणि कुटुंब कल्याण मंत्रालय देखरेख ठेवेल.

प्रतिबंधित क्षेत्रांबाहेरील व्यवहारांबाबत राज्य सरकारे निर्णय घेणार

  • त्या त्या क्षेत्रातील परिस्थितीचे मूल्यमापन केल्यानंतर राज्य सरकारे आणि केंद्रशासित प्रदेश, प्रतिबंधित क्षेत्रांबाहेरही काही कामे अथवा व्यवहारांसाठी बंदी घालू शकतील. किंवा ज्या गोष्टींची आवश्यकता आहे, असे निर्बंध घालू शकतील.
  • मात्र, व्यक्ती आणि मालाच्या आंतरराज्यीय आणि राज्यांतर्गत वाहतुकीवर कोणतेही निर्बंध असणार नाही. अशा कोणत्याही वाहतुकीसाठी विशेष परवानगी/मंजुरी/इ-परवाना याची गरज लागणार नाही.

रात्रीची संचारबंदी

  • रात्रीची संचारबंदी आता, रात्री 10 ते पहाटे 5 या वेळेत लागू असेल. मात्र अत्यावश्यक सेवा आणि अनलॉक-2 मध्ये दिलेली शिथिलता, याला अपवाद असेल.

कोविड-19 च्या व्यवस्थापनासाठीच्या राष्ट्रीय सूचना

  • कोविड-19 च्या व्यवस्थापनासाठीच्या राष्ट्रीय सूचना देशभरात पुढेही लागू असतील, यात सामाजिक अंतराच्या नियमांचे प्रामुख्याने पालन अपेक्षित आहे. दुकानांमध्येही, ग्राहकांनी शारीरिक अंतर राखणे अनिवार्य असेल. केंद्रीय गृहमंत्रालय या राष्ट्रीय सूचनावलीच्या प्रभावी अंमलबजावणीवर देखरेख ठेवेल.

दुर्बल व्यक्तींचे संरक्षण

  • दुर्बल किंवा, आजाराचा संसर्ग होण्याची शक्यता असलेल्या वव्यक्ती, म्हणजेच 65 वर्षांवरील वयाच्या, इतर आजार असलेल्या, 10 वर्ष वयाखालील मुले आणि गर्भवती महिला अशा सर्वांना अत्यावश्यक कामे वगळता घरीच राहण्याचा सल्ला देण्यात आला आहे.

आरोग्य सेतूचा वापर

  • आरोग्य सेतूचा अधिकाधिक वापर करण्यासाठी लोकांना प्रोत्साहन दिले जावे.

The Ministry of Information Technology, invoking it’s power under section 69A of the Information Technology Act read with the relevant provisions of the Information Technology (Procedure and Safeguards for Blocking of Access of Information by Public) Rules 2009 and in view of the emergent nature of threats has decided to block 59 apps ( see Appendix) since in view of information available they are engaged in activities which is prejudicial to sovereignty and integrity of India, defence of India, security of state and public order.

Over the last few years, India has emerged as a leading innovator when it comes to technological advancements and a primary market in the digital space.

At the same time, there have been raging concerns on aspects relating to data security and safeguarding the privacy of 130 crore Indians. It has been noted recently that such concerns also pose a threat to sovereignty and security of our country. The Ministry of Information Technology has received many complaints from various sources including several reports about misuse of some mobile apps available on Android and iOS platforms for stealing and surreptitiously transmitting users’ data in an unauthorized manner to servers which have locations outside India. The compilation of these data, its mining and profiling by elements hostile to national security and defence of India, which ultimately impinges upon the sovereignty and integrity of India, is a matter of very deep and immediate concern which requires emergency measures.

The Indian Cyber Crime Coordination Centre, Ministry of Home Affairs has also sent an exhaustive recommendation for blocking these malicious apps. This Ministry has also received many representations raising concerns from citizens regarding security of data and risk to privacy relating to operation of certain apps. The Computer Emergency Response Team (CERT-IN) has also received many representations from citizens regarding security of data and breach of privacy impacting upon public order issues. Likewise, there have been similar bipartisan concerns, flagged by various public representatives, both outside and inside the Parliament of India. There has been a strong chorus in the public space to take strict action against Apps that harm India’s sovereignty as well as the privacy of our citizens.

On the basis of these and upon receiving of recent credible inputs that such Apps pose threat to sovereignty and integrity of India, the Government of India has decided to disallow the usage of certain Apps, used in both mobile and non-mobile Internet enabled devices. These apps are listed in the attached appendix.

This move will safeguard the interests of crores of Indian mobile and internet users. This decision is a targeted move to ensure safety and sovereignty of Indian cyberspace.

मुंबई : महाराष्ट्रात मिशन बिगीन अगेनचा दुसरा टप्पा 31 जुलैपर्यंत वाढवण्यात आला आहे. राज्यात सध्या जे नियम लागू आहेत तेच नियम राहणार आहेत. राज्यात कोरोना रुग्णांची होणार वाढ आणि संसर्ग यामुळे सरकारने हा निर्णय घेतला आहे. मुख्यमंत्री उद्धव ठाकरे (Uddhav Thackeray) यांनी पुन्हा संपूर्ण लॉकडाऊन करणार नसल्याचं म्हटलं होतं. राज्यात हळूहळू शिथिलता आणली जाईल असं त्यांनी जनतेला संबोधित करत असताना म्हटलं होतं. त्यामुळे मिशन बिगीन अगेनचा दुसरा टप्पा राज्यात सुरु झाला आहे.

राज्यात कोरोना रुग्णांच्या संख्येत दररोज 5 हजार रुग्ण वाढू लागले आहेत. त्यामुळे सरकारसाठी हा पुन्हा एकदा चिंतेचा विषय बनला होता. फक्त अत्यावश्यक सेवेतील लोकांना तसंच कार्यालयात जाणाऱ्यांनाच लांबचा प्रवास करता येणार आहे. शॉपिंगसाठी जवळच्या मार्केटपर्यंत जाता येणार आहे. मात्र मास्क लावणं, सोशल डिस्टन्सिंगचं पालन करणं सक्तिचं असणार आहे.

दुसरीकडे २ जुलैपासून पुढील १० दिवस ठाणे शहरात संपूर्ण लोकडाऊन जाहीर करण्यात येणार आहे. यासंदर्भातील अधिसूचना लवकरच निर्गमित करण्यात येणार आहे. अशी माहिती ठाणे शहर पोलिसांनी ट्विट करुन दिली आहे. कोरोनाच्या वाढत्या प्रादुर्भावामुळे हा निर्णय घेण्यात आला आहे. त्यामुळे ज्या ठिकाणी कोरोनाचा प्रादुर्भाव जास्त आहे, अशा ठिकाणी देखील लॉकडाऊन करण्यात येईल याकडे देखील लक्ष असणार आहे.

२ जुलैपासून पुढील १० दिवस ठाणे शहरात संपूर्ण लोकडाऊन जाहीर करण्यात येणार आहे. यासंदर्भातील अधिसूचना लवकरच निर्गमित करण्यात येणार आहे.

राज्यात मुंबईसह नवी मुंबई, कल्याण-डोंबिवली, अंबरनाथ या ठिकाणी देखील कोरोनाचे रुग्ण वाढत आहेत. त्यामुळे या ठिकाणी काय निर्णय घेण्यात येतो हे पाहावं लागेल.
